good quality of life, a modern, effective,
participatory and transparent management
system. this pave the way towards an equity-based
development, in an organized territory.
Our economy is competitive, where private
investment and groundbreaking initiatives are
fostered in line with biodiversity conservation,
and using natural resources sustainably, as
well as respecting traditional livelihoods and
indigenous peoples.”
6. Approaches of the Concerted
Development Plan of Madre de Dios
Fundamental rights and people’s dignity
Equity in opportunities and access to basic services
Management by results and social stability
Regional competitiveness and employment

• Territorial and intercultural approach, which facilitates
the formal access to use natural resources
• Institutionalism at regional level to ensure the
enforcement of a legal framework in terms of
environmental issues and right to a safe environment
• Citizenship participation and intersectoral and
interinstitutional coordination, with aims to
consolidate and apply the regional environmental
policy.
• Regional environmental management with an
ecosystem and sustainable development approach
that contributes to reach a proper quality of life
• The implementation of alternative development
activities pave the way to Madre de Dios to become a
region with emissions by deforestation and
degradation close to zero for 2021.
8. REDD + as means to Green
Development in Madre de Dios
Willingness from the Regional Government of Madre
de Dios towards a green economy based on the
sustainable use of natural resources. Included in its
Concerted Development Plan.
We are a priority area chosen by the national
government and the international cooperation.
The Interregional Amazon Council (CIAM) committed
to work for a green economy for the Amazon.
MSAR largely contributes towards readiness, MRV,
governance and capacity building.

11. How does the REDD+ process has helped to improve
stakeholder’s coordination in Madre de Dios?
Dialogue between
different public and
private organizations
interested in fostering
environmental services
and REDD+ issues in
Madre de Dios. Based on
free participation, good
faith and commitment.
Create synergies between
governmental bodies and
organizations of civil

17. Lessons learned in this process?
Any process that involves joint initiatives should
be built from a consensus and social pact to
ensure shared responsibilities and commitments.
Commitments provide balance and sustainability
of project activities.
Participation is a constant process (before, during
and after REDD+ development) which needs to
be constructed taking into consideration the IP
views, respecting their times and that has to be
communicated in a proper manner.
It is essential to strengthen capacity and to create
a critical mass of professionals and technicians at
the subnational level, who live and work locally.
This can offset the high turnover of decision
makers and keep the learned knowledge in the
region.
18. Lessons learned in this process?
Dissemination of the information of technical
studies in a simple way is key to achieve the
validation and appropriation of the Civil Society.
It is crucial to carry out a plan of dissemination of
the information, especially on how to translate
technical jargon in simpler messages and facts.
Having clear rules and defined competencies for
environmental matters and natural resources
within the Regional Government encourages and
ensures institutionality and good governance.
Feedback between the different levels and scales
of action is essential for a nested approach to
REDD+. Otherwise, there is a risk of having
isolated processes.

20. MDD needs support to move forward:
• Improve its legality and institutionality (through):
– Implementation of institutional arrangements
– Develop the governance and guarantee the resources needed
for different plans & strategies to operate (ARA, PDC,
decentralization process, reform of the State).
– Strengthen local governances
• Establish conditions and incentives to reduce deforestation in
MDD:
– REDD+, PES (financial mechanisms)
– Implement technological packages and best practices for
farming activities (main deforestation driver)
• Financial mechanisms to make green development sustainable in
the medium and long terms
