Italy Paddy Quotes Stable; Vialone Nano Rally Finally Slows

The Italian rice paddy market is firm with quotes unchanged over the last week. There remains a large gap
between quotations of export and domestic varieties. The big rally for Vialone Nano quotes has stopped and
quotes are stable at elevated levels.
Below are farm gate paddy quotes from the Milan grain exchange, as of March 4:
Arborio-Volano rice is quoted 710-730 euros (about $975-1,002) per ton, unchanged from a week ago.
Balilla paddy is shown at 260-270 euros (about $357-370) per ton, unchanged from a week ago.
Lido and similar varieties are quoted 330-350 euros (about $ 453-480), up from 315-335 euros (about $ 432460) per ton.
Padano/Argo received no quotations; eight weeks ago it was shown at 570 euros (about $781) per ton. Already
93% of this paddy has been sold, so there is very low availability.
Vialone Nano is quoted 925-960 euros (about $1,265-1,313) per ton, unchanged from a week prior.
Thai Bonnet and similar varieties are indicated at 250-260 euros (about $344-357) per ton, unchanged from last
week.
Sant'Andrea is quoted 640-660 euros (about $878-906) per ton, unchanged from last week.
Ariete and similar varieties are shown 380-400 (about $521-549), up from 365-385 euros (about $501-528) per
ton.
Baldo is quoted 620-640 euros (about $851-878) per ton, unchanged from a week prior.
Roma is shown 640-670 euros (about $878-920) per ton; unchanged from last week.
Selenio is quoted 265-285 euros (about $363-391) per ton, unchanged from last week.

Last month, He Er’xiu passed away in her home in Wenshui Village in China. Her passing was peaceful,
surrounded by friends and family. She had six children, and a husband preceded her in death. She was also 117
years old and was thought to be the oldest woman in China.Born in January 1898, He Er’xiu claims that the
secret to her long life was regular exercise and drinking homemade rice wine. (Rice wine is a popular alcoholic
drink in parts of Asia and it’s been around for hundreds of years. See the end of this article for a recipe to make
your own at home!)
China isn’t the only country boasting supercentenarians (people at least 110 years old) – the oldest living person
just celebrated her 116th birthday in Japan on Wednesday.Misao Okawa, of Japan, says that eating, sleeping,
and learning to relax are the keys to a long life, and her favorite dish is sushi – particularly mackerel on vinegarsteamed rice. She celebrated her latest birthday with her children, grandchildren, and great-grandchildren – but
no word on whether that celebration included sushi.Scientists have long said that the Asian diet – heavy on fish,
vegetables, rice, and fruit – is the healthiest, and is likely the reason that Japan has 54,397 people living beyond
the age of 100, and the average life expectancy in the country is higher than in most Western countries (85.9 for
women and 79.6 for men).
To make rice wine:
1. Put four cups (or 32 ounces) of glutinous rice into a sauce pan. (You can use red glutinous rice for more
colorful results!)
2. Let the rice soak in hot water for at least one hour. (This step is debatable, and some brewers recommend
soaking overnight while others omit the step entirely.)
3. Drain the rice, and steam it for 25 minutes.
4. Drain the rice again, and rinse it with warm water.
5. Place ½ of a Chinese yeast ball into a bowl and crumble it roughly. (While some people make rice wine with
regular yeast, it’s really best if you can find the Chinese yeast balls at an Asian market because they include an
additional microbe that converts the starches in the rice to sugar so that the yeast can better metabolize it.)
6. Add the yeast to the warm rice and stir until mixed. At this point, you can add sugar, lime, or other fruits and
spices for flavoring.
7. Push the rice against the sides of the pan so that an indentation is in the middle.
8. Cover the pan with plastic wrap and secure a heavy towel around the sides of it.
9. Leave the pan in a warm place (a water-heater closet, an oven with the pilot light on) for 4-5 days. If the well
you made in the center of the rice is not full of liquid, let it sit a few more days.
10. Strain the rice through cheesecloth, squeezing the liquid into a jar.
11. Keep the lidded jar of wine in the refrigerator (lest it turn into rice wine vinegar!) and use the leftover
mashed rice (called wine lees) to make:
a. a milkshake (blend 1 tablespoon of lees, 1 stick of celery, half a carrot, and milk until it’s the consistency you
want)

b. glutinous wine chicken – or really any dish where you want an additional punch of flavor from a liquid
c. bread (3.5 cups of flour, 1 cup of diluted lees, 2 tsp of salt – mix it, knead it, let it rise twice, and bake at 400
degrees for 20 minutes)

