The CWA requires anyone who wants to discharge pollutants to first obtain an NPDES permit. Water Pollution Regulations (MWR) in China The MWR is in charge of water resource protection, water function zoning in major rivers and lakes and implementation of supervision. The MWR also reviews and verifies the capacity of pollutant load of water bodies. WaterFrameworkDirective(WFD)inEurope The WFD requires all inland, transitional and coastal waters to reach good ecological and chemical status by 2015. The WFD also requires the phasing out or substantial reductions in the discharge of hazardous substances to water bodies.
