Identify stakeholders
Stakeholders are individuals or organizations whose
interest maybe positively or negatively affected by the
project. Can include the following:
Project Manager
Project team
Performing organization
Sponsor
Customer/end-user
Vendors
Government agencies (for permits, licenses, etc…)

Collect requirements
Business requirements, project management requirements,
delivery requirements, government regulations,
environmental concerns, etc…
Establish the total scope of the project
Activity list and attributes
Define and refine the objectives
Develop the course of action required to attain those
objectives
Estimate resources and durations/determine budget
