4. 1995:The National Center Against Violence
(NCAV) was established and set the first
shelter with 4 beds.
t the moment, there is no shelter house from
government;
CAV conducts nationwide operation through
its branches located in 16 provinces of the
country and 5 shelters.

women are equal in all senses’’ has been still
existing in society since socialist regime.
here was a strong criticism that a group of
people was ‘importing’ this ‘foreign’ issue.

s domestic violence was hidden and not addressed, there
were no state policies and legal regulation regarding
domestic violence in place and no social service for victims
in place.
here was no legal system, mechanism protecting victim
and witness and no social service system for them.

level of society that domestic violence is
prevalent in Mongolian society, demanding a
particular solution and intervention.

from a single word, sentence, or provision and
chapter to an independent legislation based
on existing state policies, and laws.
