- Korean government’s policy efforts which are aimed to enhance
the digital infrastructure of schools and apply it in real life and teaching
▶ However, new policy is needed to enhances the capacity of
learners in the 21st century
- by moving away from uniform to individualized education,
- from standardized to diversified knowledge,
- and from admission-oriented to creativity-based learning

“Having proven the potential through trial runs since 2007, the Korean
government will continue its development to distribute digital textbooks to
elementary schools from 2014 and ultimately to middle, and high schools by
2015.
The development standard and utility platform will be available to the private

of smart education industries.”

▶ Digital content type on laptop, called digital textbook
- As a full set of digital textbook it contain all resources and tools
- Problem of this model are file size and performance on thin clients
* Need downsizing to tablets and thin clients with digital publishing technology

▶ eBook type, called eTextbook
- Just deliver content itself
- Without interaction, quiz & test, learning application, and web resources
* Need innovation to extent functionalities related to learning technologies

▶ To be digital textbook as a convergence model …
- Textbook and resources must be lightweight
- To avoid locking on devices have to use open standards
- But how many standards are needed and how to mix ?
i.e, EPUB3, IMS Common Cartridge, IMS Learning Tools Interoperability,
IMS Question & Test Interoperability, etc

- As a base format of digital textbook to adopt eBook technologies
- For this method use EPUB3 standard including SVG, CSS3, HTML5 ...

- On the eBook format use learning technologies
- In particular IMS standards such as QTI for assessment and BLTI for
3rd party learning tools
