PRESS RELEASE
INTERNATIONAL AWARD TO FAMILY PLANNING ASSOCIATION OF INDIA
Mumbai: The Family Planning Association of India which is a leading organization in the field of
sexual and reproductive health and rights working in India since 1949 was awarded by the
Governing Council of International Planned Parenthood (IPPF) recently for its contribution to the
field of sexual and reproductive health and rights. Family Planning Association of India is a
founder member of IPPF which works in more than 172 countries with 154 Member Associations
across the globe. IPPF being a global leader in the field of sexual and reproductive health and
rights provides support to all the Member Associations. Accordingly FPA India is one of the
Member Association affiliated to IPPF.
The Governing Council of IPPF gave awards to honor individuals and organizations for their
outstanding contributions in the field of sexual and reproductive health and rights. It is in this
background that FPA India was awarded the Best Member Association. The Award was given
in a function organized by IPPF at The Hallam Conference Centre, London on November 23,
2013. The award was handed over by the IPPF President, Dr. Naomi Seboni and the Director
General Mr. Tewodros Melesse and received by Smt. Sujatha Natarajan, President FPA India
and Mr. Vishwanath Koliwad the Secretary General. While handing over the award the
contribution of FPA India in the field of sexual and reproductive health and rights including
family planning was highly appreciated.
After receiving the award a short film of 4 minutes duration about FPA India and its activities
was screened and then Smt. Sujatha Natarajan President FPA India thanked the Governing
Council Members of IPPF who have continuously supported FPA India in its endeavors. She said
FPA India is a big family and whenever anything good or bad happens with us the first person
to support us is our FPAI Branch. This is because of our relationship, hard work and the strong
bonding among volunteers and staff. She thanked one and all in IPPF and FPA India without
whose support this award would not have been possible.
Mr. Vishwanath Koliwad, Secretary General FPA India, on receiving the award said that “This
AWARD belongs to those volunteers and staff who have worked hard at the grass roots level
day in and day out reaching the unreached. The result of their tireless work whether
measurable or not as service statistics, ultimately results in realization of rights. I am receiving
this Award on their behalf. This belongs to all the volunteers and staff of FPA India back in
India.
Having received the Award, I am also accepting a challenge of achieving higher and higher
results since the bar is pushed up. We will try our best. While making efforts we will keep up
the standards, values and ethics of IPPF. We will never compromise on the quality of services.”
The Governing Council Award ended with a dinner attended by the Governing Council
Members of IPPF and 6 Regional Directors and invitees.

Introducing Mr Tewodros Melesse, Director General, International Planned
Federation (IPPF)

Mr Tewodros Melesse took up the post of Director-General, International Planned Parenthood
Federation (IPPF) , in September 2011. An economist who studied at the Catholic University in
Louvain, Belgium, he has over 28 years’ experience in family planning, sexual and
reproductive health and rights. Mr Tewodros brings to the role a profound belief in leadership
founded on transparency and vision.
IPPF is the world’s largest non-governmental organization working in this field. With a Strategic
Framework adopted by over 150 Member Associations it addresses five key areas:
Adolescents, HIV/AIDS, Abortion, Access and Advocacy.
Mr Melesse is a passionate advocate and is committed to working in strong partnership to
achieve change with governments, donors and not-for-profit organizations. His vision for the
future is to develop the IPPF national Member Associations as centres of excellence, delivering
services to poor, marginalized and under-served people around the world, and ensuring
governments recognize the importance of sexual and reproductive health to sustainable
development and human rights. His focus will be to ensure Member Associations are providing
a quality, client-centred and integrated package of essential sexual and reproductive health
services, to provide maximum impact for the individuals and communities they work with and
for their donors.
His “Vision 2020”, is a 10 point-call to action - accountable steps, ensuring that sexual and
reproductive health and rights become reality in every community around the world. It's a
global call, urging governments to prioritise this issue as central to achieving sustainable
development.

Ms. ANJALI SEN
Regional Director – South Asia, International Planned Parenthood Federation (IPPF)
Qualification
Ms. Anjali Sen belongs to the Indian Civil Services (Indian Audit and Accounts 1981). She has also
obtained her Honours and Masters in History from the Lady Shriram College, Delhi University
and Jawaharlal Nehru University, New Delhi, respectively. She did her schooling from the
Lawrence School, Sanawar.
