LLL Priorities for Greece


  •   The citizen. Focus on the adult learner, the educational and training needs, his/hers
      interests, removing barriers to participation in learning activities, certification of
      qualifications.
  •   Linking LLL, employment and economic growth. Equip workers with the
      appropriate of technical skills and appropriate training in order to be adapted directly
      to LLL, employment and the economic development of the country.
  •   The establishment of operating rules for all education & training providers,
      whether they are within the formal education system or are in the area of post-
      secondary education. The role of Government is to put rules applicable to all (public,
      private and social actors) and set critical bodies that can apply the rules in a
      transparent and social accountable way.
  •   The establishment of the National Qualifications Framework (NQF) which will
      ensure transparency and quality of assessment, recognition and certification of both
      work experience and learning, regardless of the way of acquisition.

  • The main priority fields for LLL development in Bulgaria are:
      – Improving the opportunities for LLL
      – Assuring quality and effectiveness of LLL


  • Ensuring flexible access to LLL is related to activities for promoting
    educational mobility and provision of more opportunities for:
      – Second entrance to the educational system for all groups of the population;
      – Development and implementation of modern approaches and training methods
        taking into account the learners’ specific needs;
      – Improving the practices for recognition of non-formal and informal learning and of
        prior learning as well;
      – Development and implementation of credit transfer system in VET;
      – E-learning and distance learning development and attractiveness;

  • Ensuring quality and effectiveness of LLL is linked to
    activities concerning:
      –   Educational contents optimization directed to change of the attitude towards the educational

      –   Continuous VET development;
      –   Improving workplace training and strengthening the role of the branch organizations;
      –   Developing mechanisms for validation and certification of key competences and its legislative
          regulation;
      –   Training of teachers, trainers, educators, and academic staff;
      –   Widening the access and guaranteeing higher quality of guidance services and lifelong
          guidance development;
      –   National Qualifications Framework development for ensuring transparency of the system for
          recognition of qualifications;
      –   Evaluation of learning outcomes;
      –   Policy developments towards promoting scientific research as a generator of innovations in
          education and training.

LLL Priorities for Czech Republic


  1.   Develop strategies for lifelong learning and mobility
       Promote an expansion of learning mobility through initiatives that encourage the development of
       mobility strategies and the removal of obstacles related to mobility. Focus towards learning
       outcomes, effective lifelong guidance, the implementation of such tools as EQF and NQFs,
       Europass and ECVET that enhance lifelong learning and mobility.
  2.   Encourage cooperation between the worlds of education, training and work
       The aim is to encourage cooperation between all sectors of education, training and the world of
       work.
  3.   Support initial and continuous training of teachers, trainers and education and training
       institutions' managers
       There is a strong link between the quality of education and the quality of teachers and those
       managing and leading educational institutions.

  4.   Promote the acquisition of key competences throughout the education and training system
       The purpose of this priority is to encourage all sectors, starting with early childhood education, to
       develop projects focused on the following key competences:
        1. Communication in the mother tongue;
        2. Communication in foreign languages;
        3. Mathematical competence and basic competences in science and technology;
        4. Digital competence;
        5. Learning to learn;
        6. Social and civic competences;
        7. Sense of initiative and entrepreneurship;
        8. Cultural awareness and expression.
  5.   Promote social inclusion and gender equality in education and training, including the
       integration of migrants
       Projects are called to promote social inclusion through education.
        –   For the school sector, the issues of early school leaving and special needs will be particularly important.
        –   For higher education, the focus will be on widening access to new types of learners.
        –   Issues relating to the participation of migrants, disadvantaged groups and vulnerable social groups of people with special needs
            will be particularly important for schools, VET and adult education.

      practices in the field

Role of the trainer in e-learning 1/2


  •   Assists the trainees to understand their role and the model of e-learning
       –   Explains & controls their obligation for participating to the educational e-course
       –   The educational e-course describes:
             • The educational material
             • The study schedule
             • The communication pattern
             • The certification


  •   Assists the trainees to study and understand the educational material
       –   The trainer is the representative of the training organisation
       –   Assists the trainees to make a time schedule
       –   Discuss with the trainees in issues presented regarding the study
       –   Assists the trainees to understand the educational means to be used
       –   Creates a community of learning
       –   Converts the training material from static to dynamic

Focus on the adult learner, the educational and training needs, his/hers interests, removing barriers to participation in learning activities, certification of qualifications. • Linking LLL, employment and economic growth. Equip workers with the appropriate of technical skills and appropriate training in order to be adapted directly to LLL, employment and the economic development of the country. • The establishment of operating rules for all education & training providers, whether they are within the formal education system or are in the area of post- secondary education. The role of Government is to put rules applicable to all (public, private and social actors) and set critical bodies that can apply the rules in a transparent and social accountable way. • The establishment of the National Qualifications Framework (NQF) which will ensure transparency and quality of assessment, recognition and certification of both work experience and learning, regardless of the way of acquisition.

Develop strategies for lifelong learning and mobility Promote an expansion of learning mobility through initiatives that encourage the development of mobility strategies and the removal of obstacles related to mobility. Focus towards learning outcomes, effective lifelong guidance, the implementation of such tools as EQF and NQFs, Europass and ECVET that enhance lifelong learning and mobility. 2. Encourage cooperation between the worlds of education, training and work The aim is to encourage cooperation between all sectors of education, training and the world of work. 3. Support initial and continuous training of teachers, trainers and education and training institutions' managers There is a strong link between the quality of education and the quality of teachers and those managing and leading educational institutions.

Promote the acquisition of key competences throughout the education and training system The purpose of this priority is to encourage all sectors, starting with early childhood education, to develop projects focused on the following key competences: 1. Communication in the mother tongue; 2. Communication in foreign languages; 3. Mathematical competence and basic competences in science and technology; 4. Digital competence; 5. Learning to learn; 6. Social and civic competences; 7. Sense of initiative and entrepreneurship; 8. Cultural awareness and expression. 5. Promote social inclusion and gender equality in education and training, including the integration of migrants Projects are called to promote social inclusion through education. – For the school sector, the issues of early school leaving and special needs will be particularly important. – For higher education, the focus will be on widening access to new types of learners. – Issues relating to the participation of migrants, disadvantaged groups and vulnerable social groups of people with special needs will be particularly important for schools, VET and adult education.
