From the Desk of the Vice Chancellor (Offg)
Dear Members of the University fraternity, well-wishers and aspirants for admission to the academic
year 2013-2014.
The Central University of Haryana has been established vide Act No. 25 (2009) of Parliament.
Teaching, research and other academic programmes are being currently delivered from its temporary

start its academic activities from the permanent campus of the University spread over about 500 acres
of land at Jant-Pali villages, Mahendergarh.
The twin phenomena of globalization and technological transformation have brought about several
changes including costless sharing of knowledge, regional shift in economic power, rising income
inequalities, and increase in the number of seekers of quality education globally. These changes are
bound to create pressures on Universities in terms of demand for different kinds of skills and
knowledge pertaining to different disciplines. We all are aware about the well documented
significance of quality education in economic successes via formation of Human Capital. The Central
University of Haryana remains steadfast in its resolve to the promotion of learning, production of
knowledge, excellence and innovation.
May I invite all the stakeholders including the aspirants of joining the University for the session 2013-

OUR ACADEMIC PLANNING & PROGRAMMES – MAIN
FEATURES
A supportive campus climate, leadership and development opportunities and facilities to meet
the needs of students and staff.
Technology to advance educational purposes, including instructional technology, student
support services, and life-long learning education (virtual classroom, on- line lessons and
examinations, e- teaching and learning).
Commitment to share physical, human, information, and other resources in collaboration with
institutions of higher education in India and outside.
To focus on inter-disciplinary, multi-disciplinary approach to teaching, learning and
researching.
To review and revise curriculum and courses periodically by bringing in latest development
and getting feedback from faculty, students and other stakeholders including industry,
business, corporate sector and community.
To adopt more sensitive and reflective teaching pedagogy - participatory, interactive and
collaborative approach to learning instead of lecture method; group discussion, peer learning,
seminar courses, and applied approach to learning to guide academic agenda.
To follow semester system and choice credit system, and system of evaluation to reflect not
only subject contents learning but also the contribution made and experiences gained in the
class.
All programs are offered on the semester mode choice-based credit system (CBCS). Credit
System (CBCS) has several unique features:
Enhanced learning opportunities, ability to match students’ scholastic needs and aspirations,
students can choose subjects of study from other Schools, improvement in educational quality
and excellence, innovation and comparability of educational programmes across the country,
etc. All these curricular innovations of CBCS are aimed to achieve vertical integration of
knowledge and holistic development of the modern day students suitable for the competitive
globe. The CBCS eminently fits into the emerging socio-economic milieu, and could
effectively respond to the educational and occupational aspirations of the upcoming
generations. Aided by modern communication and information technology, CBCS has a high
probability to be operationalised efficiently and effectively – elevating students, institutions
and higher education system in the country to newer heights. ‘Credit’ defines the quantum of
contents/syllabus prescribed for a ‘course’ and determines the number of hours of instruction
required per week (including tutorials, term papers, assignments, practical work, classroom
teaching etc).
Curriculum and courses to meet challenges and opportunities thrown by internationalization
of higher education.

UNIVERSITY’S JOURNEY SO FAR – A BRIEF
Established under the Central University Act – 2009 (Act No. 25 of 2009) and starting its
Journey from its temporary Campus located in a tiny building at Government B.Ed College in
Narnaul on January 4, 2010, university has travelled a Journey which in the words of our
founder Vice-Chancellor, Prof., Mool Chand Sharma “though full of challenges has been a
very fascinating, exciting and rewarding experience.” The journey aimed at realizing the
vision: “To develop enlightened citizenship for a knowledge society for peace and