Overall Professional Experience
Ms. Sen joined the Indian Civil Services in 1981 and served in various capacities with the
Government of India and other organizations. Key assignments held by her include Director,
Office of the Comptroller and Auditor General of India; secondment to National Audit Office,
U.K.; Deputy Secretary and Director, Department of Culture; Director, Ministry of Human
Resource Development; Director, National Gallery of Modern Art—India’s premier institution for
modern art; Principal Director, Audit, Western Railways (one of India’s largest zonal railways);
Consultant, Financial and Administrative Reforms in Cultural Institutions, U.N. Mission, Kosovo;
Team Leader, External Audit, International Centre for Genetic Engineering and Biotechnology,
Italy.
In her 25 years in the Indian Civil Service Ms. Sen has held several leadership positions and was
instrumental in transforming organizations. She has provided vision and strategic direction to
organizations and has been involved in establishing priorities, formulating policies and providing
organizational direction to realise programme objectives and goals in a number of areas
through effective management of Government’s financial resources to optimise output and
develop policies and programmes. Several such initiatives led by her are to this day recognized
as path-breaking.
In 2004, Ms. Sen decided to shift gears, when she decided to follow her heart and took up the
challenging assignment of advancing the Sexual and Reproductive Health and Rights (SRHR) of
the poorest, most vulnerable and marginalized in South Asia by joining the International Planned
Parenthood Federation (IPPF) as Financial Controller, going on to take charge as the Regional
Director of the South Asia Region, in the year 2009.
Imbued with a ‘can do’ spirit with a deeply held value for people and their contributions, Ms Sen
is driven by the need to create an equitable world. This along with her extensive experience of
large public systems, she has successfully managed transitions within both Government and notfor-profit sector the organizations.

Ms. Sen is an ardent believer in the fact that an organisation can occupy leadership position and
hold on to its glory through a continuous process of renewal and strategic goal-setting in a
dynamic world that we live in. In line with this belief she has led Strategic Planning and
Organization Development (OD) initiatives, both within her work in the government and in the
not-for-profit sector. In her various leadership roles, the core and abiding principle of her work
has been ‘people’, ‘perspectives’ and ‘processes’. She is always alive to managing multiple
stakeholder expectations in being able to provide a sustainable strategic direction. It is based
on these strengths that Ms. Sen has been able to successfully lead several change management
processes.
In her various roles with the government and not-for-profit organizations, Ms. Sen has prolifically
led large, multi-disciplinary and multi-cultural teams. As a contemporary leader, Ms. Sen strongly
believes in institutionalizing group-based consensual decision-making and democratic processes
of functioning. She also recognizes that leadership at different levels in the organization needs
to be harnessed given that people have varied experiences and skills, a diversity that makes
organizations resilient. Essentially, she has followed the four core principles of leadership –
directing, coaching, supporting and delegating – throughout her professional life.
Ms. Sen has demonstrated a deep commitment to gender justice throughout her professional life.
She is tenacious in pursuing her vision of creating spaces for the expression of people’s rights
and choices, and ultimately enhancing their sense of well-being in a sustainable manner.
Current Work Profile
IPPF is a global network of 151 Member Associations (MAs) working in 173 countries, and the
world’s foremost voluntary, non-governmental provider and advocate of sexual and
reproductive health and rights working with and for communities. The South Asia Region covers
the MAs of IPPF in Afghanistan, Bangladesh, India, Iran, Maldives, Nepal, Pakistan, Sri Lanka
and Bhutan.
Ms. Sen joined IPPF South Asia Regional Office (SARO) as Financial Controller in 2004, a role in
which she used her extensive experience as a finance professional to streamline financial and
management systems, both within IPPF SARO and it’s Member Associations (MAs) across nine
South Asian countries. Of equal significance has been her work in optimizing IPPF’s technical and
financial support to the MAs while also enabling them to become increasingly self-sufficient and
effective in delivering quality sexual and reproductive health services, particularly to the poor
and the marginalized people of their respective countries.
