2014 Annual Report provides an overview of the work of Society for Empowering Human
ResourcefromJanuary2014 December2014.
The Report covers the work of SEHER on different core thematic areas i.e. child Protection,
community development, education, Health, training, advocacy, women empowerment,
Gender, Economic empowerment, under trial Prisoners & juveniles rights; besides Glimpse of
SEHERJourneytowardsinstitutionalization.

Will he (she) gain anything by it? Will it restore him (her) to a control over his (her) own life and destiny? In other words,
will it lead to freedom for the hungry and spiritually starving millions? Then you will find your doubts and yourself melt

I have been involved directly and indirectly with
SEHER for more than a decade, I witness to
SEHER emergence are from a “Bear Hands” to a
one of the leading organization not only at
provincial but also a national level. It is really a
matter of proud that a organization, which spring
out with the idea of “empowering poor” is today
a very strong voice and a platform for. SEHER's
very dynamic and energetic leadership along
with very dedicated and zealous team applied
the dream in reality on ground and demonstrated
that SEHER is true advocate and platform for
deprived, vulnerable and marginalized people

Warm Greetings,
The annual report of SEHER for
the year 20014 opens up yet
another chapter of unmatched
success in the field of social and
development sector for the poor,
marginalized people.The broad
spectrum of activities and their
success rate speak volumes about
dedicated work taken up by the
team members of SEHER under
the inspiring leadership of Abdul
Wadood, Executive Director of the
organization.
SEHER has made gigantic strides
since its inception including in the
year 2014.The organization is
marching ahead each year being
more eventful than the previous
one.There is still a lot to be done
and I am confident that if we
continue to invest time and energy
with the same zeal, we will
definitely make a difference in the
lives of those we aim to serve.
This will only be possible with the
support of friends, our well
wishers, donors, volunteers and
employees to bring qualitative
change in the lives of marginalized
people, let me acknowledge their
support and cooperation the past
which really made SEHER more
than just an NGO and would like
to hope that this support would
remain in future too. I am really

SEHER means the Dawn/ hope in

My believe that if we really want perceptual growth, paradigm shift
and survival of the individual, organization, community and society,
empower people build up succession at each level and give them
responsibilities, “it is also to be remembered that Stars come up
when the sun goes down”. Give others chance and deliberately “go
off the scene” sometimes to allow others to take “charge” and
assume responsibility. In other words Chinese saying better reflects
my feelings, if the “apprentice doesn't turn out better than the
Mentor” then both have failed.

Dear Reader,
I am deeply honored to take this
opportunity to express on behalf
of SEHER, Indeed it is with a lot of
pride and satisfaction that I share
the Annual Report 2014 with you.
SEHER has come a long way since
its inception.All of this has been
possible only with your unstinting
support and truly belief in SEHER's
initiatives.
SEHER has done appreciable work
and has contributed enormously
towards the sustainable
development having multiplier
effects.Through its endeavors it
has had a lasting impact on the
growth of the sector. Since its
inception, SEHER has been
committed to reaching out to the
deprived, oppressed people living
portentous life. Besides, at
institutional level, the year was one
of growth for us, where
institutional plan, Program
Development P&Ps, MIS dashboard
system have developed and
functionalized. SEHER environment
has changed enormously, with
emerging development approaches
based on learning, rich experience
and new norms. SEHER has
developed a mechanism to
reexamining ourselves, further
found a way to strengthen more
our work to create sustainable long
term social, political and
economical change.
In 2014, SEHER has continued to
play a key role as a convener
thought leader and platform for
Boastal Institute, SEHER takes an
active role in bringing the
parlimantarian on one single table
and remained successful in
sensitization and mobilization of
the palminaterians in order to pass
the Brostal Institute Bill, indeed
that is SEHER's biggest achievement
in the history of Balochistan. I
didn't stop here, with the SEHER's
pursuance and effort a
implementation mechanism is part
in place through notifying “ Brostal
institution implementation &
monitoring committee” which will
ensure the implementation and
execution of the relevant law, on
top of all this SEHER's is the only
NGO which is its member.
In 2014 SEHER faced number of
challenges,. In a challenging and
changing external environment,
SEHER's use the best mitigating
strategies to cope with it.
Lastly, I take this opportunity to
express my wholeheartedly sincere
and special thanks to our strategic
partners, donors, alliances and
consochoem partners for their
constant support and
encouragement.They have played
an important part in enriching
SEHER's journey. I also offer my
appreciation and thanks to the
political leaders, government
officials, jail authorities and civil
society members for their
cooperation and support which
really enabled us to meet the
desired level.

Society for Empowering Human
Resource (SEHER) a National
NGO established on May, 28th
1998 and registered under
Society Act 1860, by a group of
youth sharing a common aim and
commitment to address human
misery with a special focus on
vulnerable segment of society i.e.
women, children, minorities,
refugees, disable/abused and the
poorest of the poor.SEHER,being
a right based social reformatory
organization, adopts a holistic
approach towards right based
d eve l o p m e n t i n i t i a t i ve s
upholding the human rights.
SEHER uses rigorous approach
by analyzing the various aspects
that contribute to oppression,
injustice, violence, vulnerability,
discrimination,abuse and poverty
in the society while treating the
survivor (s) as “subjects of the
change process”.
SEHER is guided by a vision of a
society where poorest of the
poor, marginalized, socially
excluded and never reachable are
empowered to overcome their
miseries/poverty, social, political
and economic burdens and enjoy
equal human rights and
opportunities to lead a life of
dignity and self-fulfillment. To
achieve such a gigantic task and
multi-dimensional vision SEHER
as an NGO may not be the sole
remedial force, it would need to
pursue the strengthening of intra-
organizational capacities through
partnerships, alliances building,
advocacy efforts, campaigns and
program cooperation at
operational as well as policy levels.

H HEADLINE OFTHEYEAR 2014
The“Street ChildWorld Cup 2014” is an international platform that advocates the rights of children living in the streets.It was initiated by a charity based in the UK
calledAmosTrust.The first football tournament was held at Durban,SouthAfrica in 2010.Each team had 9 members,6 boys and 3 girls,aged between 14 and 16 years.
The second was held thisApril in Rio de Janeiro,Brazil where 230 children from 19 countries participated.This time there were separate teams for boys and girls.A
festival of art and conference has also taken place alongside on both occasions.
The PakistaniTeam
The team comprises of “Faizan Fayyaz”, Mehr Ali, Sameer Ahmed,Aurangzeb Baba,Abdul Raziq, Owais Ali, Salman Hussain, Rajab Ali and Muhammad Shoaib.
Fayyaz Fayyaz is from Quetta while the others are from Karachi.They were top of the group in the preliminary round.Then they won the quarter-final against
Philippines on penalties but lost the semi-final against Burundi.However they beat USA on penalties to win third place.Their achievement has also won them a place in
the hearts of the nation…

give my five minutes to her, when is
saw her I felt pang of pain, she was so
kind, her each word penetrated in my
heart and soul and she took me to the
organization called “SEHER”
Protection centre, where I was given
respect, I found myself in a shelter
where I have found compel children
effected by the society, a place where
we can smile together, laugh together
and weep together, when I was worry
people are there to clean my tears,
when I was sick I have a cure, oho my
god, how lucky I was to read and
write, to avail the chances to
participate in recreational activities, I
have footballer bugs in me that
compels me and I started practicing in
the ground, the first ever gift I have
given by the organization was football,
and that was my first flight, SEHER has
given me the wings to fly and the
journey begins I work harder and
people supported me, once I
remembered that when the talent
hunt was started in my city, SEHER
nominated me to participate and I
participated, indeed, my dreams comes
true and I become Pakistani Ronalado,
people loves to see my glimpse when I
performed in the ground, the clapping
the sounds effects just take me higher
and higher and someone whisper in
my ears that, change yourself your fate
will change, indeed; the great pleasure
of life is doing what the people say you
cannot do.
I believe I can fly, I believe I can touch the sky

I am the king I have a crown in my
heart not on my head, I am what I am,
I do what I wanted to do, I see what I
wanted to see, I believe what I wanted
to believe, I achieve what I wanted to
achieve, that's me, said Faizan.A young
energetic boy having keen and deep
brown eyes full of colorful dreams,
passionate to change, extrovert by
nature, introvert by nurture, believer
like an angle, visionary like a leader
was the most vulnerable child belongs
to the subjugated Christian family
survivor of Commercial sex, induce to
live portentous life.
I become the champ today, having a
Pakistan green color on my shoulder. I
am honored to present Pakistan
internationally and reached in quarter
final and won but lost the game in
semi final “Street children World Cup”
in the history of Pakistan, while
speaking tears were in his eyes he said,
I am something now but my feet is
still on ground, and my chin is high
with pride, I am thankful to God that,
his blessed clouds poured water of
wisdom and respect on me, I know
from where I belongs to, the lighting,
the cameras the media, the political
icons the prominent public figures all
around me, I am just centered of their
attention, It is reveled on me that this
is all just a fame for few days and will
perish sooner or later but it will one
day , he said every hero become a
zero at last and every zero become
the hero, like I am today, Faizan said.
He added that, since my childhood I
was being used by the wicked,
ominous and hatred people who
touched and played with my body
badly and brutally. Consciously and
unconsciously I was forced to do what
I really do not wanted to do, my heart,
my soul, my mind and my body was
broken day by day, night by night I feel
the pain, still I saw dreadful dreams
that made me sick, but now I am
capable enough to cope with it.
I do remember the day when young
lady come to me, having deep respect
in her eyes, and said calmly, my brother
you look so upset, do you mind If I ask
you something, I replied angrily, I don't
need you, I don't need any one just go
away, I shouted on her, she said okay
brother fine, I am leaving and
tomorrow I will come to see you
again, the very next day she came
again with the smile and asked me to

Geographically Balochistan is the largest province of Pakistan with scattered
population of 7.0 million approximately.It has 30 districts and population is found
densely in some of the districts such as Karachi,Quetta (Provincial Capital),Pishin,
QilaAbdullah,Qillah Saifullah,Sibi,Loralai and Khuzadar.Most populated districts
of Balochistan are covered under the umbrella of SEHER's geographical coverage
where inhabitants belonging to different ethnicities and cultural backgrounds.
From 30 districts of Baluchistan 12 districts i.e.Gwadar,Lesbella,Mastung,Quetta,
Chaghi, Naseerabad, Qillah Abdullah, Qillah Saifullah, Zairat, Loralai, Kachi (Bolan
and Jaffarabad.Apart from 4 regional offices,SEHER has its Head Office in Quetta
and a National office in Islamabad and provincial office in Karachi and KPK.