Oryza U.S. Rough Rice Recap – Break in Futures Market Dampens Cash Demand

The U.S. cash market was quiet today after the futures market traded lower tampering interest in paying higher
prices.As of today, old crop offers were unchanged near $15.55-$16.11 fob farm (about $343-$355 per ton)
depending on where they are located and how quickly they could ship.
Bids from larger mills increased slightly today to around $14.75 per cwt (about $325 per ton) while bids for
exporters were unchanged near $15.55 per cwt (about $343 per ton), both for March delivery, although there are
still reports of smaller mills bidding around $16.00-$16.25 per cwt (about $353-$358 per ton) for prompt
delivery.

Oryza Rice Currency Analysis for Today – Brazil Real Up 1.1%

U.S. dollar index was down -0.07% from the open today, when it traded at 80.109 at the close.
Euro was weaker -0.10% by the close, trading around 1.3729 by end of day, after trading between an intraday
high of 1.3748 and low of 1.3708.
Thai baht was stronger +0.07%, trading at 32.309 at the close of business.
Indian rupee was +0.16% stronger at 61.7550.
Brazilian real was +1.11% stronger at the close of trading today, trading at 2.3190 reais per dollar.
Pakistan rupee was +0.52% stronger at 104.3067.
Vietnamese dong was stronger +0.01% at 21100.
Mexican peso was stronger +0.27% today, when it traded at 13.2463 pesos per dollar by the close of business
today.
Chinese yuan was stronger +0.24%, trading at 6.1286.
Argentine peso was weaker -0.13% at 7.8817 pesos per dollar.

Oryza Afternoon Recap – Chicago Rough Rice Futures Plummet amid Macro
Market Panic

Chicago rough rice futures for May delivery settled 19 cents per cwt (about $4 per ton) lower at $15.240 per
cwt (about $336 per ton). Rough rice futures plummeted once again today, adding to losses sustained on
Monday and bringing the weekly total to nearly 50 cents per cwt (about $11 per ton) since the opening of the
market Sunday evening. Today’s action is seen as follow-through selling after a brief pause during yesterday’s
session. The bears were successful in dragging prices to within 1 cent per cwt (about $0.22 per ton) of what had
been the price objective of $15.190 per cwt (about $335 per ton) provided by the lower Bollinger band.
The session’s development has provided further confirmation that the short term momentum has shifted to the
downside, however some traders point to the markets failure to breach the previously mentioned point of
support as a confirmation that downward potential is likely limited. Additionally spillover pressure from
neighboring pits likely added to negativity noted in the rice market as the other grains were also lower today as
the market suffered a complex wide selloff; soybeans closed about 0.2% lower at $14.2050 per bushel; wheat
finished about 0.2% lower at $6.4250 per bushel; and corn finished the day about 0.5% lower at $4.8200 per
bushel.

U.S. stocks were near unchanged on Wednesday, a day after the S&P 500 closed at a record high, as Wall Street
considered reports that had a measure of the service sector dropping and the private sector adding fewer-thanprojected jobs in February. The Dow Jones Industrial Average shed 23.92 points, or 0.2%, to 16,371.96. The
S&P 500 added nearly 2 points to 1,875.53, with energy hardest hit and financials faring best among its 10
major sectors. The index earlier rose 2.67 points to hit an intraday record 1,876.58. The Nasdaq added 10.52
points, or 0.2%, to 4,362.49. Gold is trading about 0.1% higher, crude oil is seen trading about 1.7% lower, and
the U.S. dollar is seen trading about 0.1% lower at about
1:00pm Chicago time.
Tuesday, there were 361 contracts traded, down from 1,011 contracts traded on Monday. Open interest – the
number of contracts outstanding – on Tuesday increased by 14 contracts to 7,403.