prosperity of individuals, nation and the larger world through promotion of innovation,
creative endeavors and scholarly inquiry” is being guided by a galaxy comprising eminent
educationists, policy-makers, scientists, academics, chairpersons and directors of institutions
of national importance (IITs, Medical institutions and others), Vice-Chancellors of
universities (present and former of international, central and state), senior government
functionaries many of whom constitute university’s various bodies like the Academic
Council, Executive Council, Finance Committee and others. Our founder Vice-Chancellor,
an eminent and internationally acknowledged scholar, teacher and visionary philosopher with
a sensitive heart has been the real fulcrum of the University.
In such a short period, the University has made phenomenal progress by any yardstick on
both fronts – developmental and academic. On development front, the University has already
started construction of first phase of its development of permanent Campus of State of Art at
the site allotted in Mahendergarh. Working tirelessly and in cooperation with MHRD, Govt.
of Haryana and the UGC, the University was handed over 483 acres of land most of which
belonged to Panchayats of Jant and Pali villages sometimes in the second quarter of 2010. In
spite of the legal complications (which hopefully would get resolved with the support of the
State Government), University is determined to shift to its permanent seat (Mahendergarh) by
start of ensuing academic year by which time the construction of 1st
phase is likely to be
complete. Temporary Campus at Narnaul, from where we are functioning presently despite
kinds of limitations including of space etc., has been made imaginatively functional. It hosts
Smart Class Rooms with modern audio visual facilities; lecture theatres; furnished separate
rooms for faculty members to interact with students on research and academic matters; multi
facet auditorium; well-equipped Computer Laboratory with computers of latest specification
with legal software and internet facility for students/scholars at laboratory as well as Library;
Electricity back up by way of DG Set; Computerized Library with compactors for storage of
books and journals; Separate Reading rooms for about Research Scholars and students of
Master programmes; E. library with 1GBPS connectivity from BSNL. It has subscribed to
various national and international journals and added number of volumes to Library to cater
to the needs of scholars. Sports facilities like, Volleyball, table tennis, cricket, carom, chess
etc. have also been created.
On academic front, even we sometimes wonder to see the pace, sweep and richness of the
progress made in such a short period. Out of thirteen Schools envisioned, six Schools are

already functioning catering to humanities; social sciences, language, linguistics, arts, culture
and heritage; Law & governance; Physics, Chemistry, Computer Sciences and Information
Technology. As the part of preparation for introducing courses in natural sciences, material
sciences, technology and professionals of knowledge, we plan to initiate after shifting to main
campus which is already in the pipe-line. The University strongly believes and practices
trans/multi-disciplinary approach in teaching, learning and research. It has adopted pedagogy
of kinds that not only builds a culture of reasoning, curiosity and anxiety but also promoting
creative, innovative and engaging attitudes amongst learners as well as faculty. The
University has adopted transferable credit system of assessment that entails critical evaluation
of expectations realised and reasons for those not realised and if so, reasons by those enrolled
in respective programmes. Currently university runs 5 Ph.D., 4 M. Phil., and 5 Masters
programmes. University has been fortunate to engage very talented and dynamic faculty who
loves performing every single task with passion and commitment. Journey so far has been
witness to host of projects, initiatives and activities undertaken fostering, promoting and
providing fertile ground for building knowledge, scholarship, experience, passions and
produce excellence. Hopefully, it would not be mistaken as self-drum beating to mention
below some of the major illustrative initiatives bringing out our efforts and approach:
National Seminar – ‘Republic of India@61’ (March 26-27, 2011), Colloquium – ‘India of
Today and Tomorrow: Economic, Political, Cultural and Literary Perspective’
(February 2-3, 2012) and a National Seminar ‘Inclusive Democracy: People, Power and
Progress’ (May 30-31, 2012). Both these Seminars and Colloquium had inbuilt multi-
disciplinary and strong research inputs as their distinct characteristics. The first one was
structured around 13 papers – all produced by university’s research scholars under the
guidance of at least one faculty member and each paper incorporating cross breeding of
minimum two disciplines of knowledge (e.g. English Literature and Politics of subaltern or
English Literature and Market economy or Politics of Federalism and Economic growth). A
compendium of these papers was brought out by the University on the occasion. The
Colloquium saw papers from scholars most of whom pursuing their Ph.D. programme or
engaged with other research projects participating in serious prognosis of issues ranging from
politics and economics of mid-day meal for school children, place of subaltern in literature
especially English, emerging relevance and regime of Corporate Social Responsibility to food
processing and its relationship to food security. Abstracts of papers presented at the
Colloquium show the richness of the canvass covered by the colloquium. The seminar
24. Information Bulletin 2013-14
24 | P a g e
Central University of Haryana
‘Inclusive Democracy: People, Power and Progress’ witnessed building intense dialogue,
debate and sometimes arriving at wonderful consensus on different nuances of ‘democracy’
and how to make it more ‘inclusive’ and ‘participatory’. Research papers submitted for the
seminar provided rich fodder to the Compendium brought on the arena of the University. In
addition, there have been series of seminars almost fortnightly involving regional, local and
in-house expertise. Presentation of class seminars is an integral part of pedagogy, University
adheres to.
3-Day Workshop “Addressing Discrimination against Women: Walk the Talk” (May 18-
20, 2011) - It is recognised all around that India has emerged as a ‘success story’. It has
made phenomenal progress in almost every sphere of her life. Equally, it cannot be denied
that on many fronts and issues, a lot more is still wanting and one amongst them is the
challenge posed by persisting discrimination and denial of dignity to women. The declining
sex ratio and mind-boggling loss of girl child pose serious questions about our faith in values
of justice and equality to all – foundational values of our Constitution. We as a University
and being located in district Mahendergarh – a district that enjoys the ill reputation of
having a disgusting sex-ratio, are conscious of our responsibilities towards fighting evils like
female foeticide, bride-burning and routine heaping of violence and indignity upon women.
The present series of workshops is a step in the direction of discharging our social
obligations. This inaugural series of workshops being held from May 18-20, 2011, is aimed
at sensitising and capacity building amongst women especially among college going girls, for
resisting and rooting out some of these evils and ill practices.
Fostering Reflective and Critical Thinking – has been central to University’s academic
agenda. Apart from curriculum and courses designed and pedagogy practiced many other
events are held on regular basis. Some of these include:
The Central University of Haryana organized annual One-Month Celebration of
Partnership in Creating and Sharing Knowledge from October 14, 2011 to November 14,
2011 and from 22nd
Oct. 2012 to 22nd
Nov. 2012. The Celebration comprised a number of
events dedicated to and designed aiming at creating, disseminating and leveraging knowledge
to be a part of national endeavour for India to secure a place of pride on the map of global
knowledge society. The purpose of celebration was to enhance research capabilities, building
new skills, building the culture of applying acquired knowledge and information for social