1) Develop a sustainable livelihood model to alleviate poverty using participatory approach for empowerment of poorest of the poor.
2) Rehabilitation of children and women in difficult circumstances and strengthening Right-Bases support system for prevention and protection of
children/women from all form of violence,abuse and negligence.
3) Rehabilitation of survivor of Sexual/Gender BasesViolence,CSEC,trafficked,abused,discriminated,bounded labor children and women.
4) Provision of legal services to the vulnerable women,children,minorities,refugees including juveniles/foreignAct prisoners,trafficked/smuggled

Ms. Rukhsana Ahmed Ali:-
Ms.RukhsanAhmedAli is the Chairperson of Society for Empowering Human Resource (SEHER).Her affiliation with SEHER as a chairperson is
since 16th May,2013.She has been performing apivotal role in the development sector as she is renowned Social worker.She works as an upper
umbrella along with eight board members.Her responsibilities are to ensure Organizational Governance,Assurance of Executive Performance,
Board Governance and linkages with members.
Mr.Dostain Jamal-ud-Din
Mr.Dostain Jamal-ud-Din holds the SeniorVice Chairperson designation in Society for Empowering Human Resource (SEHER).His membership
with SEHER is since 16th May,2013.He is a Ph.D holder and by occupation works in Civil Services [Chairman Gawadar DevelopmentAuthority]..
He is entitled to enjoy all authorities and perform duties in the absence of Chairperson.
Ms.Siddiqa Khan:-
Ms.Siddiqa Khan is elected as a JuniorVice Chairperson for Society for Empowering Human Resource (SEHER) since 16th May,2013.She holds
prominent status as a Producer in radio Pakistan.In absence of SeniorVice Chairperson she would carry out all the responsibilities and enjoy all
authorities.
Mr.Dr.Muhammad JavedMuqeem:-
Mr. Dr. Muhammad JavedMuqeem by profession is Corporate Manager and holds Ms.c degree from U.K. His affiliation with Society for
Empowering Human Resource is since 16th May, 2013. His designation is Joint Secretary of both General Body (GB) and Board of Directors
(BOD). He is responsible to call meeting with the approval of Chairperson,to prepare performance sheets,minutes and decisions of meetings.

Ms.HussanAra Magsi:-
Ms.HussanAraMagsi is Joint Secretary General with Society for Empowering Human Resource (SEHER) for the last three years.By profession
she is a Professor and holds Ph.D.Her responsibilities are to conduct the annual audit,present income and expenditure report to the cabinet,
keep the records of all membership fee,gifts and donations.She is also Co-signatory with the Chairperson in SEHER main account.
Mr.Syed Ghulam Muhammad:-
Mr.Syed Ghulam Muhammad has been affiliated with Society for Empowering Human Resource (SEHER) for the last two years as aTreasurer.He
is responsible to extend support to SEHER lawyer forum being legal advisor,ensure organizational imaging in media and promoting all SEHER's
objectives at all platforms.
Mr.Dr.Irfanullah Khan:-
Mr. Dr. Irfanullah Khan is Finance Affairs Secretary for Society for Empowering Human Resource (SEHER). His responsibilities are to assist
Secretary General whenever required,keep accurate record of all documentation of Board of Directors and General Body.Also in the absence of
Joint Secretary he would carry out the responsibilities.
Mr.Muhammad Faheem:-
Mr.Muhammad Faheem is a business man by profession.His qualification is MA(I.R) and LLB Forestry.His total personal experience is of eleven
years.He has been affiliated with Society for Empowering Human Resource (SEHER).He is designated as Press and LegalAffairs member in BOD.
His responsibilities are to assist Secretary General, maintain accurate record of all documentation of BOD and GB and in absence of Joint
Secretary he will write the minutes of meetings.
Ms.MehwishRoshni:-
Ms.MehwishRoshni is a School Principal.Her qualification is B-Pharmacy MBA.Her personal experience is of 27 years.She is designated as Office
Secretary. Her responsibilities are to assist Secretary General whenever required, keep accurate record of all documentation of Board of
Directors and General Body.Also in the absence of Joint Secretary she would carry out the responsibilities.

The Involvement of youth both as a benefactors and

SEHER initiative are aimed and focused are protecting and
empowering children,girls and youth adults,thus over the years a
conscious efforts has been to involve more and more youth into
the programs and to build their capacities to enable them to work
as service provider and care giver under the purview of such
imitative. It has been observed that the youth are essentially the
front runners in all social exercises as they have uninhabited mind

In 2014, we extended support to over 8000 direct

ILAC
Refuges are the dilemma of any
country, particularly for the developing
country like Pakistan, the history of
the afghan in Pakistan is to long, they
are residing in Pakistan since 1980?s
when the Soviet Union invade
Afghanistan and hence started a war
which led millions of Afghan refugees
to the neighboring countries in which
Pakistan bears the most number of
refugees.Afghan refugees were facing
number of problems in terms of
residence, identity, health, education
or food and for their assistance many
local, national and international
Project Background:- agencies worked to provide assistance
to the refugees. ILAC provides basic
information to Afghans about their
rights and obligations, about tripartite
agreement, PoR card provision and
importance, education, health and also
provides them legal education and
assistance. SEHER is working on ILAC
project since 2010 in collaboration
with CRS. ILAC project has three main
components i.e Information
dissemination, Legal aid and capacity
building of law enforcement agencies.
SEHER reach out to refugee
communities through Community
meetings, workshops and Door to
Door visits in which the community
became aware about their rights and
obligations, give them information
about POR card modification/renewal.
The project is aimed to take on board
the law enforcement agencies as they
have a direct link with Afghan refugees.
Law enforcement officials are trained
on Human rights, refugee rights and
Pakistani law about refugees. SEHER
also provides legal aid to those
Afghans who are arrested under
foreigner act and having POR card.
CRS-Pakistan is implementing the
Information and Legal Assistance
Center (ILAC) Project, in partnership
with Society for Empowering Human
Resource (SEHER), in Killa Saifullah,
Loralai, Pishin and Quetta districts of
Balochistan Province using CRS Private
Funds.
During the FY14 ILAC team reached
47200 individuals [21780-women and
25440 men] (overall from October
2013 to September 2014 through
project activities.As the result of
community workshops, outreach
activities, community meetings, training
for law enforcement authorities
Afghan community and Law
enforcement authorities has increased
level of understanding of the rights of
refugees.Through continuous outreach
in Afghan populated areas ILAC has
built strong relationship with
community members and with law
enforcement authorities including
other government officials and is well
prepared to provide accurate
information about the on-ground
realities of Afghan refugees. Ongoing
coordination and cooperation with
legal authorities has resulted strong
relationships which have proved
essential in serving the needs of
Afghans POR card holders especially
those who are detained.

Community meetings: The project
team conducted 288 community
meetings (137 meetings with women
and 151 meetings with men) at both
ILAC centers in Loralai and Quetta
with 5,405 Afghans (2,491 women and
2,914 men).Topics included were:
ILAC services, Refugee Rights and
Obligations, the Tripartite Agreement
and the parties involved,Voluntary
Repatriation as needed, location and
processes of PoR Card Modification
(PCM) Center, Proof of Registration
(PoR) card related rights and its
importance, the extension of Afghans'
legal stay in Pakistan until 31-Dec,
2015, and the current security
situation of the area.
Community workshops:
LAC team conducted 283 Afghan
community workshops (140 for
female and 143 for male) with 4,567
Afghans (2,279 female and 2,288
males).The post workshop evaluations
have shown that 242 out of 283
workshops score more than 85% and
41 workshops were less than 85%.

information to 16,745 males to
provide information and awareness to
refugees on ILAC services, Refugee

The team conducted 4,107 door to
door visits, serving 17,010 females to
provide information and awareness to
refugees on ILAC services, Refugee
Rights and Obligations, the Tripartite
Agreement and the parties involved,
Voluntary Repatriation as needed,
location and processes of PoR Card
Modification (PCM) Center, Proof of
Registration (PoR) card related rights
and its importance, the extension of
Afghans' legal stay in Pakistan until 31-
Dec, 2015.
Radio Programs:
20 Radio program broadcasted to
disseminate information on a broader
level among various segments
regarding refugee rights and
obligation, PoR card related rights and