India Government Procures 24.6 Million Tons of Rice in KMS 2013-14 So Far;
Down 10% from Last Year

The Indian government has procured around 24.66 million tons of rice as of March 3, 2014 in the ongoing
2013-14 Kharif Marketing Season (October - September), which is down about 10% from around 27.3 million
tons procured during the same time last year, according to data from the Ministry of Consumer Affairs, Food
and Distribution.Top contributors to the central pool in the current KMS so far are Punjab (8.1 million tons),
Chhattisgarh (5.3 million tons), Andhra Pradesh (3 million tons), and Haryana (2.4 million tons).The Food
Corporation of India (FCI) and other state agencies have been directed to procure around 34.5 million tons of
rice during the 2013-14 KMS. However, procurement is expected to decline to around 32 million tons this year
due to late harvest and high market prices in the beginning of the KMS, according to the USDA Post. The
Indian government procured around 34.04 million tons in the 2012-13 KMS, down about 15% from the targeted
40 million tons.The Indian government procurement price stands at around Rs.1,310 per quintal (around $211
per ton) for common grade paddy and around Rs.1,345 per quintal (around $217 per ton) for Grade 'A' paddy in
KMS 2013-14.

India Northeastern State Assam Rice Farmers Achieve Higher Yields with Flood
Tolerant Varieties

Rice farmers in the northeast Indian state of Assam have achieved yields of up to 3 - 4 tons per hectare using the
Swarna Submergence-1 (SS-1) submergence-resistant paddy Seeds, which are an updated version of India's
popular flood tolerant hybrid rice variety 'Swarna'.The average rice yield in Assam stands at around 1.93 tons
per hectare, while the national average during is around 3.5 tons per hectare. However, floods often destroy the
entire rice crop in flood-prone regions of Assam.
The Assam Agriculture Department (AAD) began experimenting with the SS-1 seeds by distributing around
17,000 kilograms of seeds to farmers in the state's flood-prone districts during the June - July cultivation season
in 2012. The state managed to produce 5.2 million tons of rice during FY 2012-13 (April – March) and farmers
were impressed with this flood-tolerant variety. With increased output, the AAD has expanded the SS-1 variety
usage to 40,000 hectares of land mostly in flood-affected areas. With the SS-1 seeds, the AAD expects to
produce about 6.1 million tons in the FY 2013-14.SS-1 seeds were developed by the Philippines-based
International Rice Research Institute (IRRI) in collaboration with the Indian Council of Agricultural Research
(ICAR) in 2009. Scientists modified the 'Swarna' variety by introducing gene Sub1 (for submergence) that helps
plants survive under water up to two weeks, yet give higher yields.

The seeds have been tried in coastal districts of India's southern states Andhra Pradesh and Odisha, which are
mainly rained lands and are prone to floods.Scientists say the yield advantage of SS-1 variety increases as flood
severity worsens and can increase the yield up to 66% even after 13 days of flooding. The SS-1 seeds can yield
up to 3 - 3.5 tons per hectare when submerged for 13-15 days and up to 6 tons per hectare in normal conditions.

