4. Infant Toddler Family Day Care was founded as a state licensed
system of Early Child Care Providers in 1983 to recruit, screen,
train, approve, and monitor Early Child Care Providers.
ITFDC is the only system in Virginia.

11. Initial & Annual Home Evaluation Tool
The Home Evaluation is a 6 page tool with a checklist of the home
and policy review.
The areas that are reviewed include:
Daily activities (wide variety of activities must be planned each
day to promote each child’s social, emotional, physical, and
intellectual development)
The lighting, temperature, cleanliness/ condition of the child
care
Child proofing of all wall outlets, cabinets, closets/ door
handles, wires, window cords
All shelves or furnishings that can topple must be secured to
wall
There are no head entrapments
There is an appropriate place and materials to change &
dispose of diapers
Gates are used to ensure children cannot access stairs or areas
that can endanger safety
There are age appropriate sleeping accommodations for each
child
ABC fire extinguisher is in the kitchen area & within sight
Any outdoor sheds and storage units are securely locked and an
appropriate fence is installed if yard is on a street with speed
limit more than 25 MPH
Fireplaces/wood stoves are inspected annually by a qualified
professional & safety
Nothing is leaned against electrical panel, water heater, furnace

Annual Home Evaluation
14. Provider Profile
Once a provider goes on ITFDC Opening List we
will have a complete Provider Profile to share
with everything you need to know about the
home- where it is and how to contact the
provider, who lives there, the day care children
in care, all certifications (beyond CPR/ First Aid,)
any Assistants, the providers’ web page link,
and a brief description of the location, provider,
and child care home.
The Provider profiles include information
including if the provider’s own/ household
children are in the day care (or if they are in
care out of the home.)
Some profiles also include the hours of
operation. ALL providers offer different
schedules. Some have different rates. If this
information is not on the profile, the provider
can be asked directly during scheduled
interviews.

All ITFDC providers are allowed 5 children
The maximum number of infants per day is 3 infants (0-12 months.)
The exception is:
Some Arlington providers are restricted by zoning to only care for THREE children per day
In ALL counties, providers can be approved for up to 6 children if the provider has:
(1) Been actively providing childcare in their home for at least 2 years under ITFDC license;
(2) Obtained CDA, NVCC Infant Toddler Career Studies Certificate, and/ or Associates Degree or higher;
(3) Obtained zoning approval to care for more than 5 children in their home.
ITFDC does not allow more than 6 children under our license.

Can care for the day care children alone for up to 2
hours (if there is 16 points or less in attendance.)

23. Health Policies
Children cannot be brought to
the family child care home
when:
Their temperature is in
excess of 100.5 degrees
They are vomiting and/or
have diarrhea
They have a fresh cold
They have a contagious
infection
They are in discomfort and
require one to one care
24. Health Policies
In the event that your child becomes ill in the family child
care home, you will be called to pick up your child.
Your child must be symptom free for 24 hours before
returning to the child care home. Washable or disposable
changing pads must be brought to the child care home.
Each provider uses disposable gloves while changing
diapers, assisting older children with toilet needs, etc.
Providers are trained to properly abide by universal health
precautions with the use of gloves.
The parent must inform the child care home within 24 hours
or the next business day after his child or any member of the
immediate household has developed any reportable
communicable disease, as defined by the State Board of
Health, except for life-threatening diseases, which must be
reported immediately.
25. Safe Sleep Practices
Swaddling is not allowed
Sleep sacks are allowed
Nothing but baby is allowed in or around the crib
Firm mattress, tight fitting sheets
Unique sleeping arrangements requires a doctor’s note
Baby monitor is required
Child must be checked every 15 minutes during naptime
26. USDA Food Program
Federal Government Nutrition Program
Provide meals that meet USDA food program guidelines
All children are eligible to participate at no additional charge
for this service
Receives reimbursement for up to two meals and one snack per
day
Early Child Care Providers will let you know which iron
fortified formula is offered to serve to infants in care
27. Substitute Care
If your provider is unable to care for your child,
arrangements can be made for an approved Infant
Toddler Family Day Care substitute.
Please interview providers in your vicinity as
potential substitute care.
If you decide not to use this service, please notify
your provider and/or substitute as soon as possible.
Providers pay their substitutes.
If you choose not to use a substitute, you are still
responsible for the full fee.

Please note that Child
Care Plus fees are
different than fees for
traditional hours.
Providers vote on any
changes to the parent
fee which typically go
into effect on October 1.
Invoices are emailed on
the fifteenth of the
month prior to the
month of
service. Payment is due
by the first of each
month. Please supply
our office with the email
address(es) where you
want to receive the
invoice by completing
the Billing Form.
