Ground Flight Representative: Extensive experience working with government contracts, military procedures,and

aircraft maintenance and supporting services contracts through highly technical aircraft, aircraft systems,and
support maintenance evaluation of contractor-operated aircraft maintenance activities; Plans, manages, and

directives and Technical orders. Experienced maintaining Lockheed C-130 (AFSOC variants)/Boeing KC/RC-135
and E-3/Sikorsky MH-53 airframes and performing ground/in-flight maintenance procedures. Proven ability to
manage technicians, assets and identify problems, and implement practical solutions in a timely manner. Able to
communicate both orally, written reports, briefings to military leadership, contracting officers and functional
commanders. Ability to forecast and manage programs from a long-range perspective. Well versed in the use of
Microsoft Excel, Powerpoint, Word, Outlook, and Sharepoint. Current Secret Security Clearance.
PROFESSIONAL EXPERIENCE
Chief Quality Assurance Inspector/Evaluator, Contracting Officer Representative (COR) Supervisor,
Government Ground Flight Representative: Monitors statisticalperformance indicators, investigated
accident/incident reports, and COR inspection findings for adverse trends; implements corrective actions for
multiple government contracts.Develops and sets required surveillance schedules for assigned contracts and ensures
that all surveillances are performed and in compliance with Statement of Work (SOW), Performance Work
Statement (PWS), Quality Assurance Surveillance Plan (QASP), and Service Delivery Summary (SDS). Ensures
contractoris in compliance with ISO 9000 Quality Standards. Compiles results of evaluation of contractor's
performance and reports results and recommendations to Chief of Contract Management Officer and Administrative
Contracting Officer (ACO). Coordinates with customers and requesting organizations on problems with services
provided by the contractor. Establishes metrics and analysis systems to ensure actions are timely and reviewed at
critical points. Performs surveillance of all maintenance areas listed in the applicable SOW, SDS, and QASP to
ensure compliance with all technical orders, policies, and regulations. Maintains and reviews records and other
written material dealing with the execution and monitoring of contract. Reviews incoming and outgoing official
correspondence applicable to contract and function areas. Reviews, updates and/orrevises the QASP when workload
changes warrant required changes. Trained as an ISO-9000 Standard Internal Auditor, Contractor Officer
Representative and Government Ground Flight Representative.Uses electronic financial and evaluation reporting
programs to include: Contracting Officer Representative Tracking Tool, (Cort Tool), Contractor Performance
Assessment Reporting System, (CPARS), Wide Area Workflow (WAWF). Trained And Qualified as Government
Ground Flight Representative (GGFR) DCMA 8210.1C, Integrated Maintenance Data System (IMDS). Currently
assigned GGFR duties on two Contract Field Team contracts, Chief QAE duties on four contracts and COR
Supervisor duties on two contracts.
Aircraft Maintenance: Directed scheduled/unscheduled maintenance for five AFSCs on AC-130U aircraft. Solved
complex problems by interpreting technical orders, and operating characteristics of aircraft and equipment.
Maintained aircraft communications/navigations, sensors,radar, and related mission systems. Diagnosed
malfunctions of major systems and sub-systems to determine extent of repair or replacement using circuit testers,
voltmeters or specialized test equipment. Adjusted,aligned, and rigged aircraft systems; supervised/performed
aircraft jacking, lifting, and towing procedures.Checked components for clearances, tolerances, proper installation,
and operation. Inspected maintenance actions and verified quality of documentation. Maintained structuralintegrity
of airframe through corrosion prevention and identification. Set up and operated ground support and test equipment.
Ensured serviceability of parts,tools and equipment. Proficient with lock-out/tag out procedures.