South Asia being home to a large proportion of people living on the edge, it is a task she
describes as both, challenging and stimulating. Her work in SARO since 2004 coupled with her

leadership roles in large government systems prepared Ms. Sen to later lead IPPF SAR as
Regional Director, a position she took up in March 2009 and currently holds.
Ms. Sen has steered IPPF SARO in its endeavor to become an organization that is today
distinguished by its cutting-edge professionalism. Her current role spans two primary areas – one
as a leader and manager of IPPF SAR’s work and engagement in South Asia, its effective
programme, service delivery and its relationship with the MAs, and secondly as a member of the
Global Senior Management Team of IPPF.
As the Regional Director for the South Asia Region, Ms. Sen has furthered by many folds, IPPF’s
mission of promoting sexual and reproductive health, and advocating for the rights of individuals
to make their own choices in family planning. She has provided her acumen to several large
scale multi-country projects both in terms of programmatic inputs and grant management of
multimillion dollar annual budgets at the same time focusing on the commitments and demands of
multiple donor and support agencies.
A great believer in the power of advocacy, Ms, Sen is actively engaged in various Sexual &
Reproductive Health And Rights (SRHR)-related forums. This along with her active networking
with different agencies has intensified the advancement of issues related to Human Health,
Rights, Development and Sustainability in the region and beyond. Ms. Sen has also been
instrumental in IPPF’s work with the Parliamentarians in the South Asia Region. The signing of the
declaration recognising the crucial role that Parliamentarians play in advocating for the
implementation of ICPD Program of Action at the South Asia Regional Consultation of
Parliamentarians for Population & Development in Thailand in 2013 and IPPF SAR’s MoU with
the Asian Forum of Parliamentarians for Population and Development (AFPPD) to work with
parliamentarians as champions to address the key challenge of promoting SRHR for all at
regional level are laudable outcomes of this effort.
Highly conversant with the socio-cultural and economic diversity of each South Asian country that
is a part of the Federation, Ms. Sen pursues the goal of facilitating the MAs to become selfgoverned, self-managed and sustainable institutions upholding IPPF’s values, vision and
responsibilities of membership. Her diverse experiences in various organizational and
geographic settings enable Ms. Sen to respond to the challenges arising out of the unique ways
in which IPPF and its MAs work.
As a member of the Global Senior Management Team of IPPF, Ms. Sen is intrepid in reflecting
the concerns of the region in shaping the global policy standards and strategic direction.

International Experience & Achievements
Ms. Sen’s vast international experiences includes, working as a consultant with the United Nations
Mission and Provisional Institutions of Self-Government in Kosovo, Serbia. Her work there
included the restructuring and rationalization of cultural institutions in the Ministry of Culture,
Sports and Youth (2003). She also submitted a report envisaging comprehensive financial and
administrative reforms and integration of the Minorities to the Minister for Culture, Youth and
Sports. Before that, she led a team of auditors to conduct an external audit of the financial
statements and Accounts for 2002 and 2003 of the International Centre for Genetic Engineering
and Biotechnology (ICGEB), in New Delhi and Trieste, Italy). ICGEB is an international
organization dedicated to advanced research and training in molecular biology and
biotechnology with special regard to the needs of the developing world.
In 1998, she was a Member of the Indian delegation to the UNESCO Inter-governmental
Conference on ‘Cultural Policies for Development’ at Stockholm, Sweden.
In 1992 & 1993, Ms. Sen was part of the National Audit Office of United Kingdom and
conducted several systems reviews, performance appraisals and certification of corporate
accounts.