causes. Almost every member of the faculty performed one role or the other while a large
number of students also actively engaged in the events.
In the annual One-Month Celebration of Partnership in Creating and Sharing Knowledge
held during the session 2011-12, the first in the series of events in the Celebration was a
discussion on “Relevance of Gandhian Satyagraha in Present Context”. Followed by
reading of the book titled “The Argumentative Indian” written by the Nobel Laureate Prof.
Amartya Sen. A talk on “Sovereign Debt Crisis” in the context of Greece, Portugal, Spain
Italy, and Ireland was organised and afterwards initiated a very engaging discussion on boon
and bane of emerging policies on “FDI in Retail: Issues and Challenges” and single brand
retail ‘market’ in India. Fourth week of the Celebration included introduction of a book
“Post-Colonial Ecocriticism: Literature, Animals, Environment” authored by Graham
Huggan and Helen Tiffin and another event organised the same day in the Celebration was
“Multiculturalism: Contribution of Baba Nagarjuna” which brought to focus how
practices of ‘Social Exclusion’ remain common in all cultures in one way or the other. The
most engaging part of this week of Celebration was an event fully managed by students titled
‘‘Big Contest – Who is Supreme Parliament or People’ – the contest saw six research
scholars preparing for almost two months prior to debating, dialoguing, to agreeing,
disagreeing and agreeing to disagreeing about the health, future and remedies for reforming
institution forming Indian Democracy. One month long Celebration concluded on November
14, 2011 with a passionate appeal to knowledge-seekers and creators to evolve policies and
structures that check the rising phenomenon of “Missing Childhood”.
Similarly, the major attractions of Second annual One-Month Celebration of Partnership in
Creating and Sharing Knowledge held during 2012-13 include Round Table Discussion on
Economic, Political and Social Dynamics of World of Sports; India Positive: A Big Debate
(Fact vs. Fantasy); Economic and Fiscal Policy: Generation of Accelerated Growth v/s
Promotion of Higher Equity; National Commitment to Build Human Capital: Encouraging
approach of Engagement v/s Approach of Pervasive Neglect; Institutions of Democracy:
Thriving or Throttled; Book Reading Session on Palace of Illusions; Case Study on

