Infant Toddler Family Day Care was founded as a state licensed
system of Early Child Care Providers in 1983 to recruit, screen,
train, approve, and monitor Early Child Care Providers.
ITFDC is the only system in Virginia.

Initial & Annual Home Evaluation Tool
The Home Evaluation is a 6 page tool with a checklist of the home
and policy review.
The areas that are reviewed include:
 Daily activities (wide variety of activities must be planned each
day to promote each child’s social, emotional, physical, and
intellectual development)
 The lighting, temperature, cleanliness/ condition of the child
care
 Child proofing of all wall outlets, cabinets, closets/ door
handles, wires, window cords
 All shelves or furnishings that can topple must be secured to
wall
 There are no head entrapments
 There is an appropriate place and materials to change &
dispose of diapers
 Gates are used to ensure children cannot access stairs or areas
that can endanger safety
 There are age appropriate sleeping accommodations for each
child
 ABC fire extinguisher is in the kitchen area & within sight
 Any outdoor sheds and storage units are securely locked and an
appropriate fence is installed if yard is on a street with speed
limit more than 25 MPH
 Fireplaces/wood stoves are inspected annually by a qualified
professional & safety
 Nothing is leaned against electrical panel, water heater, furnace
(*The complete home evaluation tool can be emailed to parents
upon request!)

Provider Profile
Once a provider goes on ITFDC Opening List we
will have a complete Provider Profile to share
with everything you need to know about the
home- where it is and how to contact the
provider, who lives there, the day care children
in care, all certifications (beyond CPR/ First Aid,)
any Assistants, the providers’ web page link,
and a brief description of the location, provider,
and child care home.
The Provider profiles include information
including if the provider’s own/ household
children are in the day care (or if they are in
care out of the home.)
Some profiles also include the hours of
operation. ALL providers offer different
schedules. Some have different rates. If this
information is not on the profile, the provider
can be asked directly during scheduled
interviews.

Number of Children Allowed in Care
 All ITFDC providers are allowed 5 children
 The maximum number of infants per day is 3 infants (0-12 months.)
The exception is:
 Some Arlington providers are restricted by zoning to only care for THREE children per day
 In ALL counties, providers can be approved for up to 6 children if the provider has:
 (1) Been actively providing childcare in their home for at least 2 years under ITFDC license;
 (2) Obtained CDA, NVCC Infant Toddler Career Studies Certificate, and/ or Associates Degree or higher;
 (3) Obtained zoning approval to care for more than 5 children in their home.
ITFDC does not allow more than 6 children under our license.

A caregiver’s own children and

training and remain up-to-date on CPR and First
Aid.
Can care for the day care children alone for up to 2
hours (if there is 16 points or less in attendance.)

Health Policies
Children cannot be brought to
the family child care home
when:
 Their temperature is in
excess of 100.5 degrees
 They are vomiting and/or
have diarrhea
 They have a fresh cold
 They have a contagious
infection
 They are in discomfort and
require one to one care
Health Policies
 In the event that your child becomes ill in the family child
care home, you will be called to pick up your child.
 Your child must be symptom free for 24 hours before
returning to the child care home. Washable or disposable
changing pads must be brought to the child care home.
 Each provider uses disposable gloves while changing
diapers, assisting older children with toilet needs, etc.
Providers are trained to properly abide by universal health
precautions with the use of gloves.
 The parent must inform the child care home within 24 hours
or the next business day after his child or any member of the
immediate household has developed any reportable
communicable disease, as defined by the State Board of
Health, except for life-threatening diseases, which must be
reported immediately.
Safe Sleep Practices
 Swaddling is not allowed
 Sleep sacks are allowed
 Nothing but baby is allowed in or around the crib
 Firm mattress, tight fitting sheets
 Unique sleeping arrangements requires a doctor’s note
 Baby monitor is required
 Child must be checked every 15 minutes during naptime
USDA Food Program
 Federal Government Nutrition Program
 Provide meals that meet USDA food program guidelines
 All children are eligible to participate at no additional charge
for this service
 Receives reimbursement for up to two meals and one snack per
day
 Early Child Care Providers will let you know which iron
fortified formula is offered to serve to infants in care
Substitute Care
 If your provider is unable to care for your child,
arrangements can be made for an approved Infant
Toddler Family Day Care substitute.

 Please interview providers in your vicinity as
potential substitute care.
 If you decide not to use this service, please notify
your provider and/or substitute as soon as possible.
 Providers pay their substitutes.
 If you choose not to use a substitute, you are still
responsible for the full fee.

Please note that Child
Care Plus fees are
different than fees for
traditional hours.
Providers vote on any
changes to the parent
fee which typically go
into effect on October 1.
Invoices are emailed on
the fifteenth of the
month prior to the
month of
service. Payment is due
by the first of each
month. Please supply
our office with the email
address(es) where you
want to receive the
invoice by completing
the Billing Form.

  • 4. Infant Toddler Family Day Care was founded as a state licensed system of Early Child Care Providers in 1983 to recruit, screen, train, approve, and monitor Early Child Care Providers. ITFDC is the only system in Virginia.

ITFDC Provider Requirements  Orientation  All Background Checks  TB tests (18+)  Child Protective Services (14+)  Fingerprinting + Sworn Disclosure (18+)  Immunization record for all under age 18  Provider and family member references and phone interviews on file  Complete Home Evaluation
  • 11. Initial & Annual Home Evaluation Tool The Home Evaluation is a 6 page tool with a checklist of the home and policy review. The areas that are reviewed include:  Daily activities (wide variety of activities must be planned each day to promote each child’s social, emotional, physical, and intellectual development)  The lighting, temperature, cleanliness/ condition of the child care  Child proofing of all wall outlets, cabinets, closets/ door handles, wires, window cords  All shelves or furnishings that can topple must be secured to wall  There are no head entrapments  There is an appropriate place and materials to change & dispose of diapers  Gates are used to ensure children cannot access stairs or areas that can endanger safety  There are age appropriate sleeping accommodations for each child  ABC fire extinguisher is in the kitchen area & within sight  Any outdoor sheds and storage units are securely locked and an appropriate fence is installed if yard is on a street with speed limit more than 25 MPH  Fireplaces/wood stoves are inspected annually by a qualified professional & safety  Nothing is leaned against electrical panel, water heater, furnace (*The complete home evaluation tool can be emailed to parents upon request!)

