Pakistan rice sellers lowered their quotes for parboiled rice by about $10 per ton to around $400 - $410 per ton
today. Other Asia rice sellers kept their quotes mostly unchanged.
5% Broken Rice
Thai 5% rice (of new crop) is quoted around $435 - $445 per ton, about a $35 per ton premium over Viet 5%
rice shown around $400 - $410 per ton. Thai 5% rice of the old crop is shown around $370 - $380 per ton.
Indian 5% rice is quoted around $405 - $415 per ton, about a $15 per ton premium over Pak 5% rice quoted
around $390 - $400 per ton.

Philippines Government to Form Inter-Agency Team to Combat Rice Smuggling

The Philippines government is planning to establish an inter-agency team to fight rice smuggling.The new team
will include representatives from the Department of Justice (DOJ), the Department of Agriculture (DOA), the

National Food Authority (NFA), and the Bureau of Customs (BOC), locals sources say. The National Bureau of
Investigation (NBI) chief says that coordinated efforts of different departments will help curb rice smuggling
into the Philippines.
Reducing rice imports is one of the goals of the government but high production costs and import tariffs lead to
entry of smuggled rice into the country. According to the BOC, the government loses a revenue of around P7
billion (around $154 million) annually due to rice smuggling.
Recently, the BOC said that it has to release seized shipments as the importers and alleged smugglers are
getting court injunctions as a part of a new strategy to get smuggled rice in to the country.

USDA Increases 2013-14 Global Rice Production Forecast to 471.1 Million Tons

The USDA has increased its forecast for 2013-14 global milled rice production to around 471.1 million tons,
up about 500,000 tons from its December 2013 forecast of 470.6 million tons, and up about 72,757 tons from an
estimated 471.02 million tons produced in 2012-13.
The USDA says that much of the increase in rice production this year is due to larger cultivated area which is
expected to reach a record 160.1 million hectares in 2013-14, up about 2% from around 157.4 million hectares
in 2012-13. However, average global rice yield is expected to decline to around 4.39 tons per hectare, down
about 1% from around 4.4 tons per hectare in 2012-13 because of adverse weather conditions in China and
India, the world's two largest rice producing countries.The USDA increased its 2013-14 rice production forecast
for Pakistan, the U.S. and Brazil. Pakistan's 2013-14 production forecast is up by around 400,000 tons to about
6.4 million tons due to better-than-expected monsoon rains and higher yields from the hybrid varieties.
The USDA increased the U.S. 2013-14 crop estimate by 154,000 tons to about 6.05 million tons due to slightly
higher area and yield. The agency also increased Brazil's 2013-14 rice production forecast by 100,000 tons to
8.3 million tons due to slightly larger area and an even higher record yield. The USDA also made small upward
revisions to Spain and Kazakhstan 2013-14 rice production estimates.The USDA also increased its 2013-14
global consumption forecast to a record 473.1 million tons, up about 200,000 tons from its December 2013
forecast of 472.9 million tons, and up about 4.7 million tons or about 1% from an estimated 468.2 million tons
in 2012-13. The USDA says that rice consumption in 2013-14 is expected to increase in Bangladesh, Brazil,
Cambodia, China, Egypt, India, Indonesia and Vietnam, but decline in Japan and South Korea.The USDA
increased its forecast for 2013-14 global ending stocks to 105.2 million tons, up 900,000 tons from its
December 2013 forecast of 104.1 million tons, but down about 1.9 million tons from 2012-13 stocks of 107.1
million tons. The U.S. agency increased its 2013-14 global ending stocks forecast for Pakistan, the Philippines
and Thailand, while it lowered its forecast for China, India, Indonesia, Vietnam and the U.S. The USDA
projects Thailand will have highest rice stocks in 2013-14 and Vietnam to carry lowest stocks. The USDA
slightly lowered the global stocks-to-use ratio for 2013-14 to 22.2%.