Ms. Sen’s professional and academic associations include, being a Member of the International
Steering Committee of the 7th Asia Pacific Conference on Reproductive and Sexual Health
and Rights (APCRSH) (2012-13), Member of International Board of Trustees of VSO, an
international charity registered in the UK (2011 onwards) and its subcommittee on Audit and Risk
management; Nominated Member, Governing Council of Alliance Francaise, New Delhi
(2005-06); Chairperson for Revision of Norms for Railway Audit appointed by Comptroller
and Auditor General of India (2003), Member, Advisory Committee, National Gallery of
Modern Art, Mumbai (2001-03); Life Member, Indian National Trust for Art and Cultural
Heritage (INTACH); Member & Secretary, Advisory Committee and Art Purchase Committee,
National Gallery of Modern Art, New Delhi; Member, Management & Governing Board,
National Academies of Visual Arts, Performing Arts and Literature, National School of
Drama, Centre for Cultural Resources and Training (CCRT), Government of India (1993-95);

FPA INDIA CELEBRATES 26TH WORLD AIDS DAY
With an aim for ZERO HIV infections, ZERO discrimination, and ZERO AIDS related
deaths…
Although AIDS remains one of the world’s most serious health challenges, global solidarity in the
AIDS response during the past decade continues to generate extraordinary health gains. Historic
success in bringing HIV programmes to scale – combined with the emergence of powerful new
tools to prevent people from becoming infected and from dying from AIDS-related causes – has
enabled the foundation to be laid for the eventual end of AIDS. Although much of the news on
AIDS is encouraging, challenges remain. In 2012, 60% more people have accessed lifesaving HIV
treatment, with a corresponding drop in mortality. New infection rates have fallen by 50% or
more in 25 countries. Half of all the reductions in HIV infections in the past two years have been
among children; this has strengthened conviction that achieving an AIDS-free generation is not
only possible, but imminent.
This year marks the 26th anniversary of World AIDS Day. First observed in 1988, World AIDS
Day was initiated by health ministers from around the world who called for a spirit of social
tolerance and a greater awareness of HIV/AIDS on an international scale.
The theme for this year's observance is, "Getting to Zero" - meaning zero new HIV infections,
zero discrimination, and zero AIDS related deaths. The special theme, which will be repeated until
2015, focuses on "Zero AIDS Related Deaths" and signifies a push towards greater access to
treatment for all. Perhaps more importantly, it also calls upon governments to keep the
commitments they have made to fight the deadly disease.
Indian Scenario
The adult HIV prevalence in India is 0.27%, as of 2011. Whilst this figure is small relative to
other middle-income countries, the large population of 1.2 billion inhabitants means there are still
around 2.1 million people living with HIV in India. Overall, India’s HIV epidemic is slowing down,
with a 57% decline in new infections between 2000 and 2011, and a 29% decline in AIDSrelated deaths between 2007 and 2011.
India’s HIV epidemic varies across its 28 states. The four states with the highest number of people
living with HIV (Andhra Pradesh, Karnataka, Maharashtra and Tamil Nadu) are all in the south,
and account for 53% of all HIV infections in India. Despite this, the adult HIV prevalence is falling

in these high prevalence states. However, in a few states in the north and northeast, HIV infections
are rising.
The epidemic is concentrated among high risk group populations and is heterogeneous in its
spread. The primary drivers of HIV epidemic in India are unprotected paid sex, unprotected sex
between men and injecting drug use. Heterosexual route of transmission accounts for 87% of HIV
cases detected. Improved understanding of the complex HIV epidemic in India has enabled
substantial changes to be made in the policy frameworks and approaches of National Aids
Control Programme (NACP). The focus has shifted from raising awareness to behaviour change,
from a national response to a more decentralised response and to increasing involvement of
NGOs and network of PLHAs
In 1992, the Government launched the first National AIDS Control Programme (NACP I) and in
1998 NACP II was initiated. Based on the learning from NACP I and II, the Government designed
and Implemented NACP III (2007-2012) with an objective to "halt and reverse the HIV epidemic
In India" by the end of the project. NACP III has given desired results and has been quoted as a
global success. NACP IV (2012-17) aims to consolidate the gains of NACP III.
The main objectives of NACP IV are to: (i) Reduce new infections by 50 percent, and (ii) Provide
comprehensive care and support to all persons living with HIV and treatment services for all those
who require it. This will be achieved through the following strategies:
a. Intensifying and consolidating prevention services with a focus on (a) high-risk groups and
vulnerable population and (b) general population.
b. Expanding IEC services for (a) general population and (b) High-Risk Groups (HRGS) with a
focus on behaviour change and demand generation.
c. Increasing access and promoting comprehensive Care, Support and Treatment
d. Building capacities at National, State, District and facility levels
e. Strengthening Strategic Information Management Systems.