Bangladesh Rice Millers Complain About Unfairness in New Rice Packaging Norms

Local rice millers in Bangladesh are concerned about facing uneven competition with private rice importers
because of the new packaging norms imposed by the government.The Bangladesh government has made it
mandatory for local rice millers to sell rice in jute sacks from January 1, 2014. However, private importers are
allowed to sell rice in polyethylene bags, say local sources. Local rice millers say their costs have increased
sharply due to the new norms. While the price of a jute sack is Tk 70 (around $0.88), the price of a polyethylene
bag is only Tk 13 (around $0.16). "We will have to invest more to buy jute sacks. As a result, importers will
have an edge over us,” says the Convener of Bangladesh Auto Major and Husking Mill Owners Association. He
demands that the law should be binding on both millers and importers to avoid unfair competition.
Rice millers are already worried about the increasing private sector imports in the country due to high local
prices. The Food Ministry data shows that the country has imported 295,730 tons of rice until February 28,
2014 in the FY 2013-14 (July 2013 - June 2014). All the imports are by the private sector and the government
says it will not import any rice in this fiscal year. The country imported only 18,100 tons of rice during the same
period in the FY 2012-13, of which about 20% of rice was imported by the government while the remaining
was imported by the private sector.Data from Bangladesh's Customs Department branch in Benapole district of
Jessore state shows that the private importers imported 80% of the rice from India. "Imported rice is coming in

polyethylene bags. But maize and wheat are being imported in jute sacks," said Assistant Commissioner at
Benapole Customs. He confirmed that the government has not specified whether rice should be imported in jute
sacks. Benapole is the main land port for trade with India.

Vietnam Exports 331,480 Tons of Rice in January 2014; Down 37% from Previous

Month
Vietnam’s rice exports have declined sharply to around 331,480 tons in January 2014, down about 37% from around
526,995 tons of rice exported in December 2013, according to the USDA.Vietnam’s rice exports to Asia stood at 286,135
tons (around 86% of the total exports) in January 2014, down about 27.5% from 394,699 tons in December 2013. Rice
exports to Africa accounted for 16,022 tons (around 5% of total exports) in January 2014, down about 72% from 58,127
tons in December 2013.Vietnam’s rice exports to other destinations also declined sharply in January 2014.

Exports to Europe and CIS countries accounted for 3,371 tons (around 1% of total rice exports) in January,
down about 74% from 13,029 tons in the previous month. Rice exports to the Americas accounted for 25,148
tons (around 7.6% of total exports in the month) in January, down about 56% from 57,260 tons in December
2013, while rice exports to Australia declined around 79% to 804 tons in January 2014, down from 3,880 tons
in December 2013.In terms of grade, Viet 25% broken rice exports accounted for 198,034 tons (around 60% of
total exports in January), up about 34% month-on-month from 147,808 tons in December 2013.
Jasmine rice exports accounted for 41,111 tons (12.4% of total exports during the month), down about 65% mo-m from 117,857 tons in the previous month.Exports of other varieties of rice included 14,599 tons of 5%
broken rice (about 4% of total exports in January 2014), down 78.5% m-o-m from 68,007 tons in December
2013; 5,498 tons of 10% broken rice (about 1.7% of total exports in the month), down about 91% m-o-m from
62,356 tons; 41,071 tons of 15% broken rice (about 12.3% of total rice exports in January 2014), down about

38% m-o-m from 66,522 tons; 2,686 tons of 100% broken rice (about 0.8% of total rice exports during the
month), down about 64% m-o-m from 7,536 tons; and 19,678 tons of glutinous rice (about 6% of total rice
exports during the month) down about 62% m-o-m from 51,139 tons .

Oryza Overnight Recap – Chicago Rough Rice Futures Little Changed Overnight as
Negativity in Other Grains Limits Potential Gains

Chicago rough rice futures for May delivery are currently paused 0.5 cents per cwt (about $0.11 per ton) lower
at $15.425 per cwt (about $340 per ton) as of 8:00am Chicago time. The other grains are seen lower this
morning ahead of floor trading in Chicago: soybeans are currently seen about 0.2% lower, wheat was paused
about 0.2% lower, and corn is noted about 0.6% lower.U.S. stock index futures pointed to a slightly higher open
on Wednesday, with investors keeping one eye on Ukraine and another on the day's ADP employment report –
widely viewed as an indicator for the monthly non-farm payrolls number.
In addition, the non-manufacturing ISM index will be published at 10 a.m., and the employment subcomponent
may also provide some clues as to the direction of payrolls. At 2 p.m., the Federal Reserve will release the
March edition of its Beige Book its region-by-region assessment of the economy. Shares in Europe and Asia
traded cautiously on Wednesday, despite the threat of imminent conflict in Ukraine receding. Russian President
Vladimir Putin appeared to back away from military action in the Ukrainian region of Crimea on Tuesday and
U.S. Secretary of State John Kerry condemned Russia's aggression in a news conference in Kiev. U.S. stock
index futures are currently trading marginally higher, gold is currently trading about 0.1% lower, crude oil is
seen trading about 0.3% lower, and the U.S. dollar is currently trading about 0.1% higher at 8:00am Chicago
time.