The USDA says that global rice trade is likely to reach a record 40.2 million tons in calendar year 2014, up
about 400,000 tons or about 1% from its December 2013 forecast of 39.8 million tons, and up about 1.9 million
tons or about 5% from 38.3 million tons in 2013. The U.S. agency increased Pakistan's 2014 export forecast to
3.4 million tons, up about 400,000 tons or about 13% from its December forecast of 3 million tons based a
larger crop. The USDA increased the Philippines 2014 rice import forecast to 1.4 million tons, up about
200,000 tons or about 16% from its December 2013 forecast of 1.2 million tons due to government plans to
improve rice buffer stocks.
The USDA projects Thailand's export prices for most rice varieties to continue to decline this year. Average
prices of Thailand's high-quality regular-milled white rice have declined by about 4% over the last one month,
while prices for medium- and lower-quality rice have declined by about 10% in the same period.

Cambodia Likely to Achieve One Million Tons Rice Export Target in 2015, Claims

Cambodia is close to achieving its goal of exporting one million tons of rice in 2015, according to the country's
Minister of Commerce.Cambodia exported 378,856 tons of rice in 2013, 84% more than around 201,899 tons in
2012. Cambodia’s rice exports have grown steadily since 2010 when the government targeted exports of one
million tons of milled rice by 2015. According to local sources, Cambodia exported around 105,000 tons of rice
in 2010; about 202,000 tons of rice in 2011; and about 206,000 tons of rice in 2012. Cambodia exported around
378,856 tons of rice in 2013, up about 84% from the previous year.A government report states that nearly 84
companies in Cambodia export rice to about 16 countries. Cambodia exports mostly to the EU nations.
According to the EU data, Cambodia exported around 195,544 tons of rice to the EU in Marketing Year (MY)
2012-13 (October - September), which is up about 79% from previous year. The EU's rice imports consist 16%
of Cambodian rice.
Cambodia’s Commerce Minister says that Cambodia rice is gaining popularity in export markets. The minister
says that Cambodian fragrant rice, which was awarded the world's best rice for two consecutive years, is famous
for its delicious flavor and has a good export market. The minister claims that Cambodia can produce about 9
million tons of paddy rice yearly, of which around 3 million tons of milled rice could be exported.However, the
USDA estimates Cambodia’s MY 2013-14 rice production to reach around 4.9 million tons (milled basis), up
about 6.5% from around 4.6 million tons in the MY 2012-13. Rice consumption in Cambodia is estimated at
around 3.8 million tons, while Cambodia’s rice exports are expected to increase to around 1 million tons in MY
2013-14, up slightly from around 975,000 tons in MY 2012-13.

Thailand Rice Farmers to Sue Caretaker Government Over Delayed Payments

Members of the Thai Rice Growers Association (TRGA) led by its president met the Lawyers' Council of
Thailand yesterday to file civil and criminal charges against the caretaker government, the Bank for Agriculture
and Agricultural Cooperatives (BAAC) and ministers, over delay in payments under the rice mortgage program
2013-14 (October – September).Some rice farmers in Thailand say the government has not paid them since
October 2013 and have threatened to join protesters if the government does not clear the payments with 7.5%
interest, according to local sources.The government's attempts to raise funds through the BAAC reserves have
failed as BAAC executives are against using the bank's funds to fund the rice mortgage program. However, the
Election Commission has left it to the government to decide over its debt restructuring program, a decision
which allows the government to raise a loan of 130 billion baht (around $3.95 million) to fund the rice mortgage
program.The Thai government declared a state of emergency in Bangkok and nearby provinces for 60 days to
control ongoing political unrest there. New elections are scheduled to be held on February 2, 2014.

