Six Lt Colonels and a Major of Indian Army were
among 23 people named by CBI in an investi-
gation into corruption involving recruitment to
the force on Monday following searches in 30
places in 13 cities. The accused include 17 army
personnel in all and six others with “allegations
pertaining to bribery and irregularities in recruit-
ment of officers and other ranks through Service
Selection Board”, the CBI said. It said case was
registered based on complaint from office of ADG,
Discipline & Vigilance, Adjutant General’s Branch,
Integrated HQ of MoD (Army). Locations searched
include those in Delhi, Lucknow, Jaipur, Guwahati,
Kapurthala, Bathinda, Kaithal, Palwal, Bareilly,
Gorakhpur, Vishakhapatnam, Jorhat & Chirangon.

the Cabinet approved
the proposal for notifi-
cation for the formation
of 17 new municipali-
ties in 12 districts of the
state. The formation of
these municipalities
was announced in the
state budget 2020-21.
In perhaps one of the
most important deci-
sions in recent times,
the Gehlot Cabinet
breathed life in the ‘de-
funct’ 17 municipalities
whose formation had
been challenged in the
High Court on ground
of due process for noti-
fication not being fol-

Union home minister Amit Shah on Monday said that a technical snag which
was detected in his helicopter wasn’t a ‘conspiracy.’ Shah’s remark was
in direct reference to WB CM Mamata Banerjee’s allegations of a ‘conspiracy’
against her in the wake of an alleged attack in Nandigram on March 10. “I’m a
little late today because of some glitch in my helicopter but I won’t call it a con-
spiracy,” Shah was quoted as saying by news agency ANI at a rally in Ranibandh
in Bankura district. The rally was to be Shah’s second of the day in WB; the first
one, in Jhargram, was held virtually after the BJP leader’s helicopter developed a
technical glitch. “Mamata ji has a leg injury, it’s now known how she got it. TMC
calls it a conspiracy but EC says it was an accident,” he further said.

points on Monday, tracking losses in index heavy-
weights Reliance Industries, HDFC twins and ICICI
Bank amid weak macroeconomic cues. After gyrating
1,035.71 points during the day, the 30-share BSE index
ended 397 points or 0.78 per cent lower at 50,395.08.
The broader NSE Nifty finished 101.45 points or 0.67
per cent down at 14,929.50. Bajaj Finserv was the top
loser in the Sensex pack, shedding around 3 per cent,
followed by Bajaj Auto, Bajaj Finance, L&T.
Kolkata: The West Bengal government on Monday
appointed IPS officer Gyanwant Singh as the new
director security in place of Vivek Sahay who was
removed by the Election Commission of India (ECI)
over the incident in Nandigram in which CM Mamata
Banerjee was injured, an official said. Chief Sec-
retary Alapan Bandyopadhyay held a meeting with
Director General of Police P Nirajnayan and decided
to appoint Singh, who was the additional director

Terming the matter

Dhariwal informed
the house that Bohra
was initially suspended
but now the process to
terminate him has been
started under the Ra-
jasthan civil services
rules 1958.
He said that the police
force was established to
protect people but some-
times policemen get in-
volved in crime and be-
friend criminals. Dhari-
wal also referred to the
incidentof anexplosive-
laden vehicle being
found outside the house
of Mukesh Ambani in
Mumbai, to which the
opposition members ob-
jected and said that he
should talk about Ra-
jasthan.

that sometimes victims
turn hostile which gives
benefit to the accused.
During the zero hour,
Deputy Leader of Oppo-
sition Rajendra Rathore
raised the matter
through an adjourn-
ment motion and said it
was a shameful inci-
dent. Rathore said the
officer was facing a CBI
inquiry in a case and de-
spite that, he was given
posting in the special
investigation unit for
crimes against women.
The BJP leader said
such officers should be
terminatedfromservice
and CCTV cameras in
policestationsshouldbe
installed, adding that
the government should
take exemplary steps in

ter. He said that tainted
officers should be re-
moved from field post-

money from the woman,
who had lodged three
complaints, including
one of rape. Later, he be-
gan demanding sexual
favours from her after
she expressed her ina-
bility to give him money

MLA Madan Dilawar
raised the issue of dam-
age to crops due to un-
seasonal rains through
adjournment during
the Zero Hour in the
Legislative Assembly.
While Dilawar kept
speaking the names of
rural areas, Speaker CP
Joshi said that Ram-
ganjmandi assembly is
enough in itself. How-
ever, when Dilawar
kept on speaking, the
speaker asked him to
sit. Miffed with this,
Dilawar entered in a
verbal brawl with the
speaker.
Dilawar claimed that
since he is a MLA from
the scheduled castes, so
he was not being al-
lowed to speak. The
speaker got angry on
this and said, “You can-
not make such accusa-
tions on the chair. This
is not going to be toler-
ated. You are such a sen-
ior MLA and what is the
message you are trying
to convey like this.”
Joshi then told Leader
of Opposition Gulab-
chand Kataria that such
accusations will not be
tolerated at all.
Meanwhile, the
speaker did not let Dila-
war speak and made
him sit down. However,
Dilawar kept speaking
repeatedly during the
adjournment motions
while the speaker kept
warning him time and
again.

grown in Rajasthan, the

tre for purchase of mil-
let. The minister could
not answer correctly
and tried to cut corners
to which Kataria object-
ed. Chandna too fum-
bled in answering ques-
tions raised to him.

litical crisis echoed in

cussion on animals.
While the legislators
engaged in banter, they
also passed comments
at each other. Deputy
Leader of Opposition
Rajendra Rathore
pointed to political cri-
sis and said, “CM talks
about horse trading, tell
us, which ‘horses’ were
there, whose number
remained low even after
the horse-trading.”
Independent MLA
Sanyam Lodha ques-
tioned Rathore as to
why they (BJP) failed in
horse buying. Rathore
replied, “Horses could
not be tied up in stables
for a long time.” On the
intervention of MLA
Mahendrajeet Singh
Malviya, Rathore said,
“the question is, what
role did the CM play in
horse trading? How
many horses were pur-
chased, that is the ques-
tion. The cabinet would
expand, then explode
and the horses would go
to their stables. While
the donkeys were being
counted, you were in
five star hotel.”