Ongoing Provider Requirements 16 hours of annual training - Ongoing training results in higher quality programs CPS, Fingerprinting, Statement of Sworn Disclosure- 5 years Provider and All family members (14+ for CPS; 18+ for other background checks) TB Test- 2 years All family members 18+ (immunizations for any new household members under age 18) CPR and First Aid- 2 years MAT- 3 years Annual Home Evaluation
  • 14. Provider Profile Once a provider goes on ITFDC Opening List we will have a complete Provider Profile to share with everything you need to know about the home- where it is and how to contact the provider, who lives there, the day care children in care, all certifications (beyond CPR/ First Aid,) any Assistants, the providers’ web page link, and a brief description of the location, provider, and child care home. The Provider profiles include information including if the provider’s own/ household children are in the day care (or if they are in care out of the home.) Some profiles also include the hours of operation. ALL providers offer different schedules. Some have different rates. If this information is not on the profile, the provider can be asked directly during scheduled interviews. Child Care Specialist information is also included to contact for more information!

Number of Children Allowed in Care Number of Children Allowed in Care Number of Children Allowed in Care  All ITFDC providers are allowed 5 children  The maximum number of infants per day is 3 infants (0-12 months.) The exception is:  Some Arlington providers are restricted by zoning to only care for THREE children per day  In ALL counties, providers can be approved for up to 6 children if the provider has:  (1) Been actively providing childcare in their home for at least 2 years under ITFDC license;  (2) Obtained CDA, NVCC Infant Toddler Career Studies Certificate, and/ or Associates Degree or higher;  (3) Obtained zoning approval to care for more than 5 children in their home. ITFDC does not allow more than 6 children under our license.

Ratios In addition to understanding the number of children allowed in care THE PROVIDERS’ POINTS MUST NOT EXCEED 16 POINTS WITHOUT AN ASSISTANT Birth through 15 months 4 points each 16 months through 23 months 3 points each Two through four years 2 points each Five through nine years 1 point each Ten years and older 0 points A caregiver’s own children and resident children under eight years of age count in point maximum.
  • 18. Assistants Must be 18 years of age or older Must complete all background checks, initial training and remain up-to-date on CPR and First Aid. Can care for the day care children alone for up to 2 hours (if there is 16 points or less in attendance.)

  • 21. Safety & Health  Diapering areas cleaned and disinfected after each changing  Regular hand-washing  Poisonous and dangerous objects are kept out of reach  Proper equipment  Sanitation of toys and surfaces  Outdoor play areas  Emergency Plan
  • 22. PANDEMICS Find out guidance from Licensing and the CDC. Personal Protective Equipment may be needed. Masks Gloves Smocks Handwashing – 20 seconds Sanitize with a bleach, Lysol, or Clorox solution.
  • 23. Health Policies Children cannot be brought to the family child care home when:  Their temperature is in excess of 100.5 degrees  They are vomiting and/or have diarrhea  They have a fresh cold  They have a contagious infection  They are in discomfort and require one to one care
  • 24. Health Policies  In the event that your child becomes ill in the family child care home, you will be called to pick up your child.  Your child must be symptom free for 24 hours before returning to the child care home. Washable or disposable changing pads must be brought to the child care home.  Each provider uses disposable gloves while changing diapers, assisting older children with toilet needs, etc. Providers are trained to properly abide by universal health precautions with the use of gloves.  The parent must inform the child care home within 24 hours or the next business day after his child or any member of the immediate household has developed any reportable communicable disease, as defined by the State Board of Health, except for life-threatening diseases, which must be reported immediately.

Safe Sleep Practices  Swaddling is not allowed  Sleep sacks are allowed  Nothing but baby is allowed in or around the crib  Firm mattress, tight fitting sheets  Unique sleeping arrangements requires a doctor’s note  Baby monitor is required  Child must be checked every 15 minutes during naptime
  • 26. USDA Food Program  Federal Government Nutrition Program  Provide meals that meet USDA food program guidelines  All children are eligible to participate at no additional charge for this service  Receives reimbursement for up to two meals and one snack per day  Early Child Care Providers will let you know which iron fortified formula is offered to serve to infants in care
  • 27. Substitute Care  If your provider is unable to care for your child, arrangements can be made for an approved Infant Toddler Family Day Care substitute.   Please interview providers in your vicinity as potential substitute care.  If you decide not to use this service, please notify your provider and/or substitute as soon as possible.  Providers pay their substitutes.  If you choose not to use a substitute, you are still responsible for the full fee.

  • 29. Fees and Billing Policies Non-refundable One-Time Enrollment Fee: $400 due when parents reserve a child care space Schedule Change Form can be submitted for any increase/ decrease in hours Flex Spending Accounts – consult with bookkeeping
  • 30. Fees and Billing Policies Fees can be found in the Infant Toddler Family Day Care policies. Please note that Child Care Plus fees are different than fees for traditional hours. Providers vote on any changes to the parent fee which typically go into effect on October 1. Invoices are emailed on the fifteenth of the month prior to the month of service. Payment is due by the first of each month. Please supply our office with the email address(es) where you want to receive the invoice by completing the Billing Form.