Chicago rough rice futures for March delivery are currently paused 3 cents per cwt (about $1 per ton) higher at
$15.480 per cwt (about $341 per ton) as of 8:00am Chicago time. The other grains are seen mixed this morning
ahead of floor trading in Chicago: soybeans are currently seen about 0.3% lower, wheat was paused unchanged,
and corn is noted about 0.5% higher.U.S. stock index futures pointed to a flat open on Wall Street on
Wednesday, ahead of another busy day for quarterly earnings. The day will be a light for economic indicators,
with U.S. mortgage applications being the only major indicator to watch.
The Mortgage Bankers Association said its seasonally adjusted index of mortgage application activity, which
includes both refinancing and home purchase demand, rose 4.7% to 404.1 in the week ended Jan. 17. In Europe,
the world's political and economic leaders, including Treasury Secretary Jack Lew, have gathered for the World
Economic Forum in Switzerland, which starts on Wednesday. More than 2,500 participants are attending the
event, which is expected to focus on rising income disparity. U.S. stock index futures are currently trading
about 0.1% higher, gold is currently trading about 0.1% lower, crude oil is seen trading about 0.8% higher, and
the U.S. dollar is currently trading about 0.2% lower at 8:00am Chicago time.

Nigeria Targets 45% Increase in 2014 Dry Season Rice Crop

The Nigerian government is targeting to increase rice production in the 2014 dry season crop to around 1.6
million tons, up about 45% from around 1.1 million tons produced in the previous year.Dry season rice crop,
which usually begins in November – February, accounts for around 40 - 45% of total rice production of around
2.7 million tons in Nigeria. Government spending is increasing on dry season rice crop to help reduce rice
imports which currently stands at around 3 million tons. Last year, the government announced N9 billion (about
$57 million) to support dry season crop in the country, but has increased it by around 55% to N14 billion (about
$89 million) this year.
While funds will be used for increasing production of wheat and groundnut, most of the funds will be used to
provide rice seedlings, subsidized fertilizers and other inputs to boost rice production in key rice growing
states.The president says that government support for dry season crop in Nigeria should begin in October and
not in January to help farmers prepare well for planting. He has also promised better market facilities for
farmers to sell their rice. According to local sources, about 20 states are participating in dry season crop farming
this year, up from around 10 states in 2013.However, it is a challenge for Nigeria to achieve the targeted 100%
self-sufficiency in rice in 2015. According to the USDA, Nigeria consumes about 6 million tons of rice
annually, against a production of 2.7 million tons. Total imports in 2013-14 are estimated at around 3 million
tons. The Nigerian government hopes that dry season crop production will increase significantly this year and is
exploring possibilities to introduce more rice crops to help improve rice production.

Oryza Afternoon Recap – Chicago Rough Rice Futures Erase a Portion of
Yesterday’s Losses as Market Returns to Technically Supportive Territory

Chicago rough rice futures for March delivery settled 5.5 cents per cwt (about $1 per ton) higher at $15.505 per
cwt (about $342 per ton). Rough rice futures recovered a portion of yesterday’s losses and moved back above
the closely watched 20-day moving average. Today’s action has returned the market to technically positive
territory and provides a more supportive outlook for the remainder of the week’s trade direction. However; a
close below $15.450 per cwt (about $341 per ton) would be seen as a further bearish development.
The negativity provided by the other grains was absent today as the complex finished the day mixed; soybeans
closed about 0.1% lower at $12.7950 per bushel; wheat finished about 0.2% lower at $5.6125 per bushel; and
corn finished the day about 0.3% higher at $4.2625 per bushel.U.S. stocks traded mixed on Wednesday as Wall
Street appraised results from International Business Machines and others. The Dow Jones Industrial Average
declined 26.81 points, or 0.2%, to 16,387.63. The S&P 500 rose almost 2 points, or 0.1%, to 1,845.71, with
materials the weakest performer and energy the strongest of its 10 major sectors. The Nasdaq rose 18.20 points,
or 0.4%, to 4,243.95. The dollar edged higher against the currencies of major U.S. trading partners. The 10-year
Treasury note yield rose 2 basis points to 2.86%. Gold is trading about 0.2% lower, crude oil is seen trading
about 1.9% higher, and the U.S. dollar is seen trading about 0.1% higher at about 2:00pm Chicago

Oryza Rice Currency Analysis for Today – Argentina Peso Down 1.1%

U.S. dollar index was up +0.10% from the open today, when it traded at 81.181 at the close.
Euro was weaker -0.09% today by the close, trading around 1.3549 by end of day, after trading between an
intraday high of 1.3583 and low of 1.3535.
Thai baht was weaker -0.02%, trading at 32.922 at the close of business.
Indian rupee was stronger +0.11% at 61.8250.
Brazilian real was -0.54% weaker than the open at today’s close, when it ended at 2.3733 reais per dollar.
Pakistan rupee was +0.09% stronger at 105.4125.
Vietnamese dong was +0.02% stronger, trading at 21090.
Mexican peso was -0.32% weaker today, when it traded at 13.3148 pesos per dollar by the close of business
today.

