Model School Zone

  1. The Asia Injury Prevention (AIP) Foundation’s mission is to provide life-saving traffic safety knowledge and skills to the developing world with the goal of preventing road traffic crash fatalities and injuries. As implementer for Safe Kids Vietnam, AIP Foundation dedicates its efforts to addressing pedestrian safety, specifically among Vietnamese children.
  2. Model School Zone project was developed by Safe Kids Worldwide in support of the Decade of Action for Road Safety 2011-2020 which aims to address pedestrian safety on 10 countries. In Vietnam, Model School Zone was piloted in Trang Bom District, Dong Nai Province to improve pedestrian safety for children by modifying the environment and sharing results of the initiative.
  3. Based on consultations with the Govt, Dong Nai province was selected for interventions. Dong Nai Province ranks third in road fatalities out of Vietnam’s 63 provinces.

  5. Based on black spots areas, Trang Bom districts was identified for interventions. We conducted walkability checks and school zones assessments at 5 potential schools in need for interventions. And Nguyen Thi Minh Khai primary school was identified as a target candidate for the Model School Zone.
  6. The school was attended by 615 students who faced dangerous walking conditions on a daily basis as they travel to school. The students came from poor families with parents who work in manual labor. A high percentage of students walked to school regularly, however the environmental structure in place did not provide sufficient safety for students to cross the road or walk safely along the sidewalk. One of the major challenges the students faced on their commutes to school was an uncovered drainage channel that ran along the sidewalk near the school, forcing them to walk along the road in heavy traffic.
  7. With a participatory approach, we engaged all stakeholders in the community from the beginning of the project to ensure that the group has a common goals and that the MSZ will be sustained beyond the project period. Specific project objectives are defined together.
  8. The Working Committee also organizes a plan to collect baseline data including what data will be collected, how and by who. The baseline assessment included: Pedestrian behavior: count of crosswalk and sidewalk use Driver behavior: stopping at crosswalk and slowing down speed. Knowledge tests among parents and students to assess their sense of safety.
  9. According to baseline assessment report, Nguyen Thi Minh Khai Primary School students (and adjacent secondary school) are highly vulnerable to the road safety around their school. A high percentage of students walk to and from school very regularly, 30.4 percent and 42.1 percent respectively. However, the environmental infrastructure neither provides sufficient safety for the students to cross the road nor to walk safely on the sidewalk along the road. This reflects in 16.1 percent of students, who have already been hit by vehicle while walking around the school. Moreover, in the fact that a high percentage of students don’t feel safe walking around the school and a high percentage of parents don’t feel comfortable to let their children walk. Using the information collected, major risks for pedestrians were identified. The Committee determined the critical pedestrian safety issues that needed to be addressed.
  10. Activities were implemented from Sep to Nov 2012.
  11.   EDUCATION AND KNOWLEDGE To tackle these concerns, a number of interventions were installed, including:   650 pedestrian safety educational books distributed to all students and teachers at Nguyen Thi Minh Khai School in Trang Bom District, Dong Nai Province 5 teaching toolkits distributed to Nguyen Thi Minh Khai School 615 reflective jackets provided to all students Traffic safety murals painted on Nguyen Thi Minh Khai school walls to help students remember what they learned in the classroom Pedestrian training for teachers and students. Information session for 300 parents on Sep 23, 2012 at Nguyen Thi Minh Khai Primary School provided tips to parents on how to teach their children to stay safe when walking and when riding bicycles, as well as sitting on the back of a motorbike
  12. Infrastructure modifications: Coverage of 248 meters of drainage tunnel. Reconstruction of 384 square meters of pavement
  13. Installation of traffic calming measures: 1 set of warning traffic lights 4 school zone signs 4 speed limit signs 4 speed bumps 3 zebra crossings.
  14. ENFORCEMENT Reinforced patrol by traffic police: installation of speed limits and increased enforcement.
  15. ENFORCEMENT Crossing supervision by local public security officers at drop-off and pick-up times at school
  16. Model School Zone post assessment was conducted on December 28th, 2012. The results exhibited an improvement in student’s behaviors before and after the project interventions . Behavior observations indicated the percentage of students using the crosswalk has increased by 40 percent and those using the sidewalk by 75 percent since implementation.

Parents reported that their comfort level to let their child walk to school doubled In addition, the observation also showed reflective jacket use increased by 61 percent of students These results were influenced by the increase in students’ knowledge and the change in parents’ safety perception for school zone.
  18. From 2012 to 2013, Trang Bom traffic police reported a district-wide decrease in crash cases of 84 percent and in road deaths of 67 percent. Non-fatal injuries were reduced to zero.
  19. Even we see a significant change in students’ behaviour with Model School Zone. However there are some rooms for improvement. In Vietnam, the infrastructure is not consistent and comprehensive Even though traffic police enhanced their patrol and local public security officers provided assistance to students crossing the street at drop-off and pick-up times, they could not maintain these activities due to a lack of human resources. The government partners were very supportive, but they do not have enough budget to replicate this model in other places. thus it’s required a big investment for implementation and maintenances as well