LEATraining:
During reporting period 48 capacity
building sessions conducted for Law
Enforcement Agencies (LEAs) officials
on the topics of Current status of
Afghans in Pakistan, what is PoR card
and rights associated with PoR cards,
refugee rights/obligation, difference
between asylum seeker and refugees
and 1951 convention so that the
officials take informed decision
regarding the arrested Afghans, out of
48 capacity building sessions 46 scored
more than 85% and 02 session were
less than 85%.
Arrest Detail:
During reporting period 2,994 Afghans
were arrested under Foreigner Act.
The team conducted short interviews
with the arrestees in police/levies/FIA
to find any persons of concern, and
provided them counseling for
informed decisions. Out of 2,994
arrested, 62 were PoR card holders
and 2,932 were non PoR, Out of the
62 PoR card holders 33 were released
without lodging First Information
Reports (FIRs) as the result of ILAC
intervention (Upon providing original
PoR cards and a notification of
extension of stay of Afghans in
Pakistan) and FIR was lodged for 29
PoR card holders (these arrest was
made second time and LEA officials
and arrestee relatives didn't informed
ILAC team timely and LEA officials
immediately lodged FIR) the cases of
10 PoR card holders pleaded at Court
of Law at Quetta and 01 at Loralai all
PoR card holders were released
without fine and 18 PoR card holders
were deported.

seekers in Balochistan have
experienced a trend of increased
illegal arrests, harassment, and
detainment throughout their legal stay
in Pakistan.The trend persists because
the Law Enforcement Agencies (LEA)
in Balochistan a) lack knowledge about
rights entitled to PoR card holders, b)
apply mandates to arrest non-PoR
Afghans to PoR card holders as well,
and c) respond to security incidents
by tightening security measures and
rigorously checking identity
documents for Pakistanis and non-
Pakistanis alike.When LEA officials are
directed to increase arrests Afghans
are frequently victims as the LEA
officials deployed at check posts do
not recognize PoR cards as legal
documents authorizing their stay in
Pakistan.
SEHER currently addresses the PoR
card holders' issues through the
Information and Legal Assistance
Center (ILAC) program by providing
legal assistance, rights education, and
voluntary repatriation information to
Afghan PoR card holders. ILAC also
includes a training component in
which LEA officials are exposed to the
rights of PoR card holders,
international human rights
frameworks, and the principle of non-
refoulement. CRS has been
implementing ILAC since 2004 and has
partnered with Society for
Empowering Human Resources
(SEHER) since 2010 using a protection
approach that upholds the dignity and
human rights of Afghans and combats
the climate of uncertainty, fear and
suspicion arising between local
authorities, and Afghan PoR card
holders or other asylum seekers due
to a lack of awareness of Afghans' legal
rights, and incorrect application of
Pakistani laws by LEA officials.
In districts Killa Saifullah, Loralai, Pishin
and Quetta, CRS and SEHER provide
essential services to the Afghan
community through outreach activities
and ensure adequate access to
protection services that include legal
information and assistance to protect
against refoulement while they
prepare for a more durable solution.
Through this Capacity Building of Low
Rank Law Enforcement Agencies (LEA)
Officials project, SEHER and CRS
complement the training component
of ILAC with the goal of Protection
and Mixed Solutions.To achieve this,
SEHER and CRS are building the
knowledge and capacity of low rank
LEA officials who frequently encounter
Afghan PoR card holders.
The project seeks to build the
knowledge and capacity of low rank

Balochistan through training sessions
to complement ILAC with the goal of
Protection and Mixed Solutions
Although the Government of Pakistan
(GoP) started renewing PoR cards in
February 2014, issuing renewed cards
with up-to-date expiries and the
process is still going on after
completion of phase 1 and 2. During
the period from Nov to December
2014, 6 Afghan PoR card holders were
arrested.This is a decrease from the
arrest rate in August to October
when 21 card holders were arrested.
All the arrests were made due to the
refugees' inability to present original
PoR cards during LEA spot checking.
Out of 6 arrests, 5 PoR card holders
were released through ILAC
interventions, through court
representative. FIRs were lodged
against them and the CRS legal
counselor provided legal assistance.All
5 were released found not guilty. 1
PoR card holder was realized with
lodging FIR.

1. SEHER organized 47 training
session for Law Enforcement
Agencies LEA on Human and
Refugee's Rights in 2014.

Balochistan i.e. Killa Abdullah, Killa

year 2014 they now capable enough to

significance.Average pre-test results
show that 32.11% of untrained officials
recognize PoR cards, whereas after the
training 91.88% of the trained officials
recognized PoR cards and the rights
related to PoR.

Violation against one individual is
violation of the whole humanity.The
women in our society is deprived of
their basic rights of the life especially
in the tribal society of Baluchistan
where domestic violence is a common
practice.Women are always
threatened of abuse, abduction, honor
killing, sexual assault, acid throwing
and murder. Currently the efforts to
address HIV/AIDS and GBV mainly
operate in isolation, while this time it
was launched to cope with the
situation having two interrelated
dimensions.
Many of the HIV/AIDS organizations
have a little understanding of GBV
they have little awareness about what
responses are in place and which key
players may be a source of
information and support.
A significant gap in which was felt in
the province is the lack of mental
health programs and trained human
resource to implement such
programs/projects.There was a strong
perception that counseling for victims
of violence was inadequate.
Additionally there was little
information or support provided to
think through and plan for the
consequences of GBV for HIV/AIDS
and vice versa.
There is growing evidence from
different countries that gender based
violence can increase the risk of
HIV/AIDS. Researchers, focusing on
understanding the explosion of the
HIV/AIDS epidemic among women
and girls, have highlighted how sexual
coercion and fear of violence limit
women's ability to negotiate safe sex
behaviors, access services, and/or
adopt practices to prevent mother to
child transmission.
Women are lacking behind in all
segments of the society especially in
education where there are very low
number of females getting higher
education in the province. Education
enlightened the minds of the
individuals and make them sense to
choose what is right and what is
wrong.Women are not aware of their
rights which were provided to them
by the religion and law of the county,
due to which women are more
exposed to violence in our society.
Moreover gender
discrimination and violence is
common in the province and it
became acceptable among the families.
Women are also unaware of the high
risk diseases i.e. HIV AIDS, Hepatitis
and other STI (sexually transmitted
Infections), their causes and ways to
prevent it.

and mid wives in these areas are also
the main source of the spread of
diseases among the women and men
in the community. Used syringes and
other instruments are responsible to
spread the STI's, Hepatitis and even
HIV/AIDS viruses from one patient to
other, which is then transferred to
male or female during the csexual
relations.
Forced sex or rape directly increases
the risk of HIV through physical
trauma, especially for young girls. Both
issues are addressed in a vertical
manner, with little cross dialogue
between the two professional
communities or little integration of
messages that reinforce programs
mutually.
While some progress is being made
separately on ending violence against
women and stemming the spread of
HIV/AIDS, national and international
efforts would be vastly more effective
if they addressed the
interconnectedness between the two
pandemics. Lack of opportunities in
education skills and health for the
women also make them more
vulnerable to Gender based violence
in the province. Many women headed
households in the area are compel to
do prostitution for income generation
and earning livelihood for their
families.There is no such program
which not only works for the skill
development of the women to
empower them but also create
awareness among common masses
about HIV/AIDS.
There is significant amount of
knowledge lacking about safe sex in
the community, as in some cases the
male counterparts of the families have
sexual relations with other females
and even with other males during
which they do not care about the safe
ways of sex.When these male have
developed sexual relations with their
wives the diseases transferred from
them to their wives.There is a dire
need to address the issue and spread
awareness among the community
regarding safe sex methods in order
to reduce the cases of STIs.

Ms.Balanishta young deprived women living married with Mr.Rahimuddin in
exchange of marriage. She said in the beginning her husband was so caring in very first three
years of the marriage but one year his husband behaviors changed she added that,since I just gave
birth girls and her sister gave birth to three boys,due to this factor he had been started taunting,
abusing and finally started beating her. But when SEHER team visited her home, a meeting was
arranged with her husband and tactfully dealt with the situation,where Islamic concern was also
discussed,thereafter it was revealed that,due to frustration and low level of income,his husband
response is like that, finally, Balanishta was given the opportunity to enhance her embroidery
skills and business knowledge,now she is much engaged in developing products and saleing it in
to the community,and capable enough to earn profit,she said that,now my husband behavior is
changed and he also support him brining raw material from the market.
My name is zarghoona I am 26 years old resident of kharotabad,I have 6 sisters and I am
most elder among them,my family condition was not good as we have only one bread earner in
my family who is my father,when I was 16 years old my father arranged my marriage with an old
man for the reason of dowry,when I got married my husband was very kind to me because I was
too young for him,but after few months my husband demanded for babies but I cannot conceive
because of my husband old age for that reason my husband started abusing and beating me,I was
not able to explain the reason for no babies because I was afraid of him,after 5 years my husband
died but my in laws did not allow me to go back to my parents home and they kept her as a slave in
their house for house hold work and they never treated me like a human, fortunately SEHER
came visited my home,and used to sit my in laws and elder members on regular basis,after few
months,finally I got permission to go back to my family,now I am happy and very kind,the reward
is with the God,every moment I pray for the seher people,who worked hard for my freedom.
My name is Shafiqa, I am 15 years old live in Kharotabad .I am surviving in severe
Psychological violence that,I lost my consciousness and became psycho patient,I got marriage at
very early age of 13 years,when I do not know what was marriage but on the will of my parents
my marriage took place, that was an exchange marriage for my brother, after marriage I found
very bad attitude from my husband and mother in law,I got baby girl but she died soon after one
month,my husband restricted my mobility,and my parents are also not in contact with me,one
day I heard from my neighbor that NGO is helping out the women,I requested her to arrange my
meeting with the females,where I have discussed each and every thing,thereafter I was taken to
the doctor by SEHER,and one lady used to come every other day and started counseling me and
my husband, now I felt better and my husband take care of me, he is more happy that I am
pregnant again.

union council (Bostan district Pishin)

