The OECD Observatory of Public Sector Innovation (OPSI) is implementing the
goals of the Horizon 2020 (H2020) Work programme “Europe in a Changing
World: inclusive, innovative and reflective societies.” This involves fostering
theoretical and practical learning on innovative approaches, enhancing the
sharing of ideas and co-creation of innovative solutions, and building the
innovative capacity of public servants.

Innovation Toolkit | H2020 Project Update
The OECD, as part of a Horizon 2020 agreement with the European Commission,
is seeking to develop an innovation toolkit that gives advice about which tools
can or should be used at different stages of the innovation process.
We want to hear from public servants about existing tools and toolkits that they
use. We’re also keen to identify areas where existing toolkits or resources fall
short, and what you think they should do.

Innovation Skills | H2020 Project Update
The OPSI team is undertaking research into the skills, capabilities, behaviours and
motivations specific to innovators in the public sector. This work will enable
discussions with senior officials, human resources experts, and other corporate
service providers about how we can better recruit, support, manage and develop
innovators in government, and help existing public servants acquire new
innovation skills.

Systems Thinking | H2020 Project Update
We are working on developing a two-track systems thinking approach to solving
public service challenges. This involves combining systems thinking with design
tools and analysing systems approaches from the public sector perspective. We
will apply these insights to an everyday condition or a crisis event with a clear
mandate to reconfigure public service delivery.
Currently we are looking for cases from around the world where systems
approaches have been used to develop public services.

Global Innovation Review | Call for Innovations Deadline Extended
The deadline for the OECD’s Call for Innovations has been extended to August 28,
2016. We encourage government innovators to submit innovative practices.
Selected examples will be profiled as case studies in an OECD World Government
Summit report and their teams will be sponsored to attend the event in Dubai.

Building a Global Collection Together | Innovation Database
At the OPSI we gather the best examples of innovative practices from around the
world, showcase them in context of OECD priorities, and provide tools for

OECD E-Leaders 2016 | Estonia | September 22 – 23
OECD E-Leaders is an annual event bringing together the highest ranking digital
government officials from all OECD member countries to discuss current digital
technologies issues and trends in governments.
The OPSI Team will hold a session on data-driven innovation exploring ways data
is helping governments innovate in service delivery and policy design and
implementation. It will also examine data management and use integration into
the decision making processes to help governments become learning
organisations that are poised to continuously innovate.
OECD review of Chilean PS | Innovation Capabilities and Readiness
We are currently conducting a review with the Laboratorio de Gobierno in Chile
to assess the readiness and capabilities of the Chilean public sector to innovate.
The review has already benefited from nearly 100 interviews with Chilean civil
servants and workshops with public sector innovators, managers and leaders.
The Review will be launched in early November of this year.

Public Sector Innovation Events 2016 | Learning Together
Australian PS Innovation Month: Disrupt, Develop, Display – is the latest in the
annual series of events and activities for the Australian Public Service and its
partners to showcase and explore innovation.

Policy Lab Connections | Brussels | October 17 – 18
Policy labs have an important role to play in the modernisation of public
administrations and the ways policies are shaped and delivered. With user-
centred, experimental and holistic approaches they can be instrumental in
ensuring that public policies and services can meet citizens’ needs and
expectations. Organised by the European Commission's Joint Research Centre,
Policy Lab Connections will take place at the heart of the European Institutions
and will provide a unique opportunity for labs to reach European audiences.
