2. Careful with negative water policies…
• Shortage in water supply (subsidies for
groundwater use)
• Deteriorated soil fertility (subsidy on
pesticides that leads to excessive use of it)
• Lack of supply to the domestic market (too
much promotion of exports that leave the
domestic market without supply)
• Land fragmentation (land policy that
encourages heritage system)
3. Actionable solutions
• Policy advisory board is a mechanism to push food
policies by multi-stakeholders and cross-sectoral
players to build consensus
• Water and food policy strategies considering
comparative advantages, country assets and natural
resource endowments (food self-sufficiency vs. self-
reliance). Including global treaties and agreements
(such as Codex Alimentations and WTO) Policies cannot
be put without strategies, including all elements of
food security. set the standards that have to be taken
into account before setting the policies.
4. Actionable solutions
• Water valuation should consider equity
dimension
• Changing diets for water saving and sustainability
requires strategic educational programs
• Nutrition and food security should be
considered at different levels, macro but more
importantly household level.
• Push forward use of marginal treated waste
water.
5. Part of the solution …
• Safety nets, stability in food prices and buffer
stock strategy
• Better institutions and markets (enabling
institutions), including smart incentives, and
legislations
• More agricultural research
• Investments in agriculture (private public
along the value chain)