“Ambitiousness is Mandatory for Success—A Big Debate-II”; Discussion on Electoral
Reforms in India; and Symposium on Free Speech. University is engaged in a new
experiment towards creating and sharing of knowledge in such a remote area. Accepting the
challenges that would be encountered in the process, the university launched certain new
initiatives in a phased manner. 2nd
One-Month Celebration of Partnership in Creating
and Sharing of Knowledge was a sequel of the innovative initiative launched last year for
Creation and Sharing of Knowledge. Following is the brief account of the major activities
held during the month long celebration:
It started with a panel discussion on the theme ‘Economic, Political and Social Dynamics
of the World of Sports’ on the very day of inaugural of the celebration. Second activity in
the celebration was a capsule of four-day ambitious event. During the first three days, the
faculty debated on different aspects of India Positive (Fact or Fantasy: A Big Debate)
while on the fourth day a students’ panel discussed the ways to India Positive.
Unfortunately, in today’s time, the habit of reading is disappearing. Feeling seriously
concerned about this, the university organised a Two-day book Exhibition and the Book
Reading club organised two book reading sessions on the books—The Palace of Illusions
and Digital India. Department of Management Studies focussed its attention on
entrepreneurial skills through the story of rise and fall of Kingfisher airlines in which students
and faculty got together to dissect the issue threadbare. The celebration also focussed on
issues of contemporary importance for promoting the causes of democracy, development and
diversity in the changing world of today and thus conducted a round table discussion, a panel
discussion and building a dialogue on issues: ‘Democratisation of Social Media’, ‘Free
Speech’, ‘Electoral Reforms’, and ‘E-Learning’. A beautiful treat was presented as a part
of celebration by the Departments of English and Hindi while talking about bi-lingual
approach to study of literature focusing specially on the literature of Saadat Hasan Manto.
The celebration saw a brainstorming session amongst the different stakeholders: school
principals, college principals and university fraternity talking about taking joint initiatives to
realize holistic approach to dissemination of knowledge. The first major step towards
building partnership in month-long celebration was initiated through the organisation of a big
debate on the theme ‘Ambitiousness is Mandatory for Success’ where all three tiers of
institutions viz. neighbourhood schools, colleges and the university jointly participated
leading to excitement of learning among the learning community.

A 2-day Colloquium “India of Today and Tomorrow: Economic, Political, Cultural and
Literary Perspective” in which experts and scholars from different disciplines and different
parts of the country participated was hosted by the Central University of Haryana. The
Colloquium was divided into three sessions in which 16 papers dealing with complex issues
varying from such as: ‘Indo-Pak relations’ to ‘Culture studies in a globalised world’ to
‘India’s east-look policy’ to ‘Food processing and agricultural development’ to ‘Study of
implementation of Swaran Jayanti Gram Swarozgar Yojana (SGSY) in Narnaul’ were
discussed and reflected upon.
Building Dialogue: Social, Economic, Political and Cultural Dynamics of Paan Singh
Tomar – an event which saw a panel of six faculty members drawn from different disciplines
giving their best, followed by dissection and analysis by the researchers and students.
A Consultative Workshop “Towards Designing a Road Map- Implementation of RTE
Act, 2009” was held on June 21, 2012. Some of the illustrative Issues were taken up for
discussion in the Workshop to Design a Road Map for the Implementation of Right to
Education Act, 2009. Though it was an exhaustive discussion towards making a beginning,
the group felt concerned that sections of RTE Act should be understood in proper context and
a broad based dialogue should be conducted at the national level percolating down to even
the most backward, marginal and underprivileged groups and therefore the policy framework
needs to be considerate of multilingualism, plurality and essentially diverse context of our
country.
University’s initiative “Journey for Change… from Narnaul to Delhi” (Jan. 28- Feb. 7, 2013)
was one of the most ambitious enterprises University has initiated so far. The Journey was
based upon the two events i.e. a one-act play Gyan Purnima ki Aur and a Colloquium on
“Value Education: Imperative for Change”, organized at different places including DAV
School, Narnaul, Holy Child Public School, Rewari, Government College Ateli, Jahara
stadium Jhajjar, GGS IP University, New Delhi and Youth Pavillion, World Book Fair,
Pargati Maidan, New Delhi. The event was aimed at building partnership among the
institutions to serve the cause of education while understanding the complexities at different
levels—primary, secondary and tertiary. The event was equally important from the
perspective of bringing awakening among the students, faculty, educational leaders and other
stakeholders regarding the importance of value education in the present context. The play
“Gyan Purnima ki Aur…” , performed by the students of the University and Colloquia

