ABOUT BERNARD KAWIMBE
Bernard Kawimbe has an unparalleled background in social advocacy in Zambia, with a focus on HIV/AIDS, gender,
Family planning/Reproductive Health, Human Rights and Child Protection related issues, and has managed several
donor-funded health advocacy interventions. He also has significant experience in community development, project
planning, design and management, budget monitoring, human resources management, and capacity building.
Currently Mr. Kawimbe is a leading team member (Community Mobilization Team Leader) of a DFID funded
programme that works with the Zambian government to strengthen the uptake of family planning services. Mr Kawimbe
earned a Master’s Degree in Development Studies at the University of the Free State in South Africa, a Bachelor’s
Degree at the University of Zambia and a Professional Diploma in Project Management from Cambridge University.

Abt Associates is a mission-driven, global leader in research and program implementation in the fields of health, social
and environmental policy and international development. Scaling up Family Planning (SUFP) Program in Zambia is
a four years DFID funded program that aims at strengthening family planning services in 26 of Zambia’s lowest-
performing districts and improve access to FP services.

ZPCT II works with the Government of the Republic of Zambia to strengthen Zambia’s national health system in the
delivery of comprehensive HIV and AIDS services. ZPCT II is managed by FHI360
Basic Functions:
Under the supervision of the Provincial Program Manager (PPM), and as a member of the Provincial Program
management team, participate in planning, designing, implementing, reviewing and reporting on Provincial ZPCT II
HIV/AIDS activities and other identified activities under the recipient agreements.
Key duties and responsibilities:
Participate actively in program planning, designing, reviewing, monitoring and reporting on ZPCT II activities.
Interact with local partners (government and non-government) and ZPCT Central Office staff to develop and
process recipient agreements, budgets, MOUs, amendments, and other subproject documents.
Work closely with Provincial M&E Officer to implement the ZPCT M&E Plan at the provincial level
Coordinate the implementation of the provincial quality assurance and quality improvement plan by technical units
Coordinate infrastructure support to health facilities in the province and work with partners to solicit bids, ensure
transparent selection procedures and draft contracts.
Work closely with the Provincial Program Manager in development and coordination of draft key documents, such
as provincial monthly reports, work plans and budgets for review, approval and submission to the Lusaka Office.
Work closely with the Provincial Community Mobilization and Referral Officer with planning, implementation,
support and monitoring of community and HIV/AIDS referral activities.
Remain informed on current programs and research in the HIV /AIDS prevention and care fields, and projects and
partners within the province and provide HIV/AIDS programmatic assistance to local ZPCTII partners
Coordinate all provincial gender related activities and ensure gender is integrated in program activities