Hold Out for Higher Prices

The U.S. cash market remains firm despite limited trade activity as sellers hold out for higher prices as supplies
tighten. Analysts contend that many buyers will likely have to pay up to get farmers to move their rice although
most insist that there is very little demand at the level most farmers are asking for. As of today, offers could be
found around $15.55-$16.66 per fob farm (about $343-$367 per ton), depending on where they are located in
the U.S. mid-South, for January through March shipment.Bids from larger mills were still said to be around

$15.00 per cwt (about $331 per ton) while bids for exporters increased to around $15.50 per cwt (about $342
per ton), both for January through March delivery, although there were still reports of smaller mills paying
between $16.00-$16.25 per cwt (about $353-$358 per ton) for delivery before April.In other news, the USDA
will delay the release of their weekly export sales data until Friday morning due to the MLK holiday on
Monday.

Italian Paddy Prices Hold Firm on Domestic Demand

The Italian paddy market is firm thanks only to the increase of Long A and medium paddy prices, demanded by
the domestic market. Yesterday at the Milan commodities exchange the quotes of varieties Vialone Nano,
Baldo e Roma increased 50 euros (about $67) per ton compared to the previous week, while Carnaroli increased
20 euros (about $27) per ton.
Export varieties are still pressed by competition from Asian rice, according to local sources; thus, there was
very little price movement for Long B and round rices; such varieties advanced only 5 euros (about $6) per ton
up and quotes remain down compared to one week ago.
For the current crop year, about 51% of Long A rice has been sold, while only about 37% of Long B and 37%
of round rice has been sold.

Start Young: Ghana Tries to Develop a Taste for Domestic Rice, Starting with
Schools

The Chief Executive of Ghana’s Kwaebibirim District, Emmanuel Osae, is encouraging rice producers in the
region to sell their grains directly to local schools under the School Feeding Programme. The area is making a
big push to improve consumption of domestic rice. The region is also working to improve rice
production. Several private milling companies have purchased de-stoning machines, and this has encouraged
rice
producers
to
promote
their
brands
locally.
Improving the quality of rice in Ghana is a concern of the national government, as well. While rice
consumption among the urban class is increasing, they tend to prefer Thai and U.S. rice. Ghana is estimated to
import about 575,000 tons in 2013-14, equivalent to over half of the nation’s annual consumption of about
900,000 tons.

nearly 5,000 tons of jasmine rice and the promise for future business.
South Korea typically imports mostly Thai, U.S. and Chinese rice, and this shift, while not large, may indicate a
growing trend. Cambodia exported nearly 379,000 tons of rice last year, according to government data. This is
an increase of 84% from the previous year.

Like 'White on Rice', or Rice for White?

Producers and suppliers of rice starch are pressuring customers to choose this natural additive over the artificial
color titanium dioxide that is commonly used in products such as chewing gum, sugar coated candies, printing
inks, toothpaste, plastics, papers, paint and more. Titanium dioxide gives these items their white
appearance.Although by some estimates titanium dioxide accounts for as much as 70% of the total production
volume of pigments worldwide, there has been some media publicity recently concerning its possible
classification as a carcinogen.
The International Agency for Research on Cancer has found no conclusive link but has classified it as a
“possibly carcinogen to humans.” Others are concerned about its possible link to asthma and Crohn’s
disease. While there is no scientific proof that the ingredient is dangerous to humans, “rice starch” might just
be a more consumer-friendly ingredient than “titanium dioxide.” With more customers gravitating toward
natural and organic products, it’s an optimal time for rice starch to market itself as a viable alternative to
titanium dioxide. While rice starch will increase production costs compared to titanium dioxide, it also has some
benefits. Rice starch granules are finer than most other starches which results in a finished coating that is
smoother and more even, making it excellent for confectionary and food products.