organized by the University Faculty at different institutions were warmly received by the host
institutions who readily offered their partnership to join hands with University’s outreach
programme “Journey for Change…”. The journey concluded at Pargati Maidan with the
release of a book Right to Education Act 2009: An Imperative for Progress edited by the
founder Vice Chancellor of the University, Prof. Mool Chand Sharma.
Various other recent initiatives of the University include the organization of an Orientation
Programme “Coming Together…”; celebration of Constitution Day; Teachers’ Day;
Mother’s Day; Interface with the Bollywood actor Mr. Anil George; Hindi Divas; Human
Rights’ Day; Quiz Competitions and many more.
Book Reading Club – is a major initiative launched to promote not only wide exposure to
reading but to promote a culture of reading interwoven with reflectivity and criticality.
Reading of books like: Yajnaseni, Argumentative Indian, The Story of English in India,
Postcolonial Ecocriticism, Language and Politics in India, Digital India, The Palace of
Illusions and Beautiful Country along with the Orientation Workshop on Book Reading
with Surajmukhi Andhere Ke as the illustrative text, amply demonstrate the significance the
club has acquired in the life of campus as there is long queue of those waiting to present their
readings of different works for reflection by others.
Group for the Promotion of Art, Culture and Heritage: Organising various kits of story-
telling sessions and real experience narration sessions have greatly encouraged the art of
critical and reflective thinking. Play ‘Justice under the Seize’, enacted, directed and
scripted by the faculty, students and scholars and presented to a gathering of more than 200
comprising Judges, lawyers, social activists, women’s rights organisations and common
citizens reinforced the pain, causes and remedies for making justice administration sensitive
and essential. The play “Gyan Purnima ki Aur” enacted by the CUH students under the
banner of the Group for the Promotion of Art, Culture and Heritage created ripples and
educated the large number of people during the University’s Journey for Change…
programme launched in Jan.-Feb., 2013 under the dynamic guidance of University’s founder
Vice Chancellor Prof. Mool Chand Sharma.
Skill Development and Capacity Building Programme

form on Communicative English and Dialogue Building has been designed by the faculty
under the aegis of Skill Development and Capacity Building Cell. The programme is
based on interactive sessions spread over two months and having frequency of three sessions
per week. The sessions are interactive and responses were generated by involving the
students in extempore exercises.
Placement Cell
Looking into present industrial requirement, a Placement Cell has been established in the
University. 60% of the students enrolled for the batch 2010-12 have already been selected for
placement in corporate sector, 30% are applying for higher studies or competitive
examination while 10% are planning to start their own business. Similarly, Placement Cell
achieved significant milestones by facilitating the students to get appropriate placement in
year 2012-13 also.
Women Empowerment Cell
Women Empowerment Cell of the University was established in the campus on February 18,
2012. The cell was inaugurated in the benign hands of Mr. Justice S. K. Mittal, Executive
Chairperson, HALSA, accompanied by Mr. Justice N.K. Sanghi, Judge Punjab & Haryana
High Court and Prof. Mool Chand Sharma, Founder Vice-Chancellor. The idea of the cell is
the brainchild of the Founder Vice-Chancellor Prof. Mool Chand Sharma with the
objectives to provide empathetic counseling environment for psychological empowerment of
women students and local women and to combine knowledge and practice by facilitating
discussion on the latest issues from a rich variety of perspectives – by creative deconstruction
of women's experiences. The Cell is helping various underprivileged sections of the society.
Cell has helped the women and parents by providing Counselling regarding marital problems,
schemes regarding welfare of girl child, admission under Right to Education Act, 2009, about
health care schemes of pregnant women etc. To sensitise the society towards women issues
through effective methodology, Cell enthusiastically associated with Group for Promotion of
Art, Culture and Heritage in the “Journey for Change” (Jan. 28- Feb. 7, 2013). Plays related
to women discrimination were enacted at different Schools, Colleges and Universities to
sensitise students and teachers. On March 6, 2013 Women Empowerment Cell celebrated
International Women’s Day. On this day “Session on Deconstruction of Posters on the
theme of Women” was organised. Eight students from different Departments deconstructed