Jaipur: The state has
earned a revenue of
over Rs 7,200 crore from
mineral oil in last two
years, Mines Minister
Pramod Jain Bhaya told
the Assembly on Mon-
day
. Bhaya said state re-
ceived a revenue of Rs
7203.32 crore from min-
eral oil in the last two
years and in financial
year 2020-21, it earned a
revenue of Rs 1653.85
crore till Feb.
He was replying to a
supplementary ques-
tion asked by some
MLAs during Question
Hour. He said under the
Mines and Minerals
(DevelopmentandRegu-
lation) Act, 1957, reve-
nue earned from petro-
leum and gas has been
included in the central
list of revenue earned
from minerals.
Earlier, in a written
reply to MLA Rafiq
Khan, Bhaya said state
govt receives income
from major and minor
minerals in the form of
mineral revenue.
Among major minerals,
Rs3,221.98 crore was
earned in 2018-19 and
Rs2,595.53 crore in 2019-
20. A sum of Rs1953.41
crore was earned from
minor minerals in 2018-
19 and Rs1,837.69 crore

that the Congress was
trying to mislead the
farmers. Rathore said
out of 200 MLAs, 141
legislators have men-
tioned in the assembly
diary that they are en-
grossed in agriculture
business. “Rajasthan’s
farmers have done ex-
ceptionally well even in
Corona pandemic as the
area under agriculture
has been increased by
five percent. However,
sadly the economic in-
dicator indicates aver-
age tilling to be around
2.73 hectares as a result
of which our farmers
are in marginal catego-
ry,” he said. Hinting at
Congress, Rathore said
that farmers were di-
vided on the basis of
caste and now they are
being mislead on the
farm laws.
Rathore even took a
jibe at health minister
Dr Raghu Sharma and
said, “I know that mem-
ber from Kekri has pa-
rental land on which he
is getting six thousand
rupees in his account.”
On this, Sharma
quipped, “It is being ut
on record, at least get
me those six thousand
rupees.”
Meanwhile, Rathore
also laid allegation that
the state government
was minting money of
electricity purchase as
well.

ing headlines a few days
back over his support
for the farmer’s move-
ment, Meghalaya Gov-
ernor Satyapal Malik,
reached Didwana in Na-
gaur district on a two-
day visit. He participat-
ed in various pro-
grammes. Governor
Malik, who arrived
about 5 hours late from
the scheduled time, was
welcomed by Nagaur
District Collector Dr Ji-
tendra Soni and SP
Shweta Dhankar at the
post office of Didwana.
While speaking to
media, Malik was once
again seen standing
with farmers and open-
ly said that he is a farm-
er first and then a gov-
ernor. He lobbied for
MSP demand of farm-
ers, saying if it is ac-
cepted, half the issue
will be resolved. He said
he is trying at his level
that government should
come closer to the farm-
ers’ demand.

Woman raped by ex-husband’s
brother; three detained in Kota
Kota: A woman was
allegedly raped by the
brother of a man she
had married and lat-
er left in Baran dis-
trict, police said on
Monday.
The woman was re-
turning home with a
man she was now liv-
ing with along with
the child and her mi-
nor sister when her
former brother-in-
law and four others
waylaid them near
Chajawar village
Saturday night, they
said.
The culprits took
the family to a nearby
field. They attacked
the man and tied his
hands and legs with a
rope. The main ac-
cused then raped the
woman in front of her
current husband, DSP
Yogendra Singh said.
The former broth-
er-in-law and two of
his accomplices were
detained on Sunday,
he said.
According to police,
the accused fled from

mari has written a let-
ter to the Health Minis-
ter Dr Raghu Sharma
demanding strict action
against the fire incident
in the SNCU of the ma-
ternal and child wing
of the Government Am-
rit Kaur Hospital in
Beawar.
MP wrote in the letter
that the hospital admin-
istration was made
aware of the voltage
and earthing problems
in the hospital many
times but to no avail.
Due to this, the X-ray
machine and other
equipment is in a sad
state. The hospital ad-
ministration has taken
no action in this regard,
which has resulted in a
serious accident.
The MP said that the
entire maternal and
child wing does not
have an emergency
evacuation system in
the SNCU, fire fighting
equipment is not cor-
rect and it should also
be regularly checked.
Hospital admin should
be instructed immedi-
ately to fix all the fire
fighting arrangements.
Diya thanked the medi-
cal and nursing staff

Jaipur: Rajasthan on

adding 3,17,858 people

garpur, 13 in Ajmer, 12 in
Rajsamand, 11 each in
Jhalawar and Banswara.
So far, 519 have died in
Jaipur, 308 in Jodhpur,
222 in Ajmer, 169 in Kota.