Reduction through Integrated Interventions)
Short Stories:-
Sur Dab is one of the village of UC Bostan District Pishin having 51 House Hold with population 357.and most of the population refugee type , but few people having a local
identity. Majority of community is involved in business and agriculture they were not aware about development Sector activities. But whenever SEHER started the poverty
reduction project with the collaboration of PPAF in November 2012 at UC.Bostan,then SEHER team called a meeting at Sur Dab and told to the community regarding project
objectives ,it was clearly told about the contribution of community that is 20 % .Community agreed after the strong mobilization (three dialog techniques),and they were ready
to make the community organization namely Ranha & Zarghoon.
SEHER also started the mobilization in EducationActivities,in Surdab ,and took potential and needy school for development work.they were having PTSMC in the school but
unfortunately remained non-functional from last later duration ,then SEHER team reactivate it and listed PTSMC in March 2013,
'We are the resident ofVillage surdab UC Bostan by birth;our ancestors also belong from Bostan.We are facing several issues in our area,female education is one of them,and we
want to give good education to our children. The PTSMC formed in the month of May 2013 when SEHER's team initiate the second component (Education) in target area.As per
process the community organization formed in focused village and imparts Community skill management training.The regular process of social mobilization creates a sense of
ownership and as well to reflect their day to day issues and gradually think out the way forward.The initial practical take off start from school, with the facilitation of Social
Organizer parent teacher school management committee formed in village.In order to build capacity of PTSMC arranged an intensive training on overall role responsibility of
PTSMC in enhancement and development of school.
The existing school building contains only two rooms and reserved merely for boys,while the girls continue their academic career at second time in same school building.The
unavailability of separate space retards the process of enrolment in school.
SEHER has started their interventions in bostan ,Mr.Manzoor hold mobilization meeting and said that we had to contribute around 20% .Series of dialogue made enable PTSMC
to understand the issue and explore resource to build a separate room for girl section within existing boundary.
Community also formed their COS according to the process and their PTSMC members were the majority of females,because government primary school is running on double
shift, morning time is for boy's classes and in second time for girls. I am Haji Nawaz khan sulmankhail the president of PTSMC and my team members are very contributing
persons and, have got much training from development sector, and having some land for cultivation and agriculture purpose. I am Haji Nawaz also member of Cos
(RannahSociety) and built an additional room of more capacity for student sitting.

For God Sake!Why don't you hear the voices of other children like me? Shabir
Mr.Shabir was in the age of 15 and falls in the category of juvenile when he committed crime (murder).Shabir was raised by his poor hardworking parents.When asked by his
parents about Shabir's life they said that,“they have failed to protect their innocent child”.Further his child hood was being snatched by the ominous person the worst barber.
Shabir's was a school going boy,a hard working dedicated child who was passionate to spent time in school and with school fellows.When asked about the incident,he was in a
emotional trauma and stress,but with the passage of time by doing lots of efforts like psycho social counseling and developing trust and friendly environment he was ready to
share whole heartedly about the incident.He said that“it is the worst time ever I am facing these days,and I am missing my family specially my mother.Moreover I cannot think
what I have done,though I have committed crime.While describing his story tears were in his eyes and he was feeling pang of pain.He added that,it was a time when I and few
friends of mine used to go and sit in the Barber shop,where we saw television and spent after schooling time.In the beginning it was normal,we went there and the barber used to
provide us tea,and we used to sit late hours.One day I went to the barber shop to visit my friends.I found no one in the shop.I asked form the barber about my friends,he replied
that they will come,just sit and relax.He asked me to bring something form the washroom.I went there and he came and sexually abused me.I wept and struggled a lot,but he
didn't listen and forcibly abused me.I was feeling ashamed and the feeling of humiliation prevails in my mind.Moreover I was unable to think.I wasn't able to share this with anyone,
even with my family and friends.One day my friends told me that the barber is asking about you every time we go there.He asked me to bring you to him,what is the matter.I was
very shameful and didn't have the courage to face him.One day I went outside and found the Baber standing outside of his shop staring at me.He passed vulgar comments and
asked me to come inside the shop.I was frightened and ignored him.This happened many times.
One day he came to me and held my hand.Forcibly he asked me to come in his shop,and said if I didn't,he will let all the people know about the incident.I went home and wept a
lot,sooner Lucifer controlled my mind and soul.I decided to take my revenge.I just wanted to get rid of him.I somehow got the pistol of my father and went to the Barber shop.I
told him not to threaten me again;he smiled wickedly,and said I will not let you go.Then the darkness come in to my eyes I fired bullets and ran away,though I felt gratification that I
have taken my revenge,but at the same time another fear appeared in my mind that police will arrest me.I ran to my home to escape but I was unaware that people followed me
and I got arrested.Since then I am in jail,and it is the first time that I am feeling relax to share my story.
Since then SEHER worked rigorously to brought out Shabir from Emotional trauma,anxiety,stress and to prove his innocence in the court,by doing lots of efforts Shabir was
released and admitted in SEHER IMITZAJ's Child Protection centre, where children's with the special need are treated and provided social, psychological and economical
support and rehabilitated services.Thereafter he is back to the normal life.Shabir's final words are that“I was what the people wanted me to become and I am what I wanted to
become” a good boy will live with the aim to support others boys like me.

The problems faced by the minorities
is the major issue as they are the
nationals of Islamic republic of
Pakistan.The constitution consists of
acts for the betterment of their living
and giving full right of being Pakistani
regarding educational, religious and
living.The issues face by the people
are, their cases are not submitted to
the court, and the court don't take
action upon the pre-defined
constitutional acts, harassment,
violation and injustice. Christian
community has a right to study civics
instead of islamiat same as Hindu's
have right to study ethics instead of
islamiat, the institutions and board of
education should provide them the
course of study which is mandatory in
their religion.The cases were
submitted in court have no expiry
dates.They are running from year their
cases were bound because of being
from minorities, violation increased
against them, rights were stolen.
The project focused on the minority
rights, protection and promotion of
rights of expression, assembly,
association and6 thoughts (REAT),
which include religious freedom in
Pakistan especially at the provincial
level and targeted districts where
rights are most at risk.
REAT freedoms are enshrined in the
international covenant on civil and
political rights (ICCPR,Article 18-22)
ratified by Pakistan on 23 June 2010.A
project focused on giving vent to the
rights of vulnerable segments of
society, has been progressed to the
third phase.The Human Rights Fund
(HRF-III) of the Asia Foundation aims
to promote freedom of thought and
expression of the minorities.The
project targeted the 10 most
vulnerable districts of the country.
“Project has garnered a good
response in their earlier two stages,
which is incentive to go on with the
project,” just like the earlier two
phases, the current one is designed to
engage Pakistani civil society groups,
the government and media agencies to
improve protection and promotion of
minority rights in the country.
During the three-year phase, the
foundation has set up early warning
systems in the vulnerable districts, to
prevent and respond Religious

Project Background:-
Area-wise, Baluchistan is the biggest
Province of the Pakistan and has lots
of issues which need to be addressed.
Child protection is one of main issue
of the province which needs
immediate attention. Child protection
bill has been passed in other provinces
and is also being implemented in some
parts whereas in Baluchistan still no
legislation has taken place; which
makes children at more risk. Other
civil society organizations and SEHER
are working on this issue with other
non-governmental organizations for
legislation. JJSO is not implemented
properly in Balochistan, there are no
separate courts for Juvenile and no
Borstal Institute for convicted Juvenile.
Police, Judiciary, Reclamation and
Prison departments need to be
mobilized on Juvenile issues and need
to be sensitized for betterment of
children. In this regard SEHER has
started The Project Child Protection
and Child Right Governance (CPCRG)
(July 2013 till 31 December 2015) with
the support of SAVE THE CHILDREN
Pakistan Program aim is to Support
Provincial Government in the
implementation of the Juvenile Justice
System Ordinance (JJSO) 2000 to
improve criminal justice system for the
children in contact with law and
support provincial Government to put
in place a centralized integrated child
protection system to protect children
against abuse and violence.
In this objective SEHER has started

Incorporation of Training Manual in the curriculum of Police Training College,
Quetta. To achieve the desired “Child Relevant Laws In Training College
Quetta”.
Curriculum of PoliceTraining College,Juvenile Justices system Ordinance,CRC
and Child Relevant laws Incorporated, objective of incorporating the
Curriculum of Police Training College Quetta with this objective that after
going through these courses newly hired Police officials will able to implement
child relevant laws in their respective Police stations. Keeping in view this
aspect, SEHER has started project with the support of Save the Children
Pakistan Program from1ST July 2013 in order to start advocacy campaigns
through out Balochistan for strengthening the child Protection system in
Balochistan. MOU signed with Police training college Quetta for strengthening
the center Providing Master Trainers developing Designing and disseminating
the Training manual in which child relevant laws incorporated and the child
protection ensuring lectures would be conducted on regular basis.
Police Training College Quetta never had detailed Training manual for their
Trainees.They had just on Guide line for just touching the basic points, no details were present in centre, after meetings with Commandant he suggested for
developing one Manual for centre and incorporating the Child relevant laws,Financial and technical support from Save the Children and SEHER Has made this
manual possible.

Balochistan would Promulgate “Borstal Institution Bill”.
Keeping in view this aspect,SEHER has started project with the
support of Save the Children Pakistan Program from 1ST July
2013 in order to start advocacy campaigns throughout
Balochistan for Promulgation of“Borstal Institution Bill”.In last
lots of advocacy activities were carried out in which Balochistan
Assembly promulgated the Balochistan InstitutionAct
In Balochistan since 2002 after adapting the Juvenile Justice
System Ordinance, Balochistan Assembly could don't
promulgated any law with this regard, which resulted no
Institution for 12 Years. But in 2014 SEHER and Save the
Children Pakistan has worked hard and made Balochistan
Assembly mobilized for this act.
Save The Children Pakistan Program and his Child Protection
Team has fully cooperated with SEHER team for carrying the
advocacy activities in Balochistan regarding Promulgation of
Borstal institution act.Which will result 1st institution will be
established for juvenile offenders.
Financial and technical support from Save the Children and
SEHER has conducted many activities,its MV's are with SEHER,
which clearly show the great efforts of SCI and SEHER.

