Key Qualifications:
Mr. Cummings has 21 years of broad experience in highway transportation and traffic engineering. He has
been responsible for the preparation of highway plans, right-of-way plans, traffic impact studies, traffic signal
permits, and signal construction plans. Mr. Cummings has been the project manager, deputy project
manager, project engineer, civil task leader, and design engineer on many projects including local and
municipal projects. He has also been the municipal traffic engineer for three municipalities and has
experience in structural engineering, site design, testing, and inspection for commercial, industrial,
institutional, and residential construction projects.
Experience
• West Virginia Department of Transportation, Division of Highways, I-79 Interchange Design-
Build Construction - Design and Construction Phase Services, Morgantown, West Virginia.
Deputy project manager overseeing design of a new interchange on I-79 approximately halfway
between Exit 152 – US 19 Westover /Morgantown (Granville) and Exit 155 – WV 7 West Virginia
University (Star City/Osage/ WVU Football Stadium in Monongalia County, West Virginia. The
project is a fully controlled access facility and ties the proposed interchange into two new frontage
roads, connecting a relocated County Route 46/3 (Martin Hollow Road) to the west of I-79 and an
extension of University Town Centre Drive to the east, where the proposed WVU Athletic Facility and
other commercial development is to be located. [Construction contract: $22 million, Design contract:
$1.3 million]
• Pennsylvania Turnpike Commission, Total Reconstruction - Milepost 102 to Milepost 109,
Somerset County, Pennsylvania. Deputy project manager responsible for coordination with the
client, design manager, subconsultants, agencies, and AECOM team members on all preliminary
and final engineering design tasks permits, and schedule for reconstruction of seven miles of the
Pennsylvania Turnpike. Civil task leader responsible for development of line, grade, typical sections,
cross sections, traffic control plans, erosion and sedimentation control plans, and engineer's
estimate. The project includes modification or replacement of 11 structural culverts, flattening of
three horizontal curves, and widening the turnpike from two lanes to three lanes in each direction,
and from a 10-foot median to a 26-foot median. [Construction estimate: $137 million]

• Pennsylvania Turnpike Commission, Bridge B-504 (S-27222) Replacement at Milepost 108.17,
Somerset County, Pennsylvania. Responsible for development of roadway plans, cross sections,
erosion sedimentation and pollution control plans, traffic control plans, pavement marking and
signing plans, right-of-way plans, specifications, and engineer's estimate, and coordination with the
client, design manager, agencies, subconsultants, and team members with respect to other design
tasks, permits, and schedule. [Construction $6.65 million]
• Pennsylvania Department of Transportation, District 5-0, Bridge Management, Carbon,
Monroe, and Schuylkill Counties, Pennsylvania. Responsible for technical reviews, on behalf of
PennDOT, of roadway and right-of-way plans submitted by consultants for bridge replacement
projects in District 5-0.
• Pennsylvania Department of Transportation, Rapid Bridge Replacement Program,
Philadelphia, Pennsylvania. Civil task leader on the design-build pursuit of 558 bridges throughout
Pennsylvania. Provided roadway design services including a calculation of the length of bridge
approach work, pavement section, guiderail, traffic control, pavement markings, and drainage for use
by the contractor joint venture in estimating cost of the $990 million project.
• Delaware River Port Authority, Betsy Ross Bridge Drainage Improvements along Ramp D,
Pennsauken, New Jersey. Civil task leader responsible for the development of final roadway
construction plans, specifications, and engineer's estimate for the construction of drainage
improvements along the Ramp D off-ramp of the Betsy Ross Bridge. The winning bid for construction
of the improvements was $340,000.
• Delaware Department of Transportation, Statewide Bridge Design Services 2010 - Bridge 3-
152 and 3-164 Rehabilitation, Various Locations, Delaware. Deputy project manager and civil
task leader for the significant reconstruction of Bridge 3-152 and the repair of Bridge 3-161 over
Broad Creek in Laurel Delaware. Tasks include the preparation of plans, specifications, and
estimates for use in the bidding process.
• Pennsylvania Department of Transportation, District 8-0, SR 0011, Section 020, East
Pennsboro Township, Pennsylvania. Project manager responsible for coordination of the schedule
and design tasks with the client. Design tasks included preliminary and final construction plans,
traffic signal plans, cross-sections, pavement marking and signing plans, traffic control plans,
specifications, and estimates for the intersection realignment, and roadway widening of SR 0011, SR
1014, and SR 1006. The estimated cost of construction is $2.4 million.
• Pennsylvania Department of Transportation, District 6-0, On-Call Signals Support Contract,
Bucks and Montgomery Counties, Pennsylvania. Project engineer responsible for traffic signal
design services in support of the PennDOT municipal signal unit. Efforts included development of
traffic signal permit plans, signal system plans, traffic signal permit plan modification, and traffic
signal timing analyses.
• Philadelphia Department of Aviation, Runway 17-35, Philadelphia, Pennsylvania. Civil task
leader responsible for the conceptual design and right-of-way investigation related to the closure of
SR 291 and the expansion of Runway 17-35 at the Philadelphia International Airport.
• Pennsylvania Department of Transportation, District 3-0, SR 2009, Section 004, Replacement
of Bridge over Middle Creek, Snyder County, Pennsylvania. Responsible for preliminary and final
design tasks including development of the line, grade, typical section, preliminary plans, final plans,
engineer's cost estimate, specifications, erosion and sedimentation control plans, and cross sections
for the replacement of a two-span bridge carrying SR 2009 over Middle Creek. The winning bid for
construction was $950,000.
• Pennsylvania Turnpike Commission, Total Reconstruction - Milepost 99.05 to Milepost 101.79,
Somerset and Westmoreland Counties, Pennsylvania. Deputy project manager responsible for
coordination with the client, design manager, subconsultants, agencies, and AECOM team
members. Reconstruction of three miles of the Pennsylvania Turnpike in a mountainous region of the
state. Responsible for development of line, grade, typical sections, cross sections, traffic control
plans, erosion and sedimentation control plans, and engineer's estimate. [Construction: $32 million]
