What is a Furlough?
• A furlough is temporary placement of employees in non-duty, non-pay
status: Results from a lack of funds, a lack of work, or other non-disciplinary
reasons
• Administrative Furlough (what we’re potentially facing due to
sequestration)
- Planned event to absorb reductions necessitated by downsizing, reduced
funding, lack of work, or any other budget situation other than a lapse
in appropriations
• Emergency or Shutdown Furlough (what we’ve faced in the past when no
Continuing Resolution)
- No operating funds due to lapsed appropriations
- Agencies shut down all non-essential operations
- Little or no lead time to plan or notify employees

General Rules & Employee Notification
for Administrative Furloughs
• Applies to all GS and WG employees in the JBM-HH
community
• DoD exceptions include civilians deployed in combat
zone; safety of life/property (only to prevent
unacceptable risk or catastrophic gaps in safety);
employees funded with NAF

• Furlough period is 23 Apr 2013 through 21 Sep 2013
– 11 pay periods or 22 weeks (176 hours total)
• Union Negotiations 11 Mar 2013 through 20 March
• Notification process:
– Written proposed notice 30-days prior to furlough in mid-
March
– Employee response period 7 days
– Written decision letter to employee prior to 23 Apr 2013

Notification for Administrative Furloughs (cont)
• 16 hours per pay period for each employee
– Commands have flexibility to determine exact hours/days
– Subject to local bargaining requirements
• Commands are prohibited from using contract funding or
premium pay (comp or overtime) to offset furloughs
• Earning/working overtime, comp time, credit hours during
furlough period is not permitted

• May not substitute paid leave (annual, sick, military, court, etc) or
other forms of paid time off (credit hours, compensatory (comp)
time, comp time travel, time off awards, etc) during furlough hours
• May not volunteer to work or conduct official business during
furlough hours, includes telework, working remotely or off-site, or
responding with DoD-provided digital devices (BBs, laptop, cell
phone, etc)
- Violation of Anti-Deficiency Act
- Supervisors and employees are responsible for compliance

Timecards and Leave
• Timecards - document with “KE” (furlough)
• Holidays
– Must be in a pay status (working, paid leave) the work day before or
after to be paid for the holiday
• Annual leave
– Manage use or lose to prevent forfeiture (leave restoration)
– Leave year ends 11 Jan 2014
• Compensatory time
– Aged compensatory time will continue to pay out (after 26 pay
periods) if not used
• Compensatory time off for Travel - Expire one year from date earned
• Time Off Awards - Expire one year from date of issuance