The Department of AIDS Control has been working closely with the Department of Health and
Family Welfare towards integration of HIV & AIDS services into the larger health system, with the
objective of optimal utilization of existing National Rural Health Mission (NRHM)/RCH resources
for strengthening NACP services, and vice versa.

FPA India’s Contribution
FPA India a Non Governmental Organisation working in the field of Sexual and Reproductive
Health over the 60 years started its work with HIV and AIDS in 1990 and is contributing
substantially in reaching out to the communities they work with and ensure a comprehensive,
integrated model within the larger sexual reproductive health framework.
Besides this, FPA India also implements projects supported by other donors like Morris foundation,
Aum Foundation and Japan Trust Fund at seven locations.
Today, working in partnership with the GOI, under their public private partnership, 27 Integrated
Counselling & Testing Centres (ICTCs) are functioning in the FPA India clinics, 18 Targeted
Intervention Projects are being implemented with support from the state governments and
international donors to provide services to the high risk groups such as sex workers, IDUs, MSM,
migrant workers and transgender.

PRESS RELEASE INTERNATIONAL AWARD TO FAMILY PLANNING ASSOCIATION OF INDIA Mumbai: The Family Planning Association of India which is a leading organization in the field of sexual and reproductive health and rights working in India since 1949 was awarded by the Governing Council of International Planned Parenthood (IPPF) recently for its contribution to the field of sexual and reproductive health and rights. Family Planning Association of India is a founder member of IPPF which works in more than 172 countries with 154 Member Associations across the globe. IPPF being a global leader in the field of sexual and reproductive health and rights provides support to all the Member Associations. Accordingly FPA India is one of the Member Association affiliated to IPPF. The Governing Council of IPPF gave awards to honor individuals and organizations for their outstanding contributions in the field of sexual and reproductive health and rights. It is in this background that FPA India was awarded the Best Member Association. The Award was given in a function organized by IPPF at The Hallam Conference Centre, London on November 23, 2013. The award was handed over by the IPPF President, Dr. Naomi Seboni and the Director General Mr. Tewodros Melesse and received by Smt. Sujatha Natarajan, President FPA India and Mr. Vishwanath Koliwad the Secretary General. While handing over the award the contribution of FPA India in the field of sexual and reproductive health and rights including family planning was highly appreciated. After receiving the award a short film of 4 minutes duration about FPA India and its activities was screened and then Smt. Sujatha Natarajan President FPA India thanked the Governing Council Members of IPPF who have continuously supported FPA India in its endeavors. She said FPA India is a big family and whenever anything good or bad happens with us the first person to support us is our FPAI Branch. This is because of our relationship, hard work and the strong bonding among volunteers and staff. She thanked one and all in IPPF and FPA India without whose support this award would not have been possible. Mr. Vishwanath Koliwad, Secretary General FPA India, on receiving the award said that “This AWARD belongs to those volunteers and staff who have worked hard at the grass roots level day in and day out reaching the unreached. The result of their tireless work whether measurable or not as service statistics, ultimately results in realization of rights. I am receiving this Award on their behalf. This belongs to all the volunteers and staff of FPA India back in India. Having received the Award, I am also accepting a challenge of achieving higher and higher results since the bar is pushed up. We will try our best. While making efforts we will keep up the standards, values and ethics of IPPF. We will never compromise on the quality of services.” The Governing Council Award ended with a dinner attended by the Governing Council Members of IPPF and 6 Regional Directors and invitees. Introducing Mr Tewodros Melesse, Director General, International Planned Federation (IPPF) Mr Tewodros Melesse took up the post of Director-General, International Planned Parenthood Federation (IPPF) , in September 2011. An economist who studied at the Catholic University in Louvain, Belgium, he has over 28 years’ experience in family planning, sexual and reproductive health and rights. Mr Tewodros brings to the role a profound belief in leadership founded on transparency and vision. IPPF is the world’s largest non-governmental organization working in this field. With a Strategic Framework adopted by over 150 Member Associations it addresses five key areas: Adolescents, HIV/AIDS, Abortion, Access and Advocacy. Mr Melesse is a passionate advocate and is committed to working in strong partnership to achieve change with governments, donors and not-for-profit organizations. His vision for the future