reality. This is the logical conclusion,
after evaluating, deciding, visioning,
planning, applying for funds and
finding the financial resources of
a project.

heads of departments and other government offices, and
representatives from non-governmental organizations within the
regions for purposes of administrative decentralization to strengthen
the autonomy of the units therein and to accelerate the economic
and social growth and development of the units in the region”;

undertaken with the extensive and active participation and
support from, and coordination of, various government

7. ▪SECTION 2. Reorganization of the Regional Development
Council.
To carry out the aforesaid policy, the Regional
Development Council, hereafter referred to as the Council,
is hereby reorganized and strengthened. The Council shall
be the primary institution in the region which shall set the
direction of economic and social development of the region
and through which regional development efforts shall be
coordinated.
