U.S. Border Patrol PMOD Technology Vision
We support the field and mission by rapidly acquiring,
deploying, and maintaining integrated solutions.
The vision statement above describes a future state where:
• “Rapidly” describes the incremental efforts to reduce PMOD’s
acquisition lifecycle timelines; and
• “Integrated Solutions” describe PMOD-specific steps to develop
technology and infrastructure solutions that improve operational
effectiveness and cost efficiency.
Complete Situational Awareness to Agents on the Ground
PMOD balances delivery of technology across this OPCON Framework
Border Wall Waiver
• Congress provided DHS the authority to waive “legal
requirements” necessary to ensure expeditious construction of
barriers and roads.
• This waiver authority has been critical to the construction of
border barriers and roads, significantly reducing the amount of
time required for construction.
• Six border sectors in four states were selected due to the highest
illicit activity including illegal entry and drug smuggling.
• CBP has already reduced the time from funding to shovel-in-the-
ground from 2 years to 9 months, and with this waiver the time
could be as little as 5 months in some sectors.
M2S2 Program Status
• Next generation vehicle based
surveillance asset
• 387 total - 132 new + replacement of
90 MSC & 165 MVSS
• Rapid deployment of radar / camera
sensors coupled with
communications backhaul
• Full TAK integration
• Modular – adaptable to mission need
• Conducting technology
demonstrations in Yuma, Del Rio,
Miami, and Blaine Sectors
• 4 vendors (ELBIT, FLIR,
StrongWatch, and US Tower)
TACCOM / SAMSON
• The Tactical Communications (TACCOM) Modernization
Program upgrades existing LMR systems used by CBP agents
and officers, including component equipment.
• By improving interoperability, coverage, capacity, reliability,
and encryption, the TACCOM Program modernization effort
provides critical communications support to the agents and
officers who secure the Nation’s borders.
• The Secure, Advanced Multi-Service Operational Network
(SAMSON) is the follow on to TACCOM with the goal of
improving interoperability and situational awareness by
providing mission critical voice integration and transport of
mission critical voice, video and data from CBP edge devices or
systems.
COP Vision
• Unified View of all USBP Sensor Assets, to include:
• Sensor Fusion
• Sensor Correlation
• Video Analytics
• Video Management System
• Sensor Control
• Demonstrating GOTS Systems
• NOVETTA (AGEON) - Developed and paid for by the
Department of Defense (US Army) as GOTS software
• STARA (JPSC2) - Developed and paid for by the
Department of Defense (US Navy) this is GOTS software
Other U.S. Border Patrol PMOD Initiatives
• CBP is looking to enhance its security capabilities through
production-ready, non-developmental solutions (vs long term
design to specification development).
• Leveraging all acquisition alternatives, including GSA
Schedules, Interagency Agreements, SBIR, and the Commercial
Solutions Opening Pilot (CSOP) program (aka Section 880).
