EXPERIENCE
Howard Almgren has more than forty years of experience in civil engineering with emphasis on water and
wastewater facilities. He has provided project management services, engineering final designs and
engineering planning studies. His extensive experience also includes regulatory agency submittals, value
engineering, treatment plant operations, pilot plant research, rate studies and construction management.
Most recently Howard completed a one year contract at the Otay Water District, preparing plans and
specifications for six in-house projects. For five years he was the technical consultant to the City of Vista
for the development of its $120 million sewer system capital improvement program. He also completed
multiyear “as-needed” engineering contracts with the Padre Dam Municipal Water District and Dudek.
Additional work, as an independent consultant since the year 2000, was completed for seven engineering
firms, eight public agencies and three private clients. Howard Almgren has participated in 37 value
engineering workshops that studied water, wastewater and recycled water treatment and conveyance
facilities.
Howard Almgren was an owner of the consulting firm of Almgren & Koptionak, Inc., 1985 to 2001.
Prior work included Principal Engineer positions at Boyle Engineering Corp, Lowey and Associates and
Neste, Brudin and Stone, Inc.