The STEM fields – sci-
ence, technology, engi-
neering and mathematics
– are particularly well
known for their misogy-
nistic cultures.
But I believe, based on
my personal experience,
the experiences of my fel-
low female economists and
hard data, that there’s a
strong case to be made that
economics is the worst aca-
demic field in which to be
a woman.
And the consequences
of this aren’t felt only by
the women who work in
the field and must endure
sexist policies and hostile
behavior. Government
policies would likely look
very different were more
women involved in draft-
ing them.
THE NUMBERS
DON’T LIE
Most people realize that
women are underrepre-
sented in STEM fields.
But even though women
are actually less well rep-
resented in economics,
there seems to be little
awareness of how bad
things are in that field –
and how slowly they’re
changing.
The field of economics is
dominated by men, in
terms of both faculty and
students, with dispropor-
tionately few women and
members of historically
underrepresented racial
and ethnic minority
groups, relative to the over-
all population and to other
academic disciplines.
By rank, women repre-
sent fewer than 15% of full
professors in economics
departments and 31% of
faculty at the assistant lev-
el. Altogether, just 22% of
tenured and tenure-track
faculty in economics are
women, according to a sur-
vey the American Econom-
ic Association conducted
last year.
By many measures, the
gender gap in economics is
the largest of any academ-
ic discipline. For example,
women received about 30%
of doctorate and bachelor
degrees in economics in
2014 – the same as in 1995
– compared with 45% to
60% of degrees in busi-
ness, humanities and the
STEM fields. That’s the lat-
est year for which compa-
rable figures are available.
A LACK OF ROLE
MODELS AND SEXISM
It may seem strange that
the field of economics
would have such a gaping
gender gap when one of
the most powerful econo-
mists in the world, Janet
Yellen, is a woman. She’s
currently the U.S. treasury
secretary and was chair of
the Federal Reserve from
2014 to 2018.
Women are notoriously
underrepresented at the
top of the economics field.
Just eight of the 140 Fed
presidents appointed since
1914 have been women, as
are barely a fifth of cur-
rent members of the Na-
tional Bureau of Economic
Research – one of the most
influential economic poli-
cy think tanks in the U.S.

sity in economics isn’t just
about political correctness.
Diversity leads to better
results and policies by al-
tering group dynamics and
decision-making.
Decades of research by
organizational scientists,
psychologists, sociologists,
economists and demogra-
phers show that being
around people who are dif-
ferent from ourselves – and
not just by gender, but by
race, class, ethnicity and
sexual orientation – makes
people more creative, dili-
gent and hard-working.

TWO TEMPLES AND
A BUNCH OF CASES

he Gyanvapi mosque at Kashi and
a 17th century mosque which
stands adjacent to the Krishna
Janmabhoomi in Mathura have
been an eyesore for the Rashtriya
Swayamsewak Sangh (RSS), the Vishwa Hin-
du Parishad (VHP) and the Bajrang Dal who
together ran a movement which brought
down the Babri Masjid in Ayodhya. Bharati-
ya Janata Party leader Subramaniam Swa-
my said to Muslims in 2016, “Give us three
temples, keep 39,997 mosques. The objective
a Ram temple in Ayodhya having been
achieved, the focus has shifted to Kashi and
Mathura with petitions being filed in Vara-
nasi and Mathura courts. A suit was filed in
a Varanasi court seeking worshipping rights
in the temple of Lord Adi Visheshwar and
Goddess Maa Shringar Gauri located in the
Gyanvapi mosque which is adjacent to the
Kashi Vishwanath temple. The case has been
filed even as the Allahabad High Court is set
to hear a plea against its maintainability.
Parallelly, additional district and sessions
judge Dev Kant Shukla admitted a plea for
the removal of the mosque near the birth-
place of Lord Krishna. According to the
judge the plea was maintainable, therefore,
admissible. Besides this, there are three
more suits pending before courts in Mathu-
ra. The lawyer in one of these suits is HS
Jain, who is also representing plaintiffs in
the Gyanvapi case in Varanasi.
These are well thought of moves by the
Hindus. Take the matter to court and then
resort to other means to settle the dispute in
case the litigation drags on for decades as
happened in the case of Ram Janmbhoomi.
The concerted attempt being made to set the
record straight, points to a tense and commu-
nally charged future.
These are, however, side shows. A bigger
and more significant development has been
the Supreme Court agreeing to relook at the
Places of Worship (Special Provisions) Act
of 1991. The law prevents conversion of re-
ligious places and maintains their character
as it existed on August 15, 1947. In his peti-
tion BJP leader Ashwini Kumar Upadhyay
stated that the Act takes away rights of Hin-
dus, Jains, Buddhists and Sikhs to reclaim
their places of worship through courts. If
done away with, it will open a Pandora’s Box
in the name of undoing the acts of medieval
invaders.
Not only these three temples, a suit has also
been filed before the Civil Judge Senior Divi-
sion at Saket District Court claiming that
Qutub Complex, where the famous Qutub
Minar is located, originally housed 27 Jain
and Hindu temples which were destroyed by
Qutb-ud-din Aibak in the 12th century. The
case has been filed on behalf of Lord Vishnu
and Lord Rishabh Dev. The plaintiff has de-
manded worshipping rights.
This sudden upsurge in cases by Hindus
for worshipping rights over Gyanvapi, Ma-
thura and Qutub Complex will keep the na-
tion on tenterhooks.