The National Bureau of Investigation (NBI) chief says that coordinated efforts of different departments will help curb rice smuggling into the Philippines. Reducing rice imports is one of the goals of the government but high production costs and import tariffs lead to entry of smuggled rice into the country. Tags: Philippines rice imports, Philippines rice smuggling USDA Increases 2013-14 Global Rice Production Forecast to 471.1 Million Tons Jan 22, 2014 The USDA has increased its forecast for 2013-14 global milled rice production to around 471.1 million tons, up about 500,000 tons from its December 2013 forecast of 470.6 million tons, and up about 72,757 tons from an estimated 471.02 million tons produced in 2012-13. The USDA says that much of the increase in rice production this year is due to larger cultivated area which is expected to reach a record 160.1 million hectares in 2013-14, up about 2% from around 157.4 million hectares in 2012-13. However, average global rice yield is expected to decline to around 4.39 tons per hectare, down about 1% from around 4.4 tons per hectare in 2012-13 because of adverse weather conditions in China and India, the world's two largest rice producing countries.The USDA increased its 2013-14 rice production forecast for Pakistan, the U.S. and Brazil. Pakistan's 2013-14 production forecast is up by around 400,000 tons to about 6.4 million tons due to better-than-expected monsoon rains and higher yields from the hybrid varieties. The USDA increased the U.S. 2013-14 crop estimate by 154,000 tons to about 6.05 million tons due to slightly higher area and yield. The agency also increased Brazil's 2013-14 rice production forecast by 100,000 tons to 8.3 million tons due to slightly larger area and an even higher record yield. The USDA also made small upward revisions to Spain and Kazakhstan 2013-14 rice production estimates.The USDA also increased its 2013-14 global consumption forecast to a record 473.1 million tons, up about 200,000 tons from its December 2013 forecast of 472.9 million tons, and up about 4.7 million tons or about 1% from an estimated 468.2 million tons in 2012-13. The USDA says that rice consumption in 2013-14 is expected to increase in Bangladesh, Brazil, Cambodia, China, Egypt, India, Indonesia and Vietnam, but decline in Japan and South Korea.The USDA increased its forecast for 2013-14 global ending stocks to 105.2 million tons, up 900,000 tons from its December 2013 forecast of 104.1 million tons, but down about 1.9 million tons from 2012-13 stocks of 107.1 million tons. The U.S. agency increased its 2013-14 global ending stocks forecast for Pakistan, the Philippines and Thailand, while it lowered its forecast for China, India, Indonesia, Vietnam and the U.S. The USDA projects Thailand will have highest rice stocks in 2013-14 and Vietnam to carry lowest stocks. The USDA projects Thailand's export prices for most rice varieties to continue to decline this year. Average prices of Thailand's high-quality regular-milled white rice have declined by about 4% over the last one month, while prices for medium- and lower-quality rice have declined by about 10% in the same period. Cambodia’s rice exports have grown steadily since 2010 when the government targeted exports of one million tons of milled rice by 2015. According to local sources, Cambodia exported around 105,000 tons of rice in 2010; about 202,000 tons of rice in 2011; and about 206,000 tons of rice in 2012. Cambodia exported around 378,856 tons of rice in 2013, up about 84% from the previous year.A government report states that nearly 84 companies in Cambodia export rice to about 16 countries. Cambodia exports mostly to the EU nations. According to the EU data, Cambodia exported around 195,544 tons of rice to the EU in Marketing Year (MY) 2012-13 (October - September), which is up about 79% from previous year. The EU's rice imports consist 16% of Cambodian rice. Cambodia’s Commerce Minister says that Cambodia rice is gaining popularity in export markets. The minister says that Cambodian fragrant rice, which was awarded the world's best rice for two consecutive years, is famous for its delicious flavor and has a good export market. The minister claims that Cambodia can produce about 9 million tons of paddy rice yearly, of which around 3 million tons of milled rice could be exported.However, the USDA estimates Cambodia’s MY 2013-14 rice production to reach around 4.9 million tons (milled basis), up about 6.5% from around 4.6 million tons in the MY 2012-13. Rice consumption in Cambodia is estimated at around 3.8 million tons, while Cambodia’s rice exports are expected