WTO Unlikely to Oppose Philippines on Continuation of Quantitative Restrictions
on Rice Imports, Says DA

The Philippines Department of Agriculture (DA) says that the country is unlikely to attract World Trade
Organization (WTO) sanctions for continuation of quantitative restrictions (QRs) on rice imports despite the
expiration of the country's GATT-WTO preferential agreement in June 2012.In response to reports over
possible sanctions against the Philippines for continuation of QRs and the possibility of complaints from WTO
members, the Agriculture Undersecretary said the Philippine Mission to the WTO in Switzerland has confirmed
that there were no indications of any such complaints being filed with the WTO.

“I don’t think [we] need to worry because negotiations on access to our rice market are ongoing and
government negotiators are in talks with their counterparts from Australia, Canada, the United States and
Thailand,” the Agriculture Undersecretary said. “As of now there are no complaints filed before WTO against
the Philippines. No WTO member-country is questioning the Philippines’ implementation of quantitative
restrictions (QRs) on rice imports,” he added.There is a debate over the continuation of QRs on rice imports in
the Philippines. The Department of Justice (DJ) says that the Philippines government should stop QRs on rice
imports as it may violate WTO laws.Some World Bank representatives say that removing QRs on rice imports
could help reduce rice prices and eradicate poverty in the Philippines. However, farmer organizations favor
continuation of QRs for protection against unrestricted imports of less expensive rice.

Nigeria Rice Sector Stakeholders Resolve to Stop Rice Smuggling

The Rice Millers, Importers and Distributors’ Association of Nigeria (RIMIDAN), along with rice distributors,
importers and security agencies in Nigeria have resolved to stop rice smuggling into the country.According to
local sources, RIMIDAN and other stakeholders have issued a communiqué about sanitizing Nigeria's rice
sector. The communiqué also resolves to alert government agencies such as the Nigeria Customs Service,
special fraud unit of Nigeria Police, and the Economic and Financial Crimes Commission (EFCC) about
activities involving smuggling of rice.The stakeholders of the rice sector in Nigeria met in Lagos recently to
find ways to stop rice smuggling through land borders, particularly from the borders of Republic of Benin. They
have resolved to ensure that every issue related to rice policy such as high tariffs, improved value chain and
boosting food sufficiency under the Federal Government's agricultural agenda would be taken to the
government's notice and would be dealt with in a more transparent manner."Federal Government had assured
that it would soon resolve every contentious issue in the rice business in order to boost the economy and make
those in the sector to survive," says the President of RIMIDAN. “We want zero-tolerance on rice smuggling.
The leadership of the distributors are ready to work with us, importers can now import legally, while millers and
rice farmers should fully be back to business,” he adds.
Rice smuggling is causing several billions of revenue losses to the Federal Government. The government has

Government of Nigeria is planning to ban rice imports from 2015 to encourage domestic production. Currently,
Nigeria produces around 2.8 million tons of rice and imports around 3 million tons of rice annually. The
country’s annual rice consumption needs are at around 6 million tons, according to the USDA.

