Impact Evaluation is assessment of the positive and negative results of
development interventions. These could be intended or unintended, direct
or indirect, primary or secondary effects generated by interventions. More
proudly, impact evaluation aims to determine whether the project had the
desired effects on individuals, households, and institutions, and whether
those effects can be attributed to project interventions. Impact evaluation
can also explore unintended consequences whether positive or negative on
beneficiaries.
One specific area that is critical to ensure development impact is on
women empowerment. There are now plenty of development literature showing
that inequality is a major constraint to development and nations need to seek gender
equality in development interventions.
Study Objective
The main objective of the study is to assess the socio-economic dimensions
of the southern region development project, Syria, and evaluate its effects
on women empowerment , through:
1 - Identifying socio-economic characteristics of project beneficiaries.
2 -Monitoring and evaluating the specific objectives of the project on
women empowerment.
3-Determination of socio-economic impacts of the project activities at the
local level in various aspects contributing to the women empowerment.
4-Providing critical recommendations to the appropriate design of future
projects.
Research Questions
This study aims to main questions :
-Is the intervention producing the intended benefits?
-what was the over all impact on the beneficiaries?
-Could the project be better designed to achieve the intended out comes?
Methodology
Using statistical random sampling method, the study implemented a survey
interviewing 150 beneficiaries (79 are women) from 15 villages in the
southern region of Syria in 2012-2013, econometric and statistical tools
(using EXCEL and SPSS software) were applied.

The results show, that the project has contributed to women
empowerment through micro-finance, which (60) women were
provided with different loans:
Another beneficiary activity was training; the study shows that (29)
women attended trainings, (10)of them got loans after they finished
the training courses which varied between literacy courses, health-
and the establishment of small-scale projects for women.

The effects of courses and related Project activities were evaluated on
the basis of the questions addressed to the beneficiaries. The findings
indicate that the project successfully completed micro-finance; where
61% of the surveyed households received services and 32% of the
women have confirmed they were provided with micro-finance
facilities. While most women, who has followed courses, had
positive review of the project courses and considered they were
beneficial to them.
The effects of the project on women empowerment are obvious, the
most important socio-economic impacts are: Livelihood ,
psychologically, Community awareness.

The project success in achieving the desired impact can be measured
by the level of achievement of deliverables, which was estimated at
over 60%. So training course impact has mostly psychological and self
esteem impact, while micro finance has a direct impact in improving
women livelihood as well as their self esteem, particularly by
generating income with different ratios which are related to the
project.
