• Sector specific rules evolved over the past 20 years from supply-side and
competition policies towards more demand-side measures: transparency,
switching and ultimately, quality of experience and end-user empowerment
• Demand-side measures aim to remedy market failures resulting from
information asymmetry, behavioural biases and barriers to switching that
prevent end-users from making optimal choices
• The scope of end-user protection rules has gradually expanded from voice
telephony to internet access, and most recently to bundled service offers
and light-touch regulation of comparable OTT services

  • 21. • End-user protection in electronic communications is defined by a set of overlapping horizontal and sector specific rules • Sector specific rules evolved over the past 20 years from supply-side and competition policies towards more demand-side measures: transparency, switching and ultimately, quality of experience and end-user empowerment • Demand-side measures aim to remedy market failures resulting from information asymmetry, behavioural biases and barriers to switching that prevent end-users from making optimal choices • The scope of end-user protection rules has gradually expanded from voice telephony to internet access, and most recently to bundled service offers and light-touch regulation of comparable OTT services Key messages
