1. Army Modular Force Lexicon v5
• Modular Force. A force development design that restructures the way the Army fights. It refocuses
the Army from a division-oriented force to a “brigade based” Army that is more responsive to Regional
Combatant Commanders’ needs, better employs joint capabilities, facilitates force packaging and rapid
deployment, and fights self-contained units. Each self-contained unit is a brigade sized building block
of combat power-–a module. Maneuver unit modules are microcosms of a division in that they
replicate the warfighting capabilities of a division, but on a lesser scale. Modules are not associated
with any specific higher headquarters, and because of their structure, they can be plugged in to any
higher Army headquarters, both physically and electronically. The central elements of the Modular
Force are Units of Action and Units of Employment.
• Unit of Action. A brigade-size organization. There are Brigade Combat Teams and Support
Brigades.
Brigade Combat Team (BCT). A combined arms Unit of Action consisting of maneuver
battalions, a reconnaissance battalion, an artillery battalion, a brigade support battalion and
brigade troops units. There are three types:
Heavy BCT. The Army’s objective is 20 Active Component HBCTs by FY07
Infantry BCT. The Army objective is 23 Active Component IBCTs by FY07
Stryker BCT. The objective is 5 Active Component SBCTs by FY07.
Support Brigades. A Unit of Action that provides combat support and combat service support.
There are five types. Each of the “types” has an organic headquarters with variable attached or
assigned task organized subordinate units, except for the Aviation Brigade which is a standard
organization.

• UE—Unit of Employment. A headquarters organization for multiple Units of Action. There are two levels
of UEs:
UEx. A 1000-person war fighting headquarters that provides battle command of up to six BCTs or
joint/coalition equivalents plus Support Brigades. At least one of each type Support Brigade will be
attached to a UEx when it deploys. The UEx consists of command and control assets formerly
associated with division and corps headquarters.
UEy. The Joint Forces Land Component Command headquarters in a theater of operations. It is
capable of exercising administrative control of all subordinate UEx and theater support commands. It
consists of assets formerly associated with corps and army headquarters.
• BSB—Brigade Support Battalion. Provides combat service support to a Brigade Combat Team.
• BSTB—Brigade Special Troops Battalion. Headquarters support troops for a BCTor support Brigade.
• FSC—Forward Support Company. Provides combat service support to a combat arms battalion in
a Brigade Combat Team.
• HHC—Headquarters and Headquarters Company. Command, staff and support troops for organizations
other than artillery or reconnaissance.
• HHB—Headquarters and Headquarters Battery. Command, staff and support troops for artillery
organizations.
• HHT—Headquarters and Headquarters Troop. Command, staff and support troops for
reconnaissance/cavalry organizations.
• STB—Special Troops Battalion. Support troops for the UEx

Each Aviation Unit of Action provides Multi-function Brigade to support to 4-5 BCT’s. Focuses Avn capability at the UEx (Division). It incorporates the lessons from OEF/OIF (Lift and Attack Deficient) resourcing the warfighter. It enables modularity and tailorability for the force as well as better joint interoperability. UEx (Div) is able to task organize by mission Aircraft Support Troop/Company (AST/C) are organic to each Squadron/Battalion and organized into three Aviation Support Platoons to support multi-function Battalion operations It also shows addition of a UAV company at the Aviation Brigade level. We envision this as a separate company within the brigade as the Class IVa system is fielded (approximately 2012) and could potentially be incorporated into the Recon/Attack squadron as technology matures NG AVIATION EXPEDITIONARY REGIMENT – (We asked ARNG Aviation what to call these) The National Guard must have capabilities to support the warfight as well as new and as yet undefined Homeland Security missions. Second, we have SECDEF guidance that Required us to structure AC and RC forces to reduce the need for involuntary mobilization during the first 15 (CSA says 30 days) of a rapid response operation. Structure forces in order to limit involuntary mobilization to not more than one year every six years. Third, remember how we resource the RC – to Platoon level. We took all of this and designed the Avaition Expeditionary Regiment. We wanted to give it as much capability as our current and projected aircraft could provide. The first thing you will notice is that the basic structure is common to the AC divisions and the RC strategic divisions. Really the only difference is the platform resourcing applied to these organizations and that is more a function of what we have available. The AER will retain AH-64’s -- 24 authorized, 16 On-Hand. We added a Recon Battalion and will shift TDA OH-58’s now doing RAID missions into the RC TOE Brigade and we look to equip them with a more capable general support aircraft like a Light Utility Helicopter that permits them to accomplish a variety of State and homeland security missions The Assault Battalion is a standard configuration The General Support battalion is standard except for CH-47 resourcing in a 1x8– We just do not have enough CH-47s to improve AC cargo deficiences in responsiveness, SOF transformation, feed RECAP lines, etc. This organization also needs to resource the maneuver UA’s with a Brigade Aviation Element Standard modules are combined in essentially 3 variations of one design – Light with 2X30 OH58D, Heavy with 2X24 AH64 and Medium with 1 AH battalion and 1 OH battalion – due to 58D platform constraints the ARNG is resourced slightly differently giving them added flexibility in supporting HLD. Lessons Learned from SOF are there significant use of habitual LNO’s integrated into the supported unit. We recommend inserting a Brigade Aviation Element in each BCT…. BAE Personnel requirements: (Similar to a Fire Support Element) Equipped with necessary ABCS connectivity to integrate the air-ground battle and conduct airspace management tasks
1 Senior logistics commander in the UEx. Joint capability extends to visibility and management of the flow of logistics into the UEx using Distribution Management Center (DMC merges MMC and MCB functions) with BCS3 (Logistics Common Operational Picture). BCS3 is an automated system merging ILAP, JDLM and GTN functions. Provides support to other services for common logistics. Examples include: rations; fuel; common ammo [small arms]; common Cl IX [HUMMV]; medical supplies; etc. Scaleable to support from 1 to 10 UAs. 2 - All supplies are pushed to the Bde level Passback or Augmentation based on METT-TC. Sustainment Level Maint includes DSESTS (spts M1A2), Tire Repair, Battery Charging and F&E. 3 -SUA Spt Bns can be organized with any combination of subordinates from the force pool. [eg: could have a pure distribution battalion.] Medical force designed to meet all early entry medical needs. Additional augmentation is METT-TC. Personnel and Finance Battalions are modular and scalable; based on 31k projected population. PLS =Palletized Load System EEH =Early Entry Hospital CSC =Cbt Stress Co PM =Preventive Medicine AMSD=Area Spt Med Detachment TELE =Telemedicine PER =Personnel PST= Postal FIN =Finance 4 - Designed as a multi-functional headquarters: Battle Command Headquarters with functional DMC to manage stocks and flow of logistics in the UEx Subordinate assets drawn from force pool (no fixed subordinate structure) Host Nation Support (HNS) initiated within Plans section of DMC, coordinated wit h appropriate DMC management section, and executed with the assistance of the S5 and the Contracting section as appropriate. UMT = Unit Ministry Team CSSAMO =Combat Svc Spt Automation Mgmt Office (performs STAMIS Hardware maint and connectivity) LOGCAP= Logistics Civil Augmentation Program .
This chart depicts the brigades that will make up the tactical forces of the modular Army. The maneuver brigade combat teams are standing combined arms formations, each with combined arms task forces, organic artillery, reconnaissance squadron, logistics, signal, and headquarters. We are still working on the naming convention between brigade, brigade combat team, and unit of action. BG Wass de Czege will discuss the maneuver units of action in greater detail later. The supporting brigades necessary for a campaign quality force for sustained land operations are shown at the bottom. These include multifunctional brigade headquarters, logistics, and other specialized units.