to increase to around 1 million tons in MY 2013-14, up slightly from around 975,000 tons in MY 2012-13. Thailand Rice Farmers to Sue Caretaker Government Over Delayed Payments Jan 22, 2014 Members of the Thai Rice Growers Association (TRGA) led by its president met the Lawyers' Council of Thailand yesterday to file civil and criminal charges against the caretaker government, the Bank for Agriculture and Agricultural Cooperatives (BAAC) and ministers, over delay in payments under the rice mortgage program 2013-14 (October – September).Some rice farmers in Thailand say the government has not paid them since October 2013 and have threatened to join protesters if the government does not clear the payments with 7.5% interest, according to local sources.The government's attempts to raise funds through the BAAC reserves have failed as BAAC executives are against using the bank's funds to fund the rice mortgage program. However, the Election Commission has left it to the government to decide over its debt restructuring program, a decision which allows the government to raise a loan of 130 billion baht (around $3.95 million) to fund the rice mortgage program.The Thai government declared a state of emergency in Bangkok and nearby provinces for 60 days to control ongoing political unrest there. New elections are scheduled to be held on February 2, 2014. The Nigerian government is targeting to increase rice production in the 2014 dry season crop to around 1.6 million tons, up about 45% from around 1.1 million tons produced in the previous year.Dry season rice crop, which usually begins in November – February, accounts for around 40 - 45% of total rice production of around 2.7 million tons in Nigeria. Government spending is increasing on dry season rice crop to help reduce rice imports which currently stands at around 3 million tons. Last year, the government announced N9 billion (about $57 million) to support dry season crop in the country, but has increased it by around 55% to N14 billion (about $89 million) this year. While funds will be used for increasing production of wheat and groundnut, most of the funds will be used to provide rice seedlings, subsidized fertilizers and other inputs to boost rice production in key rice growing states.The president says that government support for dry season crop in Nigeria should begin in October and not in January to help farmers prepare well for planting. He has also promised better market facilities for farmers to sell their rice. According to local sources, about 20 states are participating in dry season crop farming this year, up from around 10 states in 2013.However, it is a challenge for Nigeria to achieve the targeted 100% self-sufficiency in rice in 2015. According to the USDA, Nigeria consumes about 6 million tons of rice annually, against a production of 2.7 million tons. Total imports in 2013-14 are estimated at around 3 million tons. The Nigerian government hopes that dry season crop production will increase significantly this year and is exploring possibilities to introduce more rice crops to help improve rice production. Rough rice futures recovered a portion of yesterday’s losses and moved back above the closely watched 20-day moving average. Today’s action has returned the market to technically positive territory and provides a more supportive outlook for the remainder of the week’s trade direction. However; a close below $15.450 per cwt (about $341 per ton) would be seen as a further bearish development. The negativity provided by the other grains was absent today as the complex finished the day mixed; soybeans closed about 0.1% lower at $12.7950 per bushel; wheat finished about 0.2% lower at $5.6125 per bushel; and corn finished the day about 0.3% higher at $4.2625 per bushel.U.S. stocks traded mixed on Wednesday as Wall Street appraised results from International Business Machines and others. The area is making a big push to improve consumption of domestic rice. The region is also working to improve rice production. Several private milling companies have purchased de-stoning machines, and this has encouraged rice producers to promote their brands locally. Improving the quality of rice in Ghana is a concern of the national government, as well. While rice consumption among the urban class is increasing, they tend to prefer Thai and U.S. rice. Titanium dioxide gives these items their white appearance.Although by some estimates titanium dioxide accounts for as much as 70% of the total production volume of pigments worldwide, there has been some media publicity recently concerning its possible classification as a carcinogen.