is to develop the IPPF national Member Associations as centres of excellence, delivering services to poor, marginalized and under-served people around the world, and ensuring governments recognize the importance of sexual and reproductive health to sustainable development and human rights. His focus will be to ensure Member Associations are providing a quality, client-centred and integrated package of essential sexual and reproductive health services, to provide maximum impact for the individuals and communities they work with and for their donors. Ms. ANJALI SEN Regional Director – South Asia, International Planned Parenthood Federation (IPPF) Qualification Ms. Anjali Sen belongs to the Indian Civil Services (Indian Audit and Accounts 1981). She has also obtained her Honours and Masters in History from the Lady Shriram College, Delhi University and Jawaharlal Nehru University, New Delhi, respectively. She did her schooling from the Lawrence School, Sanawar. Overall Professional Experience Ms. Sen joined the Indian Civil Services in 1981 and served in various capacities with the Government of India and other organizations. Key assignments held by her include Director, Office of the Comptroller and Auditor General of India; secondment to National Audit Office, U.K.; Deputy Secretary and Director, Department of Culture; Director, Ministry of Human Resource Development; Director, National Gallery of Modern Art—India’s premier institution for modern art; Principal Director, Audit, Western Railways (one of India’s largest zonal railways); Consultant, Financial and Administrative Reforms in Cultural Institutions, U.N. Mission, Kosovo; Team Leader, External Audit, International Centre for Genetic Engineering and Biotechnology, Italy. In her 25 years in the Indian Civil Service Ms. Sen has held several leadership positions and was instrumental in transforming organizations. She has provided vision and strategic direction to organizations and has been involved in establishing priorities, formulating policies and providing organizational direction to realise programme objectives and goals in a number of areas through effective management of Government’s financial resources to optimise output and develop policies and programmes. Several such initiatives led by her are to this day recognized as path-breaking. In 2004, Ms. Sen decided to shift gears, when she decided to follow her heart and took up the challenging assignment of advancing the Sexual and Reproductive Health and Rights (SRHR) of the poorest, most vulnerable and marginalized in South Asia by joining the International Planned Parenthood Federation (IPPF) as Financial Controller, going on to take charge as the Regional Director of the South Asia Region, in the year 2009. Imbued with a ‘can do’ spirit with a deeply held value for people and their contributions, Ms Sen is driven by the need to create an equitable world. This along with her extensive experience of large public systems, she has successfully managed transitions within both Government and notfor-profit sector the organizations. Ms. Sen is an ardent believer in the fact that an organisation can occupy leadership position and hold on to its glory through a continuous process of renewal and strategic goal-setting in a dynamic world that we live in. In line with this belief she has led Strategic Planning and Organization Development (OD) initiatives, both within her work in the government and in the not-for-profit sector. In her various leadership roles, the core and abiding principle of her work has been ‘people’, ‘perspectives’ and ‘processes’. She is always alive to managing multiple stakeholder expectations in being able to provide a sustainable strategic direction. It is based on these strengths that Ms. Sen has been able to successfully lead several change management processes. In her various roles with the government and not-for-profit organizations, Ms. Sen has prolifically led large, multi-disciplinary and multi-cultural teams. As a contemporary leader, Ms. Sen strongly believes in institutionalizing group-based consensual decision-making and democratic processes of functioning. She also recognizes that leadership at different levels in the organization needs to be harnessed given that people have varied experiences and skills, a diversity that makes organizations resilient. Essentially, she has followed the four core principles of leadership – directing, coaching, supporting and delegating – throughout her professional life. Ms. Sen has demonstrated a deep commitment to gender justice throughout her professional life. She is tenacious in pursuing her vision of creating spaces for the expression of people’s rights and choices, and ultimately enhancing their sense of well-being in a sustainable manner. Current Work Profile IPPF is a global network of 151 Member Associations (MAs) working in 173 countries, and the world’s foremost voluntary, non-governmental provider and advocate of sexual and reproductive health and rights working with and for communities. The South Asia Region covers the MAs of IPPF in Afghanistan, Bangladesh, India, Iran, Maldives, Nepal, Pakistan, Sri Lanka and Bhutan. Ms. Sen joined IPPF South Asia Regional Office (SARO) as Financial Controller in 2004, a role in which she used her extensive experience as a finance professional to streamline financial and management systems, both within IPPF SARO and it’s Member Associations (MAs) across nine South Asian countries. Of equal significance has been her work in optimizing IPPF’s technical and financial support to the MAs while also enabling them to become increasingly self-sufficient and effective in delivering quality sexual and reproductive health services, particularly to the poor and the marginalized people of their respective countries. South Asia being home to a large proportion of people living on the edge, it is a task she describes as both, challenging and stimulating.   • 8. leadership roles in large government systems prepared Ms. Sen to later lead IPPF SAR as Regional Director, a position she took up in March 2009 and currently holds. Ms. Sen has steered IPPF SARO in its endeavor to become an organization that is today distinguished by its cutting-edge professionalism. Her current role spans two primary areas – one as a leader and manager of IPPF SAR’s work and engagement in South Asia, its effective programme, service delivery and its relationship with the MAs, and secondly as a member of the Global Senior Management Team of IPPF. As the Regional Director for the South Asia Region, Ms. Sen has furthered by many folds, IPPF’s mission of promoting sexual and reproductive health, and advocating for the rights of individuals to make their own choices in family planning. She has provided her acumen to several large scale multi-country projects both in terms of programmatic inputs and grant management of multimillion dollar annual budgets at the same time focusing on the commitments and demands of multiple donor and support agencies. A great believer in the power of advocacy, Ms, Sen is actively engaged in various Sexual & Reproductive Health And Rights (SRHR)-related forums. This along with her active networking with different agencies has intensified the advancement of issues related to Human Health, Rights, Development and Sustainability in the region and beyond. Ms. Sen has also been instrumental in IPPF’s work with the Parliamentarians in the South Asia Region. The signing of the declaration recognising the crucial role that Parliamentarians play in advocating for the implementation of ICPD Program of Action at the South Asia Regional Consultation of Parliamentarians for Population & Development in Thailand in 2013 and IPPF SAR’s MoU with the Asian Forum of Parliamentarians for Population and Development (AFPPD) to work with parliamentarians as champions to address the key challenge of promoting SRHR for all at regional level are laudable outcomes of this effort. Highly conversant with the socio-cultural and economic diversity of each South Asian country that is a part of the Federation, Ms. Sen pursues the goal of facilitating the MAs to become selfgoverned, self-managed and sustainable institutions upholding IPPF’s values, vision and responsibilities of membership. Her diverse experiences in various organizational and geographic settings enable Ms. Sen to respond to the challenges arising out of the unique ways in which IPPF and its MAs work. As a member of the Global Senior Management Team of IPPF, Ms. Sen is intrepid in reflecting the concerns of the region in shaping the global policy standards and strategic direction. International Experience & Achievements Ms. Sen’s vast international experiences includes, working as a consultant with the United Nations Mission and Provisional Institutions of Self-Government in Kosovo, Serbia. Her work there included the restructuring and rationalization of cultural institutions in the Ministry of Culture, Sports and Youth (2003). She also submitted a report envisaging comprehensive financial and administrative reforms and integration of the Minorities to the Minister for Culture, Youth and Sports. Before that, she led a team of auditors to conduct an external audit of the financial statements and Accounts for 2002 and 2003 of the International Centre for Genetic Engineering and Biotechnology (ICGEB), in New Delhi and Trieste, Italy). ICGEB is an international organization dedicated to advanced research and training in molecular biology and biotechnology with special regard to the needs of the developing world. In 1998, she was a Member of the Indian delegation to the UNESCO Inter-governmental Conference on ‘Cultural Policies for Development’ at Stockholm, Sweden. In 1992 & 1993, Ms. Sen was part of the National Audit Office of United Kingdom and conducted several systems reviews, performance appraisals and certification of corporate accounts. FPA INDIA CELEBRATES 26TH WORLD AIDS DAY With an aim for ZERO HIV infections, ZERO discrimination, and ZERO AIDS related deaths… Although AIDS remains one of the world’s most serious health challenges, global solidarity in the AIDS response during the past decade continues to generate extraordinary health gains. Historic success in bringing HIV programmes to scale – combined with the emergence of powerful new tools to prevent people