T
ou have just finished your
meal; you tell yourself that this
evening you are going to clean
and organize your desk or you
have a project to complete that
is pending for weeks or even
months. But before you get
started, you tell yourself, why
not relax for a moment? So, you
turn on the TV – ‘just for a few
minutes.’ Before you know it,
the evening is gone. The task
you planned to do will have to
wait again.
Do we see ourselves in the
above description? Putting it
off, postponing or procrastinat-
ing is the most common ten-
dency among many. There is
hardly anyone who has not at
one time or another said to one-
self, “I know I should be doing
it, but…”
Procrastination makes it-
self manifest in our lives in
many different guises and it
is easy for the habit to be-
come ingrained in us. We
can tell ourselves, “I’ll do
better next time,” and that is
the beginning of a losing
battle. There may not always
be a “next time.”
The lazier a person is, the
more he says he is going to do
it tomorrow. The saying, “To-
morrow is often the busiest day
of the year,” reflects the ten-
dency to delay
.
Procrastination means to
put off intentionally and ha-
bitually the doing of something
that should be done.
Have we not all, at one time
or another, made personal reso-
lutions to do something? How-
ever, it is one thing to make a
personal resolve and quite an-
other to carry it out. This is
because matters do come up
unexpectedly, some of which
demand our immediate atten-
tion. Unless we promptly carry
it out, we will be continually
postponing it. This usually
leads to our forgetting about
our good intentions or giving
up the whole idea.
As stress and pressure
mount, many find relief by
pushing the task into the back-
ground and relishing the newly
found ‘free time’, until the pres-
sure builds up again as one gets
closer to the deadline. This se-
riously affects our creative
ability and hampers our pro-
ductivity at work.
Procrastinators put them-
selves under so much pressure
by delaying action that they
suffer more stress related ill-
ness than others, like head-
aches, back-pains, colds, sleep-
ing problems and allergies.
Many put off doing work on
time because they feel they
have the motivation to do some-
thing only at the last minute, or
they do not have the desire to
do anything due to lack of self
discipline.
Different people procras-
tinate at different stages.
Some before starting be-
cause they view the project
as too big. Others begin, but
half way through, their en-
thusiasm wanes, and they
put off finishing it. Still oth-
ers get close to completing it
but start another project,
leaving the first one unfin-
ished.
Generally, procrastinators
are not time conscious and do
not know how to manage time
so they are not able to do things
on time. Thus, large corpora-
tions often attempt to teach
their employees time manage-
ment techniques. But when it
comes to putting the “learn-
ings” to good use, most tend to
procrastinate as usual.
The feeling of inadequacy
or incompetence makes most
people postpone doing work.
Putting things off acts as a
buffer for their shaky sense of
self worth. Their fear of criti-
cism prevents them from even
starting.
Doing work at the last min-
ute may be a person’s way of
excusing his shoddy work be-
cause one can then say, “if only
I had more time!”
Since procrastination is a
form of avoidance, to overcome
it, one must be able to evaluate
the reason, importance and the
true worth of the task at hand.
So, the next time we wonder
why certain things we intended
to do get put off so often, we
can stop and ask ourselves –
Are these things really impor-
tant? Do they serve a useful
purpose? And if so, what is pre-
venting me from doing them?
The remedy is to get start-
ed even if we do not complete
the work now. To create in-
centive, we can make a to-do
list. We can slice down big
tasks into several small size
ones. Doing uninteresting
tasks first helps us to look
forward to more enjoyable
activities. Planning for inter-
ruptions as we work, allows
us to take care of it without
getting upset. Besides, tak-
ing short breaks to pause,
stretch and reflect, helps in
better concentration.
In view of the transient na-
ture of life, by taking a serious
look at our priorities and our
habits, we will do now what we
resolve in our heart and not put
things off.

preme Court Court on
Monday sought a de-
tailed response from
the Centre and certain
iron exporting compa-
nies after hearing a pe-
tition filed by lawyer
Manohar Lal Sharma,
seeking directions to
the Central Bureau of
Investigation (CBI) to
register an FIR and
probe the alleged duty
evasion by 61 compa-
nies in allegedly ‘smug-
gling’ iron ore to China
since 2015.
“We seek a response
from the Centre,” a
three-judge bench of
the Apex Court, headed
by CJI Sharad Arvind
Bobde and also com-
prising Justices A S Bo-
panna and V Ramasu-
bramanian, said. The
Apex Court also sought
a reply from certain
iron exporting compa-
nies.
During the course of
the hearing today, So-
licitor General (SG)
Tushar Mehta, appear-
ing for the Centre,
sought and pleaded for
more time as he wanted
to file a reply in the
case. The petitioner,
Sharma, submitted to
the Apex Court that an
application has been
filed.
“It is an urgent mat-
ter. A date be given, my
lords in this matter,”
Sharma pleaded to the
Apex Court, to which,

New Delhi: Delhi’s Pa-

Monday directed the
prosecution to supply

all accused in the Jawa-
harlal Nehru Universi-
ty (JNU) sedition case
in which the Commu-
nist Party of India
(Marxist) leader Kan-
haiya Kumar is an ac-
cused among others.
Chief Metropolitan
Magistrate (CMM)
Dr Pankaj Sharma also
granted bail to seven ac-
cused on a personal bail
bond of Rs 25,000 in the
matter, who were never
arrested by Delhi Police
in the case. The Court
also noted that Kanhai-
ya Kumar, Umar Khalid
and one other had al-
ready got bail in the
case earlier. The Court
slated the matter for
April 7 for scrutiny of
documents.
However, Advocate
Sushil Bajaj represent-
ed Kanhaiya Kumar
sought exemption from

engagement, but the
Court said it can’t con-

New Delhi: The Su-
preme Court on Mon-
day sought response
from the Centre and the
Election Commission
on a PIL seeking direc-
tion to give voters the
right to reject a candi-
date in an election, if
maximum votes are
polled in favour of
NOTA.
The plea argued that
the contesting candi-
dates should be consid-
ered as rejected and not
be allowed to fight fresh
elections.
“Right to reject and
elect new candidate will
give power to the people
to express their discon-
tent,” said the plea.
A bench headed by
Chief Justice S.A. Bob-
de posed a query, if an
influential political
party manages to get
many candidates reject-
ed, then in that back-
drop of so many vac-
cancies, it will be diffi-
cult for the Parliament
to function.

