3. CARE Executive Director Message
Continuing a solid performance in 2021, the Recycling Rate for Q3 was 28% and collections were up
again in Q3.
Indications suggest that barring some major Q4 downturn, CARE will hit its Recycling Rate target for the
first time. Sales are forecast to drop in Q4 as always due to seasonality. Troubling, however, is that
recycler costs have escalated dramatically in the following areas: transportation, labor (along with
availability), utilities and lease rates. These factors continue to exert pressure on the recycling
community and CARE.
Sales in Q3 were nominally on budget at 17.8M square yards. Note that quarter over quarter sales
continue a relentless decline. While sales have generally improved over 2020, we are still well below
2019 and estimate the full year will reflect a 16% drop. Unlike last quarter, residential sales have slowed
somewhat, and the commercial sector is starting to climb back to pre pandemic levels.
Overall, 73% of expenses were paid out in the form of subsides. Expenses exceeded assessments
by $2M resulting a fund balance of $14.2M on a drop of -11.8%.
