Final Evaluation of the EU-China Civil Aviation Project (EUCCAP). This €10.1 million, 4-year
Institutional Capacity Building project addressed the key critical bottlenecks within the rapidly
expanding civil aviation sector of China through the delivery of a variety of training activities:
workshops, lectures, study tours and even Master’s Degree Programs at the Civil Aviation
University of China. The Project focused on such issues as ATM and Airport Regulation,
Capacity & Performance in ATM, Airworthiness, Maintenance & Operations,
Accident/Incident Investigation, Flight Instructor Training, as well as Development of General
Aviation. The evaluation was carried out in accordance with the Project Cycle Management
(PCM) Guidelines and the Evaluation Methodology of the European Commission (EC). Main

Mid-term review of EU-funded Aviation sector support programme in Zambia, a European
Commission Framework Assignment under the 10th EDF. This evaluation was carried out in
accordance with the Project Cycle Management Guidelines and the Evaluation Methodology
of the European Commission. It analysed the relevance of the project objectives, the quality
of the project design, the effectiveness of the overall project and the impact the project was