from becoming infected and from dying from AIDS-related causes – has enabled the foundation to be laid for the eventual end of AIDS. Although much of the news on AIDS is encouraging, challenges remain. In 2012, 60% more people have accessed lifesaving HIV treatment, with a corresponding drop in mortality. New infection rates have fallen by 50% or more in 25 countries. Half of all the reductions in HIV infections in the past two years have been among children; this has strengthened conviction that achieving an AIDS-free generation is not only possible, but imminent. This year marks the 26th anniversary of World AIDS Day. First observed in 1988, World AIDS Day was initiated by health ministers from around the world who called for a spirit of social tolerance and a greater awareness of HIV/AIDS on an international scale. The theme for this year's observance is, "Getting to Zero" - meaning zero new HIV infections, zero discrimination, and zero AIDS related deaths. The special theme, which will be repeated until 2015, focuses on "Zero AIDS Related Deaths" and signifies a push towards greater access to treatment for all. Perhaps more importantly, it also calls upon governments to keep the commitments they have made to fight the deadly disease. Indian Scenario The adult HIV prevalence in India is 0.27%, as of 2011. Whilst this figure is small relative to other middle-income countries, the large population of 1.2 billion inhabitants means there are still around 2.1 million people living with HIV in India. Overall, India’s HIV epidemic is slowing down, with a 57% decline in new infections between 2000 and 2011, and a 29% decline in AIDSrelated deaths between 2007 and 2011. India’s HIV epidemic varies across its 28 states. The four states with the highest number of people living with HIV (Andhra Pradesh, Karnataka, Maharashtra and Tamil Nadu) are all in the south, and account for 53% of all HIV infections in India.   • 12. in these high prevalence states. However, in a few states in the north and northeast, HIV infections are rising. The epidemic is concentrated among high risk group populations and is heterogeneous in its spread. The primary drivers of HIV epidemic in India are unprotected paid sex, unprotected sex between men and injecting drug use. Heterosexual route of transmission accounts for 87% of HIV cases detected. Improved understanding of the complex HIV epidemic in India has enabled substantial changes to be made in the policy frameworks and approaches of National Aids Control Programme (NACP). The focus has shifted from raising awareness to behaviour change, from a national response to a more decentralised response and to increasing involvement of NGOs and network of PLHAs In 1992, the Government launched the first National AIDS Control Programme (NACP I) and in 1998 NACP II was initiated. Based on the learning from NACP I and II, the Government designed and Implemented NACP III (2007-2012) with an objective to "halt and reverse the HIV epidemic In India" by the end of the project. NACP III has given desired results and has been quoted as a global success. NACP IV (2012-17) aims to consolidate the gains of NACP III. The main objectives of NACP IV are to: (i) Reduce new infections by 50 percent, and (ii) Provide comprehensive care and support to all persons living with HIV and treatment services for all those who require it. This will be achieved through the following strategies: a. Intensifying and consolidating prevention services with a focus on (a) high-risk groups and vulnerable population and (b) general population. b. Expanding IEC services for (a) general population and (b) High-Risk Groups (HRGS) with a focus on behaviour change and demand generation. c. Increasing access and promoting comprehensive Care, Support and Treatment d. Building capacities at National, State, District and facility levels e. Strengthening Strategic Information Management Systems. The Department of AIDS Control has been working closely with the Department of Health and Family Welfare towards integration of HIV & AIDS services into the larger health system, with the objective of optimal utilization of existing National Rural Health Mission (NRHM)/RCH resources for strengthening NACP services, and vice versa. FPA India’s Contribution FPA India a Non Governmental Organisation working in the field of Sexual and Reproductive Health over the 60 years started its work with HIV and AIDS in 1990 and is contributing substantially in reaching out to the communities they work with and ensure a comprehensive, integrated model within the larger sexual reproductive health framework. Besides this, FPA India also implements projects supported by other donors like Morris foundation, Aum Foundation and Japan Trust Fund at seven locations. Today, working in partnership with the GOI, under their public private partnership, 27 Integrated Counselling & Testing Centres (ICTCs) are functioning in the FPA India clinics, 18 Targeted Intervention Projects are being implemented with support from the state governments and international donors to provide services to the high risk groups such as sex workers, IDUs, MSM, migrant workers and transgender.