New Delhi: The Su-

Barmer: Five people,
including four mem-
bers of a family were
killed when the car in
which they were travel-
ling, was hit by a truck
in Durgapura of Kaly-
anpura area on the bor-
der of Jodhpur-Barmer
on Monday morning.
Police said that acci-
dent happened when
Banarsi Lal Garg resi-
dent of Sriganganagar,
with his four other
members of his family,
was going to Balotra to
meet his daughter.
The car in which
their travelling, was hit
by a truck near Dur-
gapura. People in the
car got trapped inside.
Four people died on the
spot. Two of the injured
were rushed to Nahata
state Hospital in Ba-
lotra. Later, another
died in the hospital.
The dead included
Banarsi Lal Garg (54),
his wife Babita, 50,
grandson Bhavya (3)
granddaughter Siya (2)
and driver Bunty
. While
30-year-old daughter-in-
law Pooja of Garg in-
jured in the accident.

pressed grief over the
incident and condoled

Monday asked officials
to develop an industrial
area on the unusable
land of 1000-MW gas
based power project in
Bundi’s Keshoraipatan.
In a review meeting
of the energy depart-
ment, he directed the
officials to prepare a
plan for the develop-
ment of the industrial
area. Arya said that the
energy department had
taken 94 hectares of
land for a gas based
power project at Kesho-
raipatan in Bundi dis-
trict that project was
closed in 2018 with the
decision of the then co-
ordination committee.

said that the land,
which is connected by
rail and road, is suita-
ble for industrial devel-

gaur district.
In the accident, his
guard and driver also

curred near the Mega
Highway at Moulasar
police station in Ku-
chaman. Here a school
bus was plying in front
of IG’s car.
Suddenly the school
bus took the turn,
which the IG’s car
tried to save and over-

son Rahul (12) and his

(52) died.

area. The duo was rid-

Hanumangarh: In a
shocking loot incident,
two masked miscre-
ants took away cash
and gold in just 4 min-
utes at gunpoint at the
Manappuram Gold
Loan branch at Town
Bus Stand on Monday.
At 1.47 pm the mis-
creants entered the
branch and left at 1.51
pm after the robbery.
The amount of the rob-
bery has not been re-
vealed yet.
According to the po-
lice, two masked mis-
creants reached the
branch in the after-
noon and rang the bell.
A worker came from
inside and unlocked
the channel gate and
took them inside. Both
of them pointed pis-
tols towards the em-
ployees and threat-
ened to kill them.
They got the locker
opened by one of the
staff and filled the bag
with the cash and gold
and ran away.
The miscreants also
took the mobiles of

them. According to the
bank’s staff, the Man-

branch has a staff of

Court Monday said it
may consider ordering
undergrounding of low
tension electricity ca-
bles in Rajasthan and
Gujarat and installa-
tion of bird diverters at
certain places to save it.
A bench headed by
Chief Justice also ques-
tioned the Union Power
Ministry for its stand
that undergrounding of
high tension electricity
cables was not feasible
and it can only be done
with respect to low ten-
sion cables.
So far as the high
power lines are con-
cerned their under-
grounding was not fea-
sible, but the low volt-
age cables can be laid

ing that that high volt-
age lines cannot be

filed on it.
So far as the low ten-
sion lines are con-
cerned, they can be
made underground and
at places where high
tension lines are there,
bird diverter devices
may be used, the bench
observed and fixed the
matter for further hear-
ing next week.
The bench made clear
that its observations
are subject to further
hearing.
The bird diverters
are flaps installed on
power lines and they
work as reflectors for
bird species like GIB
which can spot them
fromadistanceof about
50 meters and change
their path of flight to
avoid collision with
power lines.
In principle, we see
the importance of mak-
ing the (electricity)
lines underground, but
we cannot order under-
grounding of all the ca-
bles, the bench said
while taking note of the
views of the Centre.
“We would like know
the routes taken by
birds for navigation
and lines passing
through those areas can
be ordered to be made
underground,” it said.
Divan said the birds
are on the verge of ex-
tinction and they can be
saved by ensuring the
undergrounding of
electricity cables and
use of bird diverters.
This the obligation of
the State and the pre-
sent generation that
these birds should not
go extinct. And the elec-
tric lines must be put
underground, he said.
Earlier, the apex
court had sought to
know the views of
Venugopal on laying of
underground cables
and source of its fund-
ing for protecting the
endangered birds-- the
GIB and Lesser Flori-

In the session which
was called on August
14 last year by the Ge-
hlot government for a
floor test after the re-
bellion of former Dep-
uty CM Sachin Pilot
and 18 other Congress
MLAs, Kalicharan
had asked, “Is it true
that phone tapping
cases have come up in
the last days? If yes,
under which law and
by whose orders?”
In its reply given re-
cently, the Home De-
partment has stated
that telephones are
intercepted in the in-
terest of the public
safety and public or-
der, and to prevent the
occurrence of a crime
which might risk pub-
lic safety or public or-
der.
“The telephones
are intercepted under
the provision of sec-
tion 5(2) of the Indian
Telegraph Act, 1885,
and section 419 (A) of
the Indian Telegraph
(amendment) Rules,
2007, and section 69 of
the Information Tech-
nologyAct,2000–after
approval by a compe-
tent officer,” accord-
ing to the reply
.
The department
further states that the
telephone intercep-
tion has been done by
the Rajasthan police
under the above provi-
sions and after obtain-
ing permission from
the competent officer.
“Interception cases
are reviewed by the
Chief Secretary
. All
the cases up to the
month of November
2020 have been re-
viewed.”
Neither the MLA
Saraf asked details
about any particular
person whose phone
was tapped nor did the
government specify
that whose telephones
were intercepted.

