  3. 3. 3  During the Second Phase of the quinquennial Agriculture Census, collects data on irrigation. • Statistical Unit (Operational holding) • All land which is used wholly or partly for agricultural production and is operated as one technical unit by one person alone or with others without regard to the title, legal form, size or location. • A technical unit is a unit of land which is under the same management and has the same means of production such as labour force, machinery and animals. • Reference year • The last Agriculture Census was conducted with reference year as 2010-11 (July-June) and that for the current Agriculture Census is 2015-16 (July-June). • National Census and Data on Irrigation

Geographical, Statistical Coverage & Methodology Geographical coverage • The Agriculture Census covers the whole country. • Urban areas are generally excluded from the purview of Agriculture Census, if there is no agriculture activities are going on. Statistical coverage • Sample of 20% of villages and complete enumeration of households in selected villages. Methodology • During, Phase-II, holding schedule is canvassed in selected 20 per cent villages in each tehsil for collecting detailed data on irrigation, land use, tenancy particulars, cropping pattern etc. The estimates of agricultural characteristics of operational holdings are prepared at Tehsil/District/State/National levels. 4

Other data sources : Irrigation • The Directorate of Economics & Statistics, Ministry of Agriculture & Farmers Welfare collect data (area & crops irrigated) on major sources of irrigation (Canal, Wells, Other sources), in all States / UTs, yearly. • The Ministry of Water Resources conducts Minor Irrigation Census at five yearly intervals to collect data on minor irrigation projects. This Census covers the whole country (except a few UTs) and based on complete enumeration of the units (minor irrigation projects) • Minor Irrigation Schemes:Schemes with culturable command area (CCA) < 2000 Ha • REFERENCE YEAR of MI Census: FIRST- 1986-87, SECOND -1993-94, THIRD- 2000- 01, FOURTH -2006-07, FIFTH -2013-14 8

Minor Irrigation Census • ITEMS COVERED IN M I CENSUS LOCATION, OWNERSHIP, YEAR OF COMMISSIONING, LIFTING DEVICE, WATER DISTRIBUTION DEVICE, SOURCE OF FINANCE, SUBSIDY FOPR CONSTRUCTION, CURRENT STATUS OF USE COMMAND AREA, IRRIGATION POTENTIAL CREATED (IPC), IRRIGATION POTENTIAL UTILISED (IPU). • The primary work of collection of data is carried out by the field enumerators ( mainly patwaris ) • The work of supervision is entrusted to higher supervisor level officers of the field agency • Overall quality of field work is monitored by Block/District level/ State level officers of State Govts. 10