There remains a large gap between quotations of export and domestic varieties. The big rally for Vialone Nano quotes has stopped and quotes are stable at elevated levels. Below are farm gate paddy quotes from the Milan grain exchange, as of March 4: Arborio-Volano rice is quoted 710-730 euros (about $975-1,002) per ton, unchanged from a week ago. Balilla paddy is shown at 260-270 euros (about $357-370) per ton, unchanged from a week ago. Lido and similar varieties are quoted 330-350 euros (about $ 453-480), up from 315-335 euros (about $ 432460) per ton. Padano/Argo received no quotations; eight weeks ago it was shown at 570 euros (about $781) per ton. Already 93% of this paddy has been sold, so there is very low availability. Vialone Nano is quoted 925-960 euros (about $1,265-1,313) per ton, unchanged from a week prior. Thai Bonnet and similar varieties are indicated at 250-260 euros (about $344-357) per ton, unchanged from last week. Sant'Andrea is quoted 640-660 euros (about $878-906) per ton, unchanged from last week. To make rice wine: 1. Put four cups (or 32 ounces) of glutinous rice into a sauce pan. (You can use red glutinous rice for more colorful results!) 2. Let the rice soak in hot water for at least one hour. (This step is debatable, and some brewers recommend soaking overnight while others omit the step entirely.) 3. Drain the rice, and steam it for 25 minutes. 4. Drain the rice again, and rinse it with warm water. 5. Place ½ of a Chinese yeast ball into a bowl and crumble it roughly. (While some people make rice wine with regular yeast, it’s really best if you can find the Chinese yeast balls at an Asian market because they include an additional microbe that converts the starches in the rice to sugar so that the yeast can better metabolize it.) 6. Add the yeast to the warm rice and stir until mixed. At this point, you can add sugar, lime, or other fruits and spices for flavoring. 7. Push the rice against the sides of the pan so that an indentation is in the middle. 8. Cover the pan with plastic wrap and secure a heavy towel around the sides of it. 9. Leave the pan in a warm place (a water-heater closet, an oven with the pilot light on) for 4-5 days. If the well you made in the center of the rice is not full of liquid, let it sit a few more days. 10. Strain the rice through cheesecloth, squeezing the liquid into a jar. 11. Oryza Afternoon Recap – Chicago Rough Rice Futures Plummet amid Macro Market Panic Mar 05, 2014 Chicago rough rice futures for May delivery settled 19 cents per cwt (about $4 per ton) lower at $15.240 per cwt (about $336 per ton). Rough rice futures plummeted once again today, adding to losses sustained on Monday and bringing the weekly total to nearly 50 cents per cwt (about $11 per ton) since the opening of the market Sunday evening. Today’s action is seen as follow-through selling after a brief pause during yesterday’s session. The bears were successful in dragging prices to within 1 cent per cwt (about $0.22 per ton) of what had been the price objective of $15.190 per cwt (about $335 per ton) provided by the lower Bollinger band. The session’s development has provided further confirmation that the short term momentum has shifted to the downside, however some traders point to the markets failure to breach the previously mentioned point of support as a confirmation that downward potential is likely limited. Additionally spillover pressure from neighboring pits likely added to negativity noted in the rice market as the other grains were also lower today as the market suffered a complex wide selloff; soybeans closed about 0.2% lower at $14.2050 per bushel; wheat finished about 0.2% lower at $6.4250 per bushel; and corn finished the day about 0.5% lower at $4.8200 per bushel. U.S. stocks were near unchanged on Wednesday, a day after the S&P 500 closed at a record high, as Wall Street considered reports that had a measure of the service sector dropping and the private sector adding fewer-thanprojected jobs in February. The Dow Jones Industrial Average shed 23.92 points, or 0.2%, to 16,371.96. The Indian government has procured around 24.66 million tons of rice as of March 3, 2014 in the ongoing 2013-14 Kharif Marketing Season (October - September), which is down about 10% from around 27.3 million tons procured during the same time last year, according to data from the Ministry of Consumer Affairs, Food and Distribution.Top contributors to the central pool in the current KMS so far are Punjab (8.1 million tons), Chhattisgarh (5.3 million tons), Andhra Pradesh (3 million tons), and Haryana (2.4 million tons).The Food Corporation of India (FCI) and other state agencies have been directed