However, the state’s top
cop - DGP ML Lather - is
apparently not too elat-
ed with the ACB’s activi-
ties since the ACB has
painted a sorry picture
of the state’s khaki.
Highly placed sources
reveal that on Monday,
the DGP spoke with the
‘relevant officers’ of the
Jaipur Commissioner-
ate in this regard and
registered his objection.
A fair and firm DGP has
always maintained that
the officials should fol-
lowed the utmost moral
ethics while going about
their policing, however,
he is of the opinion that
strictactionshouldhave
been taken against the
Bohra barring his ‘pa-
rading’ before the pa-
parazzi by the ACB.
Bohra was arrested
on Sunday after which
he was suspended on

The formation of these municipalities was announced in the state budget 2020-21. Dhariwal informed the house that Bohra was initially suspended but now the process to terminate him has been started under the Ra- jasthan civil services rules 1958. He said that the police force was established to protect people but some- times policemen get in- volved in crime and be- friend criminals. Dhari- wal also referred to the incidentof anexplosive- laden vehicle being found outside the house of Mukesh Ambani in Mumbai, to which the opposition members ob- jected and said that he should talk about Ra- jasthan. Theministeralsosaid that sometimes victims turn hostile which gives benefit to the accused. During the zero hour, Deputy Leader of Oppo- sition Rajendra Rathore raised the matter through an adjourn- ment motion and said it was a shameful inci- dent. Rathore said the officer was facing a CBI inquiry in a case and de- spite that, he was given posting in the special investigation unit for crimes against women. The BJP leader said such officers should be terminatedfromservice and CCTV cameras in policestationsshouldbe installed, adding that the government should take exemplary steps in the case. Ramganjmandi MLA Madan Dilawar raised the issue of dam- age to crops due to un- seasonal rains through adjournment during the Zero Hour in the Legislative Assembly. How many horses were pur- chased, that is the ques- tion. The cabinet would expand, then explode and the horses would go to their stables. Jaipur: The state has earned a revenue of over Rs 7,200 crore from mineral oil in last two years, Mines Minister Pramod Jain Bhaya told the Assembly on Mon- day . Bhaya said state re- ceived a revenue of Rs 7203.32 crore from min- eral oil in the last two years and in financial year 2020-21, it earned a revenue of Rs 1653.85 crore till Feb. He was replying to a supplementary ques- tion asked by some MLAs during Question Hour. He said under the Mines and Minerals (DevelopmentandRegu- lation) Act, 1957, reve- nue earned from petro- leum and gas has been included in the central list of revenue earned from minerals. Earlier, in a written reply to MLA Rafiq Khan, Bhaya said state govt receives income from major and minor minerals in the form of mineral revenue. Among major minerals, Rs3,221.98 crore was earned in 2018-19 and Rs2,595.53 crore in 2019- 20. A sum of Rs1953.41 crore was earned from minor minerals in 2018- 19 and Rs1,837.69 crore in 2019-20. —PTI Cong & BJP MLAs indulge in banter over horse trading Raj nets in over `7.2 k cr revenue from mineral oil: Bhaya First India Bureau Jaipur: Deputy Leader of Opposition Rajendra Rathore took on the gov- ernment in the state as- sembly on the union farm laws and stressed that the Congress was trying to mislead the farmers. Rathore said out of 200 MLAs, 141 legislators have men- tioned in the assembly diary that they are en- grossed in agriculture business. “Rajasthan’s farmers have done ex- ceptionally well even in Corona pandemic as the area under agriculture has been increased by five percent. However, sadly the economic in- dicator indicates aver- age tilling to be around 2.73 hectares as a result of which our farmers are in marginal catego- ry,” he said. Hinting at Congress, Rathore said that farmers were di- vided on the basis of caste and now they are being mislead on the farm laws. Rathore even took a jibe at health minister Dr Raghu Sharma and said, “I know that mem- ber from Kekri has pa- rental land on which he is getting six thousand rupees in his account.” On this, Sharma quipped, “It is being ut on record, at least get me those six thousand rupees.” Meanwhile, Rathore also laid allegation that the state government was minting money of electricity purchase as well. Cong misleading farmers on Agriculture Laws: Rathore CM not able to handle home dept: Devnani Jaipur: BJP MLA Vasudev Devnani on Monday said that the party will meet the Governor requesting him to intervene in law and order situation of the state if inci- dents of sexual harassment of women did not stop. Devnani said that if CM is not able to handle the home portfolio, then he should make some- one else the home minister. “Today, the sav- iour has become eater. The way an RPS officer’s case came to light in Jaipur is embar- rassing,” he said. Rajendra Singh Rathore Jaipur: Assembly on Monday passed demand for grants of over Rs 37.56 billion for agriculture and Rs 18.29 billion for animal husbandry depart- ment by voice vote. Agriculture minister Lal Chand Kataria said the agriculture sector is the priority of the state government and a new initiative of ‘Agriculture Budget’ from next year will fulfill the dreams of farmers. He said efforts are being made to set up a lab in Jaipur to check the infection of bird flu in the state. A detailed project report will be sent to the Centre. Kataria said organic farming is being done on 1 lakh 500 hectare area by more than 1.30 lakh farmers. He said that to save camels, a new scheme of Rs 23 crore has been chalked out for their protection. The STEM fields – sci- ence, technology, engi- neering and mathematics – are particularly well known for their misogy- nistic cultures. But I believe, based on my personal experience, the experiences of my fel- low female economists and hard data, that there’s a strong case to be made that economics is the worst aca- demic field in which to be a woman. And the consequences of this aren’t felt only by the women who work in the field and must endure sexist policies and hostile behavior. Government policies would likely look very different were more women involved in draft- ing them. THE NUMBERS DON’T LIE Most people realize that women are underrepre- sented in STEM fields. But even though women are actually less well rep- resented in economics, there seems to be little awareness of how bad things are in that field – and how slowly they’re changing. The field of