ESWB ( Economic Security
for Women in Balochistan
Project Background:-
SEHER is focused on gender equality,
sensitization and women's
empowerment not only as human
rights, but also because they are a
pathway to achieving the social,
political, Economic development goals
and for their sustainable livelihood.
The touchstone of the morality of a
nation or a society is the way it treats
its women.Women are a vital section
of any society.Without their
unrestricted participation in all
spheres of national life, no nation can
march towards its cherished goals of
economic, political and moral progress
or aspire to earn a respectable place in
the comity of nations.That perhaps is
the yardstick by which the difference
between the developed and the
developing nations is assessed.
Women Empowerment is defined as
“Women's ability to make strategic life
choices where the ability had been
previously denied to them”.As we
articulate it empowerment is midway
in the change processes that benefit
women as individual, household,
community and broader level.At the
most basic level Economic
Empowerment can benefit women
simply by improving the quality of life,
their well-being in terms of income,
health and their social status within
their families and life.
The project focused on the skill and
livelihood enhancement of the
targeted group of women from two
distinct urban settlements of Quetta
city, Hazara Town and Nawan Killi.
Nearly 1800 women were benefited
from the project as per the targeted
plan. Intensive skill trainings were
imparted to those women resulting
enhance in their earning capacity. Many
of the women who were benefited
from ESWB project are now able to
earn for themselves and the families.
However there is a dire need to plan
the sustainability of women
empowerment activities in both the
communities as when SEHER/JACCT
funding will end the women of the
community should be empowered
enough to uphold the development
work for community women.
Women Empowerment is the single
most important factor contributing to
the state of equality between men and
women, a specific focus on women is
necessary given the reality that women
comprise majority of disadvantaged
group and for this reason it has been a
major focus of Society for Empowering
Human Resource to increase the
support of women empowerment.
SEHER had been ensuring women
empowerment through different
projects implementation; based on the
discussion we are going to follow
these activities to empower women
The quality of life for women and girls
in Pakistan has improved in recent
decades. Centre enrolments have
raised across all income categories. In
Baluchistan situation is worse, the
tribal society is essentially patriarchal,
with strictly defined gender roles.
Within these, men traditionally occupy
the public sphere, while women's
mobility is restricted the unequal;
power relations result in relegating
women to a subordinate of
subservient position, thereby excluding
them from serious decision-making at
several levels. In the ultimate analysis,
all these factors impact women's own
perceptions, as well as their
knowledge base confidence in the area
of public affairs.

livelihood skills and certified from
Trade Testing Board Balochistan.

conducted in all 10 CBOs.
Ÿ6 Days of Activism was commenced
on the subject of “EndingViolence
Against women”.

IMNCH
Among women aged 15 to 49,
complications arising out of pregnancy
and childbirth are the leading cause of
death, accounting for 20 per cent of all
deaths for women of childbearing
age2. Balochistan province has
particularly poor maternal and infant
health outcomes.Women living in
Balochistan rural areas are at double
the risk of dying of maternal causes
than women living in urban areas a
maternal mortality rate of 319 and
175 deaths per 100,000 live births
respectively.3 The maternal mortality
rate in the province of Balochistan is
785 deaths per 100,000 live
births.Evidence also suggests that
while the Infant Mortality Rate (IMR)
has declined steadily over the last two
decades, there has been no parallel
decline in neonatal mortality rate
(NMR).
IMNCH (Integrated Maternal
Newborn Child Health)
The lack of provision of adequate
basic health services, trained staff,
adequate medical supplies and
equipment are direct causes of
maternal mortality.The health system
in Pakistan particularly in Baluchistan
province suffers from a lack of
investment by the national
government.According to WHO
statistics, Pakistan's investment in the
social sector is amongst the lowest in
the world, with less than 2% of total
government expenditure going to
health.5 this is a result of both limited
government revenue, and a lack of
political will.
The MNH system is also weak,
suffering from poor governance in
terms of inadequate information and
accountability systems, weak linkages
and integration between institutions,
poor management capacity within
decentralized institutions and poor
human resource management.
However, the underlying causes of
maternal and newborn mortality are
socio-cultural structures, which
discriminate against women and girls
particularly those who belong to poor
and marginalized groups. In Baluchistan,
access to MNH differs greatly between
different socio-economic groups.
Poverty, ethnic, cultural and religious
factors can all have an impact on
women's status and their ability to
access health care. In fact, a significant
barrier to reducing maternal and
newborn health mortality rates in
Pakistan is the lack of attention paid to
the broader social, cultural and
political factors at work in particular

VOP (Voice of Prisoners)
VOP
A corrupt and dysfunctional prison
system has contributed to and is a
manifestation of the breakdown of the
rule of law in Pakistan. Heavily
overpopulated, understaffed and
poorly managed, the prisons have
become a fertile breeding ground for
criminality and militancy, with
prisoners more likely to return to
crime than to abandon it.
Project Background:-
The system must be examined in the
context of a deteriorating criminal
justice sector that fails to prevent or
prosecute crime, and protects the
powerful while victimizing the
underprivileged. Pakistan lacks a
systematic program for the capacity
building of prison staff, while existing
regulations on postings, transfers and
promotions are frequently breached
because of nepotism and political
interference. Given weak
accountability mechanisms for warders
and prison superintendents, torture
and other brutal treatment are
rampant and rarely checked.
As a result, prisons remain massively
overcrowded, with nearly 33,000 more
prisoners than the authorized capacity.
Under Trial Prisoners (UTP) has been
neglected in the jails countrywide in
Pakistan. Under Trail Prisoners (UTP)
are compelled to live in jail in difficult
circumstances and deprived from their
basic rights.
The probability of the Under Trial
Prisoners to involve in Sex, drugs,
crimes and extremism is very high or
in other words they are at high risk.
Support will be provided to the
concern government departments and
MOUs will be signed with the Prisons
Department Balochistan, so the
ownership of the process could be
shifted to the Government for longer
run.
SEHER has worked with under
Trailoffenders in 5 jails of Balochistan
(Quetta, Mach, D.M. Jamali, Khuzdar
and Gaddani).With the objectives of
strengthening the capacity of jail staff
and other related officials to ensure
that under Trail offender sare treated
with improved care and respect for
their legal rights; they are protected
from sexual abuse and violence during
their detention. SEHER also developed
linkages with parliamentarians, senior
judges, home secretary, Inspector
General Police (for Balochistan), and
other key players forimprovement of
under Trailoffenders situation inside
the Prison.
In this regard SEHER's advocacy
strategies made possible for the
better situation of under
Trailoffenders in 5 Jails of Balochistan.

The Report covers the work of SEHER on different core thematic areas i.e. child Protection, community development, education, Health, training, advocacy, women empowerment, Gender, Economic empowerment, under trial Prisoners & juveniles rights; besides Glimpse of SEHERJourneytowardsinstitutionalization. CONTENTSABOUTTHIS REPORT In relation to SEHER staff, wearetryingfor50%staff members to be women, but have not achieved this. At present, it is 47%. Intheworkwehavetaken up, we are careful to have women's issues and Women's empowerment very much a part of the work. A

Recall the face of the poorest and the weakest man (woman) whom you may have seen, and ask yourself, if the step you contemplate is going to beofanyusetohim(her). Will he (she) gain anything by it? Will it restore him (her) to a control over his (her) own life and destiny? In other words, will it lead to freedom for the hungry and spiritually starving millions? Then you will find your doubts and yourself melt away.

Warm Greetings, The annual report of SEHER for the year 20014 opens up yet another chapter of unmatched success in the field of social and development sector for the poor, marginalized people.The broad spectrum of activities and their success rate speak volumes about dedicated work taken up by the team members of SEHER under the inspiring leadership of Abdul Wadood, Executive Director of the organization. SEHER has made gigantic strides since its inception including in the year 2014.The organization is marching ahead each year being more eventful than the previous one.There is still a lot to be done and I am confident that if we continue to invest time and energy with the same zeal, we will definitely make a difference in the lives of those we aim to serve. This will only be possible with the support of friends, our well wishers, donors, volunteers and employees to bring qualitative change in the lives of marginalized people, let me acknowledge their support and cooperation the past which really made SEHER more than just an NGO and would like to hope that this support would remain in future too. M MESSAGE FROMTHE DIRECTOR My believe that if we really want perceptual growth, paradigm shift and survival of the individual, organization, community and society, empower people build up succession at each level and give them responsibilities, “it is also to be remembered that Stars come up when the sun goes down”. Give others chance and deliberately “go off the scene” sometimes to allow others to take “charge” and assume responsibility. In other words Chinese saying better reflects my feelings, if the “apprentice doesn't turn out better than the Mentor” then both have failed. ABDUL WADOOD KHAN

