The Community Foundation for Northern Ireland, and Youth Bank France have agreed to
engage in an incremental and exploratory learning process, which is time bound and
structured. The first phase is designed as an open ended dialogue to help participants
consider the rationale, values and operational model of YouthBank before committing to and
negotiating any larger scale scope of work and described in a memorandum of
understanding. It is understood that the process of engagement is conducted in good faith
between both parties and that a clearer sense of what YouthBank is and what is involved will
be achieved as important outcomes. This work schedule would take an estimated 2 days to
complete.
Progress beyond this point and further involvement of The Community Foundation for
Northern Ireland would be dependent on a consensus emerging from the main stakeholders
involved about translating the key steps of the action plan into concrete action. For example,
two essential elements to be included in the action plan are: producing a baseline scoping
study on the need for YouthBank; and, preparing a strategic document that would define how
a YouthBank network would operate in France. Without these documents it will be difficult to
secure investment in the approach and be influential in other networks.
The Community Foundation agrees to design a one day introduction to YouthBank for
potential stakeholders followed by a further day for a smaller group to review issues arising
and if agreed, an action plan to address, ``What are all the practical steps required to
establish YouthBank in France``.
The Community Foundation for Northern Ireland is currently in the process of securing
resources to employ a worker to address the expressed needs of a range of host
organisations who have developed the YouthBank model in other parts of the world. The
Community Foundation for Northern Ireland has been at the forefront of these developments
for the past 10 years and wishes to ensure that any future plans to develop YouthBank in
France shall take cognizance of these parallel developments and of course, hopefully, be part
of them. Of major importance is the need to establish and register a membership association
that would oversee the brand name, principles and quality assurance standards of YouthBank
as a leader in youth-led grant-making practices.
In this context it is important to acknowledge that this pre memorandum of understanding
letter refers to the introductory work as described and that The Community Foundation and…
agree to discuss options for potential working partnerships after the outcome from the first two
days has been evaluated. At that stage the contents of a memorandum of understanding can
be defined and a first draft prepared for approval. Any potential scope of work included in the

preparation, delivery of training and materials.
It is understood and agreed that the costs to complete the first phase ie, travel from Belfast to
a venue in France by air, any internal travel, meals and accommodation for two/three nights
will be covered by....
Background
The Community Foundation received email correspondence from Corentin Cremet and Kevin
Lognone on 20th December 2011 enquiring as to ``how the concept of YouthBank could be
exported to France``. Several emails and skype conversations took place in January 2012 to
clarify the YouthBank concept, its historical development and the consultancy service
provided to support those interested in developing the YouthBank approach. It was agreed
that Youth France France would seek to bring together interested strategic partners to explore
the potential for the introduction of the YouthBank model in France.