economics is dominated by men, in terms of both faculty and students, with dispropor- tionately few women and members of historically underrepresented racial and ethnic minority groups, relative to the over- all population and to other academic disciplines. By rank, women repre- sent fewer than 15% of full professors in economics departments and 31% of faculty at the assistant lev- el. Altogether, just 22% of tenured and tenure-track faculty in economics are women, according to a sur- vey the American Econom- ic Association conducted last year. By many measures, the gender gap in economics is the largest of any academ- ic discipline. For example, women received about 30% of doctorate and bachelor degrees in economics in 2014 – the same as in 1995 – compared with 45% to 60% of degrees in busi- ness, humanities and the STEM fields. That’s the lat- est year for which compa- rable figures are available. A LACK OF ROLE MODELS AND SEXISM It may seem strange that the field of economics would have such a gaping gender gap when one of the most powerful econo- mists in the world, Janet Yellen, is a woman. She’s currently the U.S. treasury secretary and was chair of the Federal Reserve from 2014 to 2018. Women are notoriously underrepresented at the top of the economics field. Just eight of the 140 Fed presidents appointed since 1914 have been women, as are barely a fifth of cur- rent members of the Na- tional Bureau of Economic Research – one of the most influential economic poli- cy think tanks in the U.S. ECONOMICS’ DIVERSITY PROBLEM Achieving more gender and other kinds of diver- sity in economics isn’t just about political correctness. Diversity leads to better results and policies by al- tering group dynamics and decision-making. Editor: Anita Hada Sangwan responsible for selection of news under the PRB Act TWO TEMPLES AND A BUNCH OF CASES FOR PUJA RIGHTS he Gyanvapi mosque at Kashi and a 17th century mosque which stands adjacent to the Krishna Janmabhoomi in Mathura have been an eyesore for the Rashtriya Swayamsewak Sangh (RSS), the Vishwa Hin- du Parishad (VHP) and the Bajrang Dal who together ran a movement which brought down the Babri Masjid in Ayodhya. Bharati- ya Janata Party leader Subramaniam Swa- my said to Muslims in 2016, “Give us three temples, keep 39,997 mosques. The objective a Ram temple in Ayodhya having been achieved, the focus has shifted to Kashi and Mathura with petitions being filed in Vara- nasi and Mathura courts. A suit was filed in a Varanasi court seeking worshipping rights in the temple of Lord Adi Visheshwar and Goddess Maa Shringar Gauri located in the Gyanvapi mosque which is adjacent to the Kashi Vishwanath temple. The case has been filed even as the Allahabad High Court is set to hear a plea against its maintainability. Parallelly, additional district and sessions judge Dev Kant Shukla admitted a plea for the removal of the mosque near the birth- place of Lord Krishna. According to the judge the plea was maintainable, therefore, admissible. Besides this, there are three more suits pending before courts in Mathu- ra. The lawyer in one of these suits is HS Jain, who is also representing plaintiffs in the Gyanvapi case in Varanasi. These are well thought of moves by the Hindus. Take the matter to court and then resort to other means to settle the dispute in case the litigation drags on for decades as happened in the case of Ram Janmbhoomi. The concerted attempt being made to set the record straight, points to a tense and commu- nally charged future. These are, however, side shows. A bigger and more significant development has been the Supreme Court agreeing to relook at the Places of Worship (Special Provisions) Act of 1991. The law prevents conversion of re- ligious places and maintains their character as it existed on August 15, 1947. In his peti- tion BJP leader Ashwini Kumar Upadhyay stated that the Act takes away rights of Hin- dus, Jains, Buddhists and Sikhs to reclaim their places of worship through courts. If done away with, it will open a Pandora’s Box in the name of undoing the acts of medieval invaders. Not only these three temples, a suit has also been filed before the Civil Judge Senior Divi- sion at Saket District Court claiming that Qutub Complex, where the famous Qutub Minar is located, originally housed 27 Jain and Hindu temples which were destroyed by Qutb-ud-din Aibak in the 12th century. The case has been filed on behalf of Lord Vishnu and Lord Rishabh Dev. The plaintiff has de- manded worshipping rights. This sudden upsurge in cases by Hindus for worshipping rights over Gyanvapi, Ma- thura and Qutub Complex will keep the na- tion on tenterhooks. IN-DEPTH T ou have just finished your meal; you tell yourself that this evening you are going to clean and organize your desk or you have a project to complete that is pending for weeks or even months. But before you get started, you tell yourself, why not relax for a moment? So, you turn on the TV – ‘just for a few minutes.’ Before you know it, the evening is gone. The task you planned to do will have to wait again. Do we see ourselves in the above description? Putting it off, postponing or procrastinat- ing is the most common ten- dency among many. There is hardly anyone who has not at one time or another said to one- self, “I know I should be doing it, but…” Procrastination makes it- self manifest in our lives in many different guises and it is easy for the habit to be- come ingrained in us. We can tell ourselves, “I’ll do better next time,” and that is the beginning of a losing battle. There may not always be a “next time.” The lazier a person is, the more he says he is going to do it tomorrow. The saying, “To- morrow is often the busiest day of the year,” reflects the ten- dency to delay . Procrastination means to put off intentionally and ha- bitually the doing of something that should be done. Have we not all, at one time or another, made personal reso- lutions to do something? How- ever, it is one thing to make a personal resolve and quite an- other to carry it out. This is because matters do come up unexpectedly, some of which demand our immediate atten- tion. Unless we promptly carry it out, we will be continually postponing it. This usually leads to our forgetting about our good intentions or giving up the whole idea. As stress and pressure mount, many find relief by pushing the task into the back- ground and relishing the newly found ‘free time’, until the pres- sure builds up again as one gets closer to the deadline. This se- riously affects our creative ability and hampers our pro- ductivity at work. Procrastinators