their handmade posters. Prof. D. C. Vashist moderated the session. Also, Women
Empowerment Cell of the University organized Mother’s Day to celebrate the essence of
‘motherhood’.
Legal Aid Clinic and Mediation Centre
Committing itself to the cause of society and to provide free legal aid to the needy, the
University has taken the initiative to launch Legal Aid Clinic as it feels that access to Justice
is the fundamental right of every citizen in order to realize the Constitutional goals of
Economic, Political and Social Justice, but due to the expensive, time consuming and
technocratic legal procedure the law generally remains inaccessible to the disadvantaged
sections. Under the visionary leadership of Hon’ble founder Vice-Chancellor Prof. Mool
Chand Sharma, CUH Legal Aid Clinic and Mediation & Counseling Cell were inaugurated in
the hands of Chief Guest Mr. Justice S.K. Mittal, Hon’ble Judge, High Court of Punjab and
Haryana cum Executive Chairman, Haryana State Legal Services Authority (HALSA). Mr.
Justice N.K. Sanghi, Hon’ble Judge, High Court of Punjab and Haryana, was the Guest of
Honour in the Inauguration ceremony held on 18th
February, 2012. On this occasion District
& Sessions Judge, Mahendergarh and Member Secretary, HALSA also accompanied the
Guests. The well-defined objectives of CUH Legal Aid Clinic are:
Devising various teaching modules and kinds of curriculum which can be used by
schools, colleges and other institutions for becoming carrier of legal awareness.
Promoting legal research by conducting survey to collect data regarding socio- legal
problems.
Assisting vulnerable segment of the society like senior citizens, children, women,
workmen etc. for realizing their rights.
Assisting needy people in various kind of legal drafting.
Encouraging the concept of Alternative Dispute Resolution including mediation and
conciliation for amicable settlement of disputes.
Building partnership & cooperation with various legal services authorities and
institutions including NALSA, HALSA, National & State judicial Academies.
CUH Legal Aid Clinic with Department of Law of Central University of Haryana organized a
Panel Discussion on the eve of ‘Constitution Day Celebration’ on the theme of ‘Relevance of
Indian Constitution in the Changing Times’ on Nov. 26, 2012.

Clinic for legal empowerment.
Discussion Group
Knowledge generation and its sharing and dissemination is key to the development and
growth of any society. Even though knowledge generation may take place elsewhere as well,
but the institutions of higher education have a special role and are in fact under obligation to
work in this direction.
Discussion Group provides a platform to the students and faculty to discuss and deliberate
contemporary issues, challenges and themes. Since it’s a university level platform, the
Discussion Group provides an opportunity of interacting upon some issues of contemporary
significance across the disciplines i.e., it provides an opportunity to discuss the theme in a
multi-disciplinary perspective which help emerge a holistic view about the issue.
Moreover, it also generates a strong research base while the academia is addressing the
emerging issue in question because deconstruction of a theme contributes to research. Also,
the frame and format adopted by the discussant in the process helps generate awareness about
methodological issues among the knowledge seekers.
Besides the larger objective of generating and sharing knowledge, facilitate research in a
multi-disciplinary cult, the process of mulling upon the theme also helps to sharpen:
- Communication skills
- Oratory skills
- Analytical skills
- Judgmental skills
- Research Skills
We are conscious that many more and better initiatives are being executed elsewhere, above
are only our modest endeavours and we have also miles to go and miles to go.
