BACKGROUND - SRF
• The implementation of engineering and other measures to improve
safety at specific sites (accident ‘Black Spots’).
• Collaborating internationally with governmental, NGOs and
commercial organisations in the development of design standards
affecting the safety of road users globally.
• Increasing public awareness of the issues affecting safety on the
roads through education and promotion, working closely with
governments, road safety organisations and individuals with
shared objectives.
The Safer Roads Foundation is a not-for-profit organisation (registered charity) dedicated to the
reduction of road casualties through:

In 2013, there were 551 reported accidents
on this section of carriageway
Working in collaboration with Khun Thaned Satiennam
and the Khon Kaen Road Safety Foundation (RSF)

MITTRAPHAP ARTERIAL 4
This road was once a 2-lane undivided carriageway, but is now a 12-lane divided highway, with high-speed
traffic.

There are numerous conflict points with access/exit roads and u-turns. A fundamental problem is that
high-speed through traffic is mixing with local traffic which is joining and exiting the highway.

Urban speed limit, 60 km/hr, was introduced and enforced by police since 2012 (18% of accidents
decreased). Police currently enforce speed control only 2 hours per day at one location, therefore
installing ‘Automatic Speed Enforcement Devices’ will increase the effectiveness of the program.

APPLICATION (TEMA)
Allows traffic police to instantly take action against violating drivers. Three key features being:
(i) Real time notification (ii) Violating evidence inspection (iii) Enforcement tools (issue a ticket, lecture
or delete)

AHO - THE ‘LOW-HANGING FRUIT’
OF ROAD SAFETY
• No cost to introduce!
• No objections by riders!

‘Automatic Headlights On’ (AHO) is already a mandatory
requirement in jurisdictions around the world, including
Europe, Japan and 7 out of the 10 ASEAN countries.

THE ADOPTION OF ‘AUTOMATIC HEADLIGHTS ON’
(AHO) FEATURE FOR PTWS IN INDIA
SRF worked closely with SIAM and the Ministry of Road Transport &
Highways in New Delhi to bring about the early introduction of AHO in
India for all Powered-Two-Wheelers (PTWs)

AHO - Vietnam

LACK OF CONSPICUITY CAN BE FATAL
SRF co-sponsored the Vietnam Motorcycle Transport Safety Workshop in Hanoi in December
2015 and 2016, and is collaborating with the National Traffic Safety Committee to make
AHO/DRL a mandatory feature in Vietnam.

not use any light.

The use of LEDs on motorcycles and mopeds is becoming evermore common in Vietnam, as
manufacturers are utilising global production standards and openly acknowledge the benefits of daytime
conspicuity.

ROAD SAFETY 2015 - CHINA

(AHO) FEATURE FOR PTWS IS COMMON SENSE

AHO - CHINA
• In 2013 approximately 261,000 people lost their lives in China as
a result of road traffic accidents, and motorcyclists frighteningly
account for 27% of all fatalities – this equates to approximately
70,470 deaths a year involving PTWs. As it has been in other
countries, the leading cause of death in China of those aged
between 15 and 49 years is road accidents, the majority of which
involve PTWs.
• Based on the experience of other countries, the feature would
save between 10%-20% of all powered two-wheeler fatalities.
Therefore, as the population of PTWs with the AHO feature
increases, and taking the middle figure of 15%, over 10,570 lives
would be saved every year which, as a point of reference, is the
same as 21 fully-loaded A380 jets.