to procure around 34.5 million tons of rice during the 2013-14 KMS. However, procurement is expected to decline to around 32 million tons this year due to late harvest and high market prices in the beginning of the KMS, according to the USDA Post. Tags: India rice procuremeent India Northeastern State Assam Rice Farmers Achieve Higher Yields with Flood Tolerant Varieties Mar 05, 2014 Rice farmers in the northeast Indian state of Assam have achieved yields of up to 3 - 4 tons per hectare using the Swarna Submergence-1 (SS-1) submergence-resistant paddy Seeds, which are an updated version of India's popular flood tolerant hybrid rice variety 'Swarna'.The average rice yield in Assam stands at around 1.93 tons per hectare, while the national average during is around 3.5 tons per hectare. However, floods often destroy the entire rice crop in flood-prone regions of Assam. The Assam Agriculture Department (AAD) began experimenting with the SS-1 seeds by distributing around 17,000 kilograms of seeds to farmers in the state's flood-prone districts during the June - July cultivation season in 2012. The state managed to produce 5.2 million tons of rice during FY 2012-13 (April – March) and farmers were impressed with this flood-tolerant variety. With increased output, the AAD has expanded the SS-1 variety usage to 40,000 hectares of land mostly in flood-affected areas. With the SS-1 seeds, the AAD expects to produce about 6.1 million tons in the FY 2013-14.SS-1 seeds were developed by the Philippines-based International Rice Research Institute (IRRI) in collaboration with the Indian Council of Agricultural Research (ICAR) in 2009. However, private importers are allowed to sell rice in polyethylene bags, say local sources. Local rice millers say their costs have increased sharply due to the new norms. While the price of a jute sack is Tk 70 (around $0.88), the price of a polyethylene bag is only Tk 13 (around $0.16). "We will have to invest more to buy jute sacks. As a result, importers will have an edge over us,” says the Convener of Bangladesh Auto Major and Husking Mill Owners Association. He demands that the law should be binding on both millers and importers to avoid unfair competition. Rice millers are already worried about the increasing private sector imports in the country due to high local prices. The Food Ministry data shows that the country has imported 295,730 tons of rice until February 28, 2014 in the FY 2013-14 (July 2013 - June 2014). All the imports are by the private sector and the government says it will not import any rice in this fiscal year. The country imported only 18,100 tons of rice during the same period in the FY 2012-13, of which about 20% of rice was imported by the government while the remaining was imported by the private sector.Data from Bangladesh's Customs Department branch in Benapole district of Jessore state shows that the private importers imported 80% of the rice from India. The communiqué also resolves to alert government agencies such as the Nigeria Customs Service, special fraud unit of Nigeria Police, and the Economic and Financial Crimes Commission (EFCC) about activities involving smuggling of rice.The stakeholders of the rice sector in Nigeria met in Lagos recently to find ways to stop rice smuggling through land borders, particularly from the borders of Republic of Benin. They have resolved to ensure that every issue related to rice policy such as high tariffs, improved value chain and boosting food sufficiency under the Federal Government's agricultural agenda would be taken to the government's notice and would be dealt with in a more transparent manner."Federal Government had assured that it would soon resolve every contentious issue in the rice business in order to boost the economy and make those in the sector to survive," says the President of RIMIDAN. “We want zero-tolerance on rice smuggling. The leadership of the distributors are ready to work with us, importers can now import legally, while millers and rice farmers should fully be back to business,” he adds. Rice smuggling is causing several billions of revenue losses to the Federal Government. The government has given a mandate to RIMIDAN and other stakeholders to take appropriate steps to combat smuggling. The stakeholders have agreed to work together to make the country's rice sector more competitive.The Federal Government of Nigeria is planning to ban rice imports from 2015 to encourage domestic production. Currently, Nigeria produces around 2.8 million tons of rice and imports around 3 million tons of rice annually. The country’s annual rice consumption needs are at around 6 million tons, according to the USDA.