M MESSAGE FROMTHE DIRECTOR THE EXECUTIVE Dear Reader, I am deeply honored to take this opportunity to express on behalf of SEHER, Indeed it is with a lot of pride and satisfaction that I share the Annual Report 2014 with you. SEHER has come a long way since its inception.All of this has been possible only with your unstinting support and truly belief in SEHER's initiatives. SEHER has done appreciable work and has contributed enormously towards the sustainable development having multiplier effects.Through its endeavors it has had a lasting impact on the growth of the sector. Since its inception, SEHER has been committed to reaching out to the deprived, oppressed people living portentous life. Besides, at institutional level, the year was one of growth for us, where institutional plan, Program Development P&Ps, MIS dashboard system have developed and functionalized. SEHER environment has changed enormously, with emerging development approaches based on learning, rich experience and new norms. SEHER has developed a mechanism to reexamining ourselves, further found a way to strengthen more our work to create sustainable long term social, political and economical change. In 2014, SEHER has continued to play a key role as a convener thought leader and platform for Boastal Institute, SEHER takes an active role in bringing the parlimantarian on one single table and remained successful in sensitization and mobilization of the palminaterians in order to pass the Brostal Institute Bill, indeed that is SEHER's biggest achievement in the history of Balochistan. I didn't stop here, with the SEHER's pursuance and effort a implementation mechanism is part in place through notifying “ Brostal institution implementation & monitoring committee” which will ensure the implementation and execution of the relevant law, on top of all this SEHER's is the only NGO which is its member. In 2014 SEHER faced number of challenges,. In a challenging and changing external environment, SEHER's use the best mitigating strategies to cope with it. Lastly, I take this opportunity to express my wholeheartedly sincere and special thanks to our strategic partners, donors, alliances and consochoem partners for their constant support and encouragement.They have played an important part in enriching SEHER's journey. I also offer my appreciation and thanks to the political leaders, government officials, jail authorities and civil society members for their cooperation and support which really enabled us to meet the desired level. A ABOUT SEHER ABOUT SEHER Society for Empowering Human Resource (SEHER) a National NGO established on May, 28th 1998 and registered under Society Act 1860, by a group of youth sharing a common aim and commitment to address human misery with a special focus on vulnerable segment of society i.e. women, children, minorities, refugees, disable/abused and the poorest of the poor.SEHER,being a right based social reformatory organization, adopts a holistic approach towards right based d eve l o p m e n t i n i t i a t i ve s upholding the human rights. SEHER uses rigorous approach by analyzing the various aspects that contribute to oppression, injustice, violence, vulnerability, discrimination,abuse and poverty in the society while treating the survivor (s) as “subjects of the change process”. SEHER is guided by a vision of a society where poorest of the poor, marginalized, socially excluded and never reachable are empowered to overcome their miseries/poverty, social, political and economic burdens and enjoy equal human rights and opportunities to lead a life of dignity and self-fulfillment. To achieve such a gigantic task and multi-dimensional vision SEHER as an NGO may not be the sole remedial force, it would need to pursue the strengthening of intra- organizational capacities through partnerships, alliances building, advocacy efforts, campaigns and program cooperation at operational as well as policy levels. The“Street ChildWorld Cup 2014” is an international platform that advocates the rights of children living in the streets.It was initiated by a charity based in the UK calledAmosTrust.The first football tournament was held at Durban,SouthAfrica in 2010.Each team had 9 members,6 boys and 3 girls,aged between 14 and 16 years. The second was held thisApril in Rio de Janeiro,Brazil where 230 children from 19 countries participated.This time there were separate teams for boys and girls.A festival of art and conference has also taken place alongside on both occasions. The PakistaniTeam The team comprises of “Faizan Fayyaz”, Mehr Ali, Sameer Ahmed,Aurangzeb Baba,Abdul Raziq, Owais Ali, Salman Hussain, Rajab Ali and Muhammad Shoaib. Fayyaz Fayyaz is from Quetta while the others are from Karachi.They were top of the group in the preliminary round.Then they won the quarter-final against Philippines on penalties but lost the semi-final against Burundi.However they beat USA on penalties to win third place.Their achievement has also won them a place in the hearts of the nation… H HEADLINE OFTHEYEAR 2014

H HEADLINE OFTHEYEAR 2014 give my five minutes to her, when is saw her I felt pang of pain, she was so kind, her each word penetrated in my heart and soul and she took me to the organization called “SEHER” Protection centre, where I was given respect, I found myself in a shelter where I have found compel children effected by the society, a place where we can smile together, laugh together and weep together, when I was worry people are there to clean my tears, when I was sick I have a cure, oho my god, how lucky I was to read and write, to avail the chances to participate in recreational activities, I have footballer bugs in me that compels me and I started practicing in the ground, the first ever gift I have given by the organization was football, and that was my first flight, SEHER has given me the wings to fly and the journey begins I work harder and people supported me, once I remembered that when the talent hunt was started in my city, SEHER nominated me to participate and I participated, indeed, my dreams comes true and I become Pakistani Ronalado, people loves to see my glimpse when I performed in the ground, the clapping the sounds effects just take me higher and higher and someone whisper in my ears that, change yourself your fate will change, indeed; the great pleasure of life is doing what the people say you cannot do. I believe I can fly, I believe I can touch the sky (Faizan Our Shining Star) I am the king I have a crown in my heart not on my head, I am what I am, I do what I wanted to do, I see what I wanted to see, I believe what I wanted to believe, I achieve what I wanted to achieve, that's me, said Faizan.A young energetic boy having keen and deep brown eyes full of colorful dreams, passionate to change, extrovert by nature, introvert by nurture, believer like an angle, visionary like a leader was the most vulnerable child belongs to the subjugated Christian family survivor of Commercial sex, induce to live portentous life. I become the champ today, having a Pakistan green color on my shoulder. I am honored to present Pakistan internationally and reached in quarter final and won but lost the game in semi final “Street children World Cup” in the history of Pakistan, while speaking tears were in his eyes he said, I am something now but my feet is still on ground, and my chin is high with pride, I am thankful to God that, his blessed clouds poured water of wisdom and respect on me, I know from where I belongs to, the lighting, the cameras the media, the political icons the prominent public figures all around me, I am just centered of their attention, It is reveled on me that this is all just a fame for few days and will perish sooner or later but it will one day , he said every hero become a zero at last and every zero become the hero, like I am today, Faizan said. He added that, since my childhood I was being used by the wicked, ominous and hatred people who touched and played with my body badly and brutally. Consciously and unconsciously I was forced to do what I really do not wanted to do, my heart, my soul, my mind and my body was broken day by day, night by night I feel the pain, still I saw dreadful dreams that made me sick, but now I am capable enough to cope with it. I do remember the day when young lady come to me, having deep respect in her eyes, and said calmly, my brother you look so upset, do you mind If I ask you something, I replied angrily, I don't need you, I don't need any one just go away, I shouted on her, she said okay brother fine, I am leaving and tomorrow I will come to see you again, the very next day she came again with the smile and asked me to

I INTHEWORDS OF CHAIR PERSON WHERE WE WORK LORALAI SANJAVI QUETTA ISLAMABAD MACH KPK Bostan Khuzdar Mastung Deramurad Geographically Balochistan is the largest province of Pakistan with scattered population of 7.0 million approximately.It has 30 districts and population is found densely in some of the districts such as Karachi,Quetta (Provincial Capital),Pishin, QilaAbdullah,Qillah Saifullah,Sibi,Loralai and Khuzadar.Most populated districts of Balochistan are covered under the umbrella of SEHER's geographical coverage where inhabitants belonging to different ethnicities and cultural backgrounds. From 30 districts of Baluchistan 12 districts i.e.Gwadar,Lesbella,Mastung,Quetta, Chaghi, Naseerabad, Qillah Abdullah, Qillah Saifullah, Zairat, Loralai, Kachi (Bolan and Jaffarabad.Apart from 4 regional offices,SEHER has its Head Office in Quetta and a National office in Islamabad and provincial office in Karachi and KPK.

B BOARD OF DIRECTORS PROFILE Ms. Rukhsana Ahmed Ali:- Ms.RukhsanAhmedAli is the Chairperson of Society for Empowering Human Resource (SEHER).Her affiliation with SEHER as a chairperson is since 16th May,2013.She has been performing apivotal role in the development sector as she is renowned Social worker.She works as an upper umbrella along with eight board members.Her responsibilities are to ensure Organizational Governance,Assurance of Executive Performance, Board Governance and linkages with members. Mr.Dostain Jamal-ud-Din Mr.Dostain Jamal-ud-Din holds the SeniorVice Chairperson designation in Society for Empowering Human Resource (SEHER).His membership with SEHER is since 16th May,2013.He is a Ph.D holder and by occupation works in Civil Services [Chairman Gawadar DevelopmentAuthority].. He is entitled to enjoy all authorities and perform duties in the absence of Chairperson. Ms.Siddiqa Khan:- Ms.Siddiqa Khan is elected as a JuniorVice Chairperson for Society for Empowering Human Resource (SEHER) since 16th May,2013.She holds prominent status as a Producer in radio Pakistan.In absence of SeniorVice Chairperson she would carry out all the responsibilities and enjoy all authorities. Mr.Dr.Muhammad JavedMuqeem:- Mr. Dr. Muhammad JavedMuqeem by profession is Corporate Manager and holds Ms.c degree from U.K. His affiliation with Society for Empowering Human Resource is since 16th May, 2013. His designation is Joint Secretary of both General Body (GB) and Board of Directors (BOD). He is responsible to call meeting with the approval of Chairperson,to prepare performance sheets,minutes and decisions of meetings.

