Foster children and those who have been a foster child are a hidden subsection of society that remains well hidden from the public eye. This perception became evident in looking at, and for information on their post secondary experiences. With few resources beyond that of a few regional studies and/or national reports by a small collection of national organizations, very little research in the education of these children has been conducted, let alone in the State of Georgia. The findings of this research highlight the need for more research, the need for a stronger support structure beyond high school, and a greater analysis of educational public policy for foster children.

Rebecca Gaskin Gain is an attorney and consultant with more than three decades of international experience. A member of the board of directors for CBZ Holdings, Zimbabwe’s largest lending institution, Rebecca Gaskin Gain stays informed of current trends and topics in the financial world. The current pandemic has taken a toll on the personal finances of a vast majority of Americans. According to a recent doxoINSIGHTS Bills Pay Impact Report, which collected data from 1,568 sampled households, 42 percent of the country’s consumers have missed a bill payment, while 39 percent believe they will miss a payment in the future. Around a quarter of missed payments were for car loans or utilities such as Internet and cable. Of greater concern is the 20 percent of Americans who have skipped a rent or mortgage payment. Twenty-eight percent say it is likely they will miss a payment in the future. On the other hand, only one-tenth of Americans have missed a health insurance payment, indicating that personal health during a pandemic is a priority.

This chapter examines the characteristics of poverty in the United States, focusing particular attention on demographic aspects and ways of measuring poverty; family constitution and poverty; child poverty and elderly poverty; the urban and rural poor; and the connections between poverty and work-related issues such as the minimum wage, structural unemployment, dual labor markets, job training programs, and the alternative financial sector or the fringe economy. Last, key strategies developed to combat poverty will be surveyed.

The poll, “Little Common Ground: Anger, Frustration in New York State”, is a joint effort of Newsday, News 12 and Hofstra University as part of new civic engagement project called Renew New York. It was conducted by the independent research firm Princeton Research Survey Associates International, which surveyed voters on a wide range of issues including attitudes towards state government, the state budget crisis and the upcoming election.

On April 21, 2016, nearly 300 community leaders gathered at the Radisson Lackawanna Station Hotel in downtown Scranton, Pennsylvania for the United Way of Lackawanna and Wayne Counties' annual Awards Celebration. Sandy Chickeletti of M&T Bank and Tom Donohue of Lamar Advertising Company, our 2015-16 Campaign co-chairs presented awards to our area's top givers and announced a final campaign total raised of $3,451,095 in this our 95th annual campaign! We also paid tribute to Nancy Jackson Matthews, a beloved friend long-time United Way volunteer and founder of our Days of Caring who passed away earlier this year.

California spends a lot on health care to treat its residents, but relatively little to ensure they are healthy, according to a new report. In 2018, for every $1 that California spent on health care services, it spent just $0.68 on other aspects of health, including social and public health services. That “other” figure is down by nearly half — from $1.22 — since 2007. While California’s total health care spending has grown nearly 150% since that year, spending on other services grew by around 40%. The report’s authors say that the state could rein in some of its $119 billion budget by cutting back on wasted costs, including unnecessary medical services. But it could also invest in community aspects of care tied to improved health, including raising the minimum wage and investing in public health, education, and other social programs.

The discussion focused on how supporters in Ohio can communicate with conference committee members to strengthen families and communities in the final process of Ohio's 2014-15 budget. Advocates focused on early learning, long term care, developmental disabilities, and food assistance. Speakers also talked about a possible pathway to expand healthcare coverage to Ohioans through two new Medicaid reform bills in the House and the Senate.

On June 14, 2010, Health & Medicine Policy Research group (HMPRG) hosted a forum, “The State’s Fiscal Crisis: Changing Our Collective Response.” With over 70 attendees, the forum explored the impact of the State’s budget and recent cuts on health and human services in Illinois. Participants heard from panel speakers about how we might collectively respond to the crisis and ensure responsible and adequate funding for education, health, and human services in Illinois. Case Study: Global Village Name: My Global Village question: The answer to my Global Village question: The research source: A classification of the scenario’s stratification system: Welfare Redesigned: A New Republican Policy The Republican Welfare Revision Policy By Policy Advisor: Lacey Sampson The Problem “Approximately 52.2 million (or 21.3 percent) people in the U.S. participated in major means-tested government assistance programs each month in 2012, according to a U.S. Census Bureau report released today.”1 We have over three hundred million Americans, and almost one-fourth of those are receiving Medicaid, Supplemental Nutrition Assistance Program, Supplemental Security Income, Women Infant and Children benefits, Temporary Assistance to Needy Families, Public house or housing subsidies, or some other form of federal cash assistance program. The government transfer payments programs are costing the United States federal government billions in their annual budget due to administrative costs and misuse of the program. The United States is sinking into a debt far greater than any generation will be able to overcome. The welfare programs in the United States need to be overhauled. The Solution Currently, the federal government gives a portion of the taxes that are collected from citizens to each State for the distribution of welfare. In the Welfare Redesigned program, States would collect their own taxes, and distribute them to the citizens in welfare programs. The States already proportion their allotment of government funding out to the recipients of the welfare programs. The Republican Party believes that the States should take full responsibility of collecting the taxes and redistributing the wealth as per their citizen’s needs. “We propose to let them do all that and more by block-granting the program to the States, providing the States with the flexibility to design programs that meet the needs of their low income citizens.”2 Aside from allowing the States to allocate their own funding for the programs, the GOP still wishes to aid the States by providing tax incentives to citizens currently on programs, such as Medicaid, to move into a private insurance company. Giving the states the power to tax and distribute will also empower them to encourage citizens to work their way off of the welfare programs. Paying for the Policy This policy effectively pays for itself. The States would have to individually begin collecting taxes for the programs, and the federal government would have to allow for funding to the States while their programs are developed. Once a State has their program ready to transition citizens from federally funded to state funded aid, the federal government would no longer collect FICA tax for that state’s citizens. This would lower the administrative workload for many government employees, and assist the federal government in a budget renovation.