put them- selves under so much pressure by delaying action that they suffer more stress related ill- ness than others, like head- aches, back-pains, colds, sleep- ing problems and allergies. Many put off doing work on time because they feel they have the motivation to do some- thing only at the last minute, or they do not have the desire to do anything due to lack of self discipline. Different people procras- tinate at different stages. Some before starting be- cause they view the project as too big. Others begin, but half way through, their en- thusiasm wanes, and they put off finishing it. Still oth- ers get close to completing it but start another project, leaving the first one unfin- ished. Generally, procrastinators are not time conscious and do not know how to manage time so they are not able to do things on time. Thus, large corpora- tions often attempt to teach their employees time manage- ment techniques. But when it comes to putting the “learn- ings” to good use, most tend to procrastinate as usual. The feeling of inadequacy or incompetence makes most people postpone doing work. Putting things off acts as a buffer for their shaky sense of self worth. Their fear of criti- cism prevents them from even starting. Doing work at the last min- ute may be a person’s way of excusing his shoddy work be- cause one can then say, “if only I had more time!” Since procrastination is a form of avoidance, to overcome it, one must be able to evaluate the reason, importance and the true worth of the task at hand. So, the next time we wonder why certain things we intended to do get put off so often, we can stop and ask ourselves – Are these things really impor- tant? Do they serve a useful purpose? And if so, what is pre- venting me from doing them? The remedy is to get start- ed even if we do not complete the work now. To create in- centive, we can make a to-do list. We can slice down big tasks into several small size ones. Doing uninteresting tasks first helps us to look forward to more enjoyable activities. Planning for inter- ruptions as we work, allows us to take care of it without getting upset. Besides, tak- ing short breaks to pause, stretch and reflect, helps in better concentration. In view of the transient na- ture of life, by taking a serious look at our priorities and our habits, we will do now what we resolve in our heart and not put things off. Robert Vadra New Delhi: Concerned over death by electrocu- tion of the endangered Great Indian Bustard (GIB), the Supreme Court Monday said it may consider ordering undergrounding of low tension electricity ca- bles in Rajasthan and Gujarat and installa- tion of bird diverters at certain places to save it. A bench headed by Chief Justice also ques- tioned the Union Power Ministry for its stand that undergrounding of high tension electricity cables was not feasible and it can only be done with respect to low ten- sion cables. So far as the high power lines are con- cerned their under- grounding was not fea- sible, but the low volt- age cables can be laid underground, Attorney General K K Venugopal old the bench, which also comprised justices A S Bopanna and V Ra- masubramanian. Why so? This has no basis in physics or elec- tricity, why you are say- ing that that high volt- age lines cannot be made underground, the bench observed during the hearing conducted through video confer- encing. The top law officer said he would put the is- sue and the assertion of senior advocate Shyam Divan, appearing for the petitioner M K Ran- jitsinh, that even high tension electricity ca- bles can be laid under- ground as done in other parts of world, before the officials concerned. He also said that a re- port of experts may be filed on it. So far as the low ten- sion lines are con- cerned, they can be made underground and at places where high tension lines are there, bird diverter devices may be used, the bench observed and fixed the matter for further hear- ing next week. The bench made clear that its observations are subject to further hearing. The bird diverters are flaps installed on power lines and they work as reflectors for bird species like GIB which can spot them fromadistanceof about 50 meters and change their path of flight to avoid collision with power lines. In principle, we see the importance of mak- ing the (electricity) lines underground, but we cannot order under- grounding of all the ca- bles, the bench said while taking note of the views of the Centre. “We would like know the routes taken by birds for navigation and lines passing through those areas can be ordered to be made underground,” it said. Divan said the birds are on the verge of ex- tinction and they can be saved by ensuring the undergrounding of electricity cables and use of bird diverters. This the obligation of the State and the pre- sent generation that these birds should not go extinct. And the elec- tric lines must be put underground, he said. The reactions came after a reply of the State government to a starredquestionasked by BJP MLA Kalich- aran during the last session of the assem- bly last year about phone tapping cases. In the session which was called on August 14 last year by the Ge- hlot government for a floor test after the re- bellion of former Dep- uty CM Sachin Pilot and 18 other Congress MLAs, Kalicharan had asked, “Is it true that phone tapping cases have come up in the last days? If yes, under which law and by whose orders?” In its reply given re- cently, the Home De- partment has stated that telephones are intercepted in the in- terest of the public safety and public or- der, and to prevent the occurrence of a crime which might risk pub- lic safety or public or- der. “The telephones are intercepted under the provision of sec- tion 5(2) of the Indian Telegraph Act, 1885, and section 419 (A) of the Indian Telegraph (amendment) Rules, 2007, and section 69 of the Information Tech- nologyAct,2000–after approval by a compe- tent officer,” accord- ing to the reply . The department further states that the telephone intercep- tion has been done by the Rajasthan police under the above provi- sions and after obtain- ing permission from the competent officer. “Interception cases are reviewed by the Chief Secretary . All the cases up to the month of November 2020 have been re- viewed.” Neither the MLA Saraf asked details about any particular person whose phone was tapped nor did the government specify that whose telephones were intercepted. “Insult at peak has been the tradition of theCongress.Howcan the Rajasthanis trust a government that does not trust its MLAs?” Shekhawat asked.