Mr.Syed Ghulam Muhammad:- Mr.Syed Ghulam Muhammad has been affiliated with Society for Empowering Human Resource (SEHER) for the last two years as aTreasurer.He is responsible to extend support to SEHER lawyer forum being legal advisor,ensure organizational imaging in media and promoting all SEHER's objectives at all platforms. The Involvement of youth both as a benefactors and Beneficiary SEHER initiative are aimed and focused are protecting and empowering children,girls and youth adults,thus over the years a conscious efforts has been to involve more and more youth into the programs and to build their capacities to enable them to work as service provider and care giver under the purview of such imitative. ILAC (Information & Legal Assistance Center) ILAC Refuges are the dilemma of any country, particularly for the developing country like Pakistan, the history of the afghan in Pakistan is to long, they are residing in Pakistan since 1980?s when the Soviet Union invade Afghanistan and hence started a war which led millions of Afghan refugees to the neighboring countries in which Pakistan bears the most number of refugees.Afghan refugees were facing number of problems in terms of residence, identity, health, education or food and for their assistance many local, national and international Project Background:- agencies worked to provide assistance to the refugees. ILAC provides basic information to Afghans about their rights and obligations, about tripartite agreement, PoR card provision and importance, education, health and also provides them legal education and assistance. SEHER is working on ILAC project since 2010 in collaboration with CRS. ILAC project has three main components i.e Information dissemination, Legal aid and capacity building of law enforcement agencies. SEHER reach out to refugee communities through Community meetings, workshops and Door to Door visits in which the community became aware about their rights and obligations, give them information about POR card modification/renewal. The project is aimed to take on board the law enforcement agencies as they have a direct link with Afghan refugees. Law enforcement officials are trained on Human rights, refugee rights and Pakistani law about refugees. SEHER also provides legal aid to those Afghans who are arrested under foreigner act and having POR card. CRS-Pakistan is implementing the Information and Legal Assistance Center (ILAC) Project, in partnership with Society for Empowering Human Resource (SEHER), in Killa Saifullah, Loralai, Pishin and Quetta districts of Balochistan Province using CRS Private Funds. During the FY14 ILAC team reached 47200 individuals [21780-women and 25440 men] (overall from October 2013 to September 2014 through project activities.As the result of community workshops, outreach activities, community meetings, training for law enforcement authorities Afghan community and Law enforcement authorities has increased level of understanding of the rights of refugees.Through continuous outreach in Afghan populated areas ILAC has built strong relationship with community members and with law enforcement authorities including other government officials and is well prepared to provide accurate information about the on-ground realities of Afghan refugees. Ongoing coordination and cooperation with legal authorities has resulted strong relationships which have proved essential in serving the needs of Afghans POR card holders especially those who are detained.

ILAC Key Highlights:- Community meetings: The project team conducted 288 community meetings (137 meetings with women and 151 meetings with men) at both ILAC centers in Loralai and Quetta with 5,405 Afghans (2,491 women and 2,914 men).Topics included were: ILAC services, Refugee Rights and Obligations, the Tripartite Agreement and the parties involved,Voluntary Repatriation as needed, location and processes of PoR Card Modification (PCM) Center, Proof of Registration (PoR) card related rights and its importance, the extension of Afghans' legal stay in Pakistan until 31-Dec, 2015, and the current security situation of the area. Community workshops: LAC team conducted 283 Afghan community workshops (140 for female and 143 for male) with 4,567 Afghans (2,279 female and 2,288 males).The post workshop evaluations have shown that 242 out of 283 workshops score more than 85% and 41 workshops were less than 85%. Community sessions: ILAC team conducted 3,959 community sessions providing information to 16,745 males to provide information and awareness to refugees on ILAC services, Refugee Rights and Obligations, the Tripartite Agreement and the parties involved, Voluntary Repatriation as needed, location and processes of PoR Card Modification (PCM) Center, Proof of Registration (PoR) card related rights and its importance, the extension of Afghans' legal stay in Pakistan until 31- Dec, 2015. Door to Door: The team conducted 4,107 door to door visits, serving 17,010 females to provide information and awareness to refugees on ILAC services, Refugee Rights and Obligations, the Tripartite Agreement and the parties involved, Voluntary Repatriation as needed, location and processes of PoR Card Modification (PCM) Center, Proof of Registration (PoR) card related rights and its importance, the extension of Afghans' legal stay in Pakistan until 31- Dec, 2015. Radio Programs: 20 Radio program broadcasted to disseminate information on a broader level among various segments regarding refugee rights and obligation, PoR card related rights and its importance, extension of Afghans' legal stay in Pakistan until 31 December 2015, girls education in Islam, women right in Islam and types of Gender BaseViolence (GBV), renewal process of PoR card, the ILAC team broadcasted twenty Programs of 15 minutes Pashto radio program called “MARASTA BAILGASHTA” (free help or support) on radio Pakistan (Loralai and Quetta). LEATraining: During reporting period 48 capacity building sessions conducted for Law Enforcement Agencies (LEAs) officials on the topics of Current status of Afghans in Pakistan, what is PoR card and rights associated with PoR cards, refugee rights/obligation, difference between asylum seeker and refugees and 1951 convention so that the officials take informed decision regarding the arrested Afghans, out of 48 capacity building sessions 46 scored more than 85% and 02 session were less than 85%. Arrest Detail: During reporting period 2,994 Afghans were arrested under Foreigner Act. The team conducted short interviews with the arrestees in police/levies/FIA to find any persons of concern, and provided them counseling for informed decisions. Out of 2,994 arrested, 62 were PoR card holders and 2,932 were non PoR, Out of the 62 PoR card holders 33 were released without lodging First Information Reports (FIRs) as the result of ILAC intervention (Upon providing original PoR cards and a notification of extension of stay of Afghans in Pakistan) and FIR was lodged for 29 PoR card holders (these arrest was made second time and LEA officials and arrestee relatives didn't informed ILAC team timely and LEA officials immediately lodged FIR) the cases of 10 PoR card holders pleaded at Court of Law at Quetta and 01 at Loralai all PoR card holders were released without fine and 18 PoR card holders were deported.

LEA (Law Enforcement Agency) Afghan Proof of Registration (PoR) card holders and other asylum seekers in Balochistan have experienced a trend of increased illegal arrests, harassment, and detainment throughout their legal stay in Pakistan.The trend persists because the Law Enforcement Agencies (LEA) in Balochistan a) lack knowledge about rights entitled to PoR card holders, b) apply mandates to arrest non-PoR Afghans to PoR card holders as well, and c) respond to security incidents by tightening security measures and rigorously checking identity documents for Pakistanis and non- Pakistanis alike.When LEA officials are directed to increase arrests Afghans are frequently victims as the LEA officials deployed at check posts do not recognize PoR cards as legal documents authorizing their stay in Pakistan. SEHER currently addresses the PoR card holders' issues through the Information and Legal Assistance Center (ILAC) program by providing legal assistance, rights education, and voluntary repatriation information to Afghan PoR card holders. ILAC also includes a training component in which LEA officials are exposed to the rights of PoR card holders, international human rights frameworks, and the principle of non- refoulement. CRS has been implementing ILAC since 2004 and has partnered with Society for Empowering Human Resources (SEHER) since 2010 using a protection approach that upholds the dignity and human rights of Afghans and combats the climate of uncertainty, fear and suspicion arising between local authorities, and Afghan PoR card holders or other asylum seekers due to a lack of awareness of Afghans' legal rights, and incorrect application of Pakistani laws by LEA officials. In districts Killa Saifullah, Loralai, Pishin and Quetta, CRS and SEHER provide essential services to the Afghan community through outreach activities and ensure adequate access to protection services that include legal information and assistance to protect against refoulement while they prepare for a more durable solution. Through this Capacity Building of Low Rank Law Enforcement Agencies (LEA) Officials project, SEHER and CRS complement the training component of ILAC with the goal of Protection and Mixed Solutions.To achieve this, SEHER and CRS are building the knowledge and capacity of low rank LEA officials who frequently encounter Afghan PoR card holders. The project seeks to build the knowledge and capacity of low rank LEA officials who frequently encounter Afghan PoR card holders in Balochistan through training sessions to complement ILAC with the goal of Protection and Mixed Solutions Although the Government of Pakistan (GoP) started renewing PoR cards in February 2014, issuing renewed cards with up-to-date expiries and the process is still going on after completion of phase 1 and 2. During the period from Nov to December 2014, 6 Afghan PoR card holders were arrested.This is a decrease from the arrest rate in August to October when 21 card holders were arrested. All the arrests were made due to the refugees' inability to present original PoR cards during LEA spot checking. Out of 6 arrests, 5 PoR card holders were released through ILAC interventions, through court representative. FIRs were lodged against them and the CRS legal counselor provided legal assistance.All 5 were released found not guilty. 1 PoR card holder was realized with lodging FIR. LEA

SEHER organized 47 training session for Law Enforcement Agencies LEA on Human and Refugee's Rights in 2014. 2. 47 one day training was delivered on Human and refugee's rights were conducted in 6 district of Balochistan i.e. Killa Abdullah, Killa Saifullah, Loralai, Mastung, Pishin and LEA Quetta. 3. Capacity was built of the low rank (1202) LEA officials, 13 host community volunteers and 8 Community Elders in the focused districts of Balochistan in 2014. 4. Through these Capacity building sessions SEHER improved the knowledge of participants on the recognition of PoR cards, the rights attributed to PoR card, international human rights framework, and the current status of Afghan PoR card holders in Pakistan and the principle of non-refoulement. 5. Individuals who attended the trainings conducted by SEHER in the year 2014 they now capable enough to recognize PoR cards and their significance.Average pre-test results show that 32.11% of untrained officials recognize PoR cards, whereas after the training 91.88% of the trained officials recognized PoR cards and the rights related to PoR.

