jurisdictions, local government units shall ensure and support, among other things,
the preservation and enrichment of culture, promote health and safety, enhance the
right of the people to a balanced ecology, encourage and support the development of
appropriate and self-reliant scientific and technological capabilities, improve public morals,
enhance economic prosperity and social justice, promote full employment among their
residents, maintain peace and order, and preserve the comfort and convenience of their
inhabitants."

including but not limited to provincial capitol buildings, city hall, municipal hall, monuments,
fountains, parks and plazas, school, state colleges and universities, fortifications, lighthouses,
bridges, public hospitals, train stations, museums, public libraries, stadiums, prisons and
government offices, shall be undertaken only upon prior approval of government cultural
agencies and proper consultation with stakeholders and cultural groups to be administered
by the NCCA. This includes the protection of the sight line with regard to built heritage,
cultural properties and cultural landscapes.