GBV-HIV/AIDS GBV-HIV/AIDS Violation against one individual is violation of the whole humanity.The women in our society is deprived of their basic rights of the life especially in the tribal society of Baluchistan where domestic violence is a common practice.Women are always threatened of abuse, abduction, honor killing, sexual assault, acid throwing and murder. Currently the efforts to address HIV/AIDS and GBV mainly operate in isolation, while this time it was launched to cope with the situation having two interrelated dimensions. Many of the HIV/AIDS organizations have a little understanding of GBV they have little awareness about what responses are in place and which key players may be a source of information and support. A significant gap in which was felt in the province is the lack of mental health programs and trained human resource to implement such programs/projects.There was a strong perception that counseling for victims of violence was inadequate. Additionally there was little information or support provided to think through and plan for the consequences of GBV for HIV/AIDS and vice versa. There is growing evidence from different countries that gender based violence can increase the risk of HIV/AIDS. Researchers, focusing on understanding the explosion of the HIV/AIDS epidemic among women and girls, have highlighted how sexual coercion and fear of violence limit women's ability to negotiate safe sex behaviors, access services, and/or adopt practices to prevent mother to child transmission. Women are lacking behind in all segments of the society especially in education where there are very low number of females getting higher education in the province. Education enlightened the minds of the individuals and make them sense to choose what is right and what is wrong.Women are not aware of their rights which were provided to them by the religion and law of the county, due to which women are more exposed to violence in our society. Moreover gender discrimination and violence is common in the province and it became acceptable among the families. Women are also unaware of the high risk diseases i.e. HIV AIDS, Hepatitis and other STI (sexually transmitted Infections), their causes and ways to prevent it. Unregistered medical practitioners and mid wives in these areas are also the main source of the spread of diseases among the women and men in the community. Used syringes and other instruments are responsible to spread the STI's, Hepatitis and even HIV/AIDS viruses from one patient to other, which is then transferred to male or female during the csexual relations. Forced sex or rape directly increases the risk of HIV through physical trauma, especially for young girls. Both issues are addressed in a vertical manner, with little cross dialogue between the two professional communities or little integration of messages that reinforce programs mutually. While some progress is being made separately on ending violence against women and stemming the spread of HIV/AIDS, national and international efforts would be vastly more effective if they addressed the interconnectedness between the two pandemics. Lack of opportunities in education skills and health for the women also make them more vulnerable to Gender based violence in the province. Many women headed households in the area are compel to do prostitution for income generation and earning livelihood for their families.There is no such program which not only works for the skill development of the women to empower them but also create awareness among common masses about HIV/AIDS. There is significant amount of knowledge lacking about safe sex in the community, as in some cases the male counterparts of the families have sexual relations with other females and even with other males during which they do not care about the safe ways of sex.When these male have developed sexual relations with their wives the diseases transferred from them to their wives.There is a dire need to address the issue and spread awareness among the community regarding safe sex methods in order to reduce the cases of STIs.

GBV-HIV/AIDS Key Highlights w360 women's were provided basic knowledge on prevention and respond mechanism of GBV- HIV Aids. w40 cases of GBV were identified by the activist groups in response of the trainings imparted. w110 men's were directly sensitized to combat GBV practices, those were previously perpetrating GBV practices within their families where women and girls were the prime victims. wHarmful traditional practices. Dispute marriages, walwar and early child marriages have been decreased till large extent. wThe Men & women activist groups are still operating from their respective communities and have in-place front desk services to refer GBV- HIV cases to the concerned department, with whom they were linked under the project for service delivery. wMen and Women were obsererved 16 Days of activism this year as well without any project support. w36 Police officials, 10 Quacks and 20 paramedical staff of BMC,SPH and provincial Aids control program were capacitated on the basic knowledge of HIV/AIDS- GBV. wInternational day for the elimination ofViolence against Women was conducted to raise awareness on violence against women with the collaboration of US-Embassy. w16 days of activism from 25th to 10 December and major days between these days. 16 Days of Activism for NoViolence against Women and Gender disparities is an international campaign. It was started on 25 November (International Day for the Elimination ofViolence against Women) and ended on 10 December 2014. Short Stories:- Ms.Balanishta young deprived women living married with Mr.Rahimuddin in exchange of marriage. She said in the beginning her husband was so caring in very first three years of the marriage but one year his husband behaviors changed she added that,since I just gave birth girls and her sister gave birth to three boys,due to this factor he had been started taunting, abusing and finally started beating her. But when SEHER team visited her home, a meeting was arranged with her husband and tactfully dealt with the situation,where Islamic concern was also discussed,thereafter it was revealed that,due to frustration and low level of income,his husband response is like that, finally, Balanishta was given the opportunity to enhance her embroidery skills and business knowledge,now she is much engaged in developing products and saleing it in to the community,and capable enough to earn profit,she said that,now my husband behavior is changed and he also support him brining raw material from the market. My name is zarghoona I am 26 years old resident of kharotabad,I have 6 sisters and I am most elder among them,my family condition was not good as we have only one bread earner in my family who is my father,when I was 16 years old my father arranged my marriage with an old man for the reason of dowry,when I got married my husband was very kind to me because I was too young for him,but after few months my husband demanded for babies but I cannot conceive because of my husband old age for that reason my husband started abusing and beating me,I was not able to explain the reason for no babies because I was afraid of him,after 5 years my husband died but my in laws did not allow me to go back to my parents home and they kept her as a slave in their house for house hold work and they never treated me like a human, fortunately SEHER came visited my home,and used to sit my in laws and elder members on regular basis,after few months,finally I got permission to go back to my family,now I am happy and very kind,the reward is with the God,every moment I pray for the seher people,who worked hard for my freedom. My name is Shafiqa, I am 15 years old live in Kharotabad .I am surviving in severe Psychological violence that,I lost my consciousness and became psycho patient,I got marriage at very early age of 13 years,when I do not know what was marriage but on the will of my parents my marriage took place, that was an exchange marriage for my brother, after marriage I found very bad attitude from my husband and mother in law,I got baby girl but she died soon after one month,my husband restricted my mobility,and my parents are also not in contact with me,one day I heard from my neighbor that NGO is helping out the women,I requested her to arrange my meeting with the females,where I have discussed each and every thing,thereafter I was taken to the doctor by SEHER,and one lady used to come every other day and started counseling me and my husband, now I felt better and my husband take care of me, he is more happy that I am pregnant again.

PARII With the collaboration of (PPAF) Pakistan poverty Fund launched the project activities in highly deprived union council (Bostan district Pishin) in November 2012.The core element of project was to enabled-built local human resource and institute to cope with day to day issues and involved - mobilize the local human resource- community in development process through rigorous social mobilization for poverty alleviation. Project Background:- The broader project component comprises the Human and institutional development and Health-Education and disability.At the beginning of the project, potential human resource was recruited, oriented and trained in order to render the best services in the targeted areas of Bostan. Afterward, the potential union council identified, built rapport with key stakeholders, geographical clustering and Initiated base line survey of whole household of targeted vicinity. Key Highlights 1 Potential union council identified for implementation/execution of plan activities. Stakeholder analysis and 8 rapport building meeting held with key actor. 7 project staff got training on project and poverty score card and practice in data collection-base line survey. Statistical data analysis of baseline survey of 1600 Household was done. 108 Community organizations Cos are formed and established. 8 CMST training were delivered with 216 community office bearer (Managers-President). 43(Male & Female) Bank accounts were opened in Habib Bank-District Pishin. 5 Village OrganizationVOs are formed and functional. Short Stories:- Sur Dab is one of the village of UC Bostan District Pishin having 51 House Hold with population 357.and most of the population refugee type , but few people having a local identity. Majority of community is involved in business and agriculture they were not aware about development Sector activities. But whenever SEHER started the poverty reduction project with the collaboration of PPAF in November 2012 at UC.Bostan,then SEHER team called a meeting at Sur Dab and told to the community regarding project objectives ,it was clearly told about the contribution of community that is 20 % .Community agreed after the strong mobilization (three dialog techniques),and they were ready to make the community organization namely Ranha & Zarghoon. SEHER also started the mobilization in EducationActivities,in Surdab ,and took potential and needy school for development work.they were having PTSMC in the school but unfortunately remained non-functional from last later duration ,then SEHER team reactivate it and listed PTSMC in March 2013, 'We are the resident ofVillage surdab UC Bostan by birth;our ancestors also belong from Bostan.We are facing several issues in our area,female education is one of them,and we want to give good education to our children. The PTSMC formed in the month of May 2013 when SEHER's team initiate the second component (Education) in target area.As per process the community organization formed in focused village and imparts Community skill management training.The regular process of social mobilization creates a sense of ownership and as well to reflect their day to day issues and gradually think out the way forward.The initial practical take off start from school, with the facilitation of Social Organizer parent teacher school management committee formed in village.In order to build capacity of PTSMC arranged an intensive training on overall role responsibility of PTSMC in enhancement and development of school. The existing school building contains only two rooms and reserved merely for boys,while the girls continue their academic career at second time in same school building.The unavailability of separate space retards the process of enrolment in school. SEHER has started their interventions in bostan ,Mr.Manzoor hold mobilization meeting and said that we had to contribute around 20% .Series of dialogue made enable PTSMC to understand the issue and explore resource to build a separate room for girl section within existing boundary. Community also formed their COS according to the process and their PTSMC members were the majority of females,because government primary school is running on double shift, morning time is for boy's classes and in second time for girls. I am Haji Nawaz khan sulmankhail the president of PTSMC and my team members are very contributing persons and, have got much training from development sector, and having some land for cultivation and agriculture purpose. IMTIZAJ Rehabilitation of Children Involved in Commercial Sex (Child Protection Center) IMTIZAJ ON SELF HELP BASIS Key Highlights of the Projects 45 (Victim) children rehabilitated through educational, psycho-social services and skill development. 10 Meetings with parent's community committees (PCCs) w w were held, where 160 participants participated in it. 10 Meetings with child association/ in community were held, where 111 participants participated in it. 28 Coordination meetings with w w conducted with Police stations. 12 Meetings were held with Medico legal units at Quetta city where 18 Member participated in it. 210 spot visit was done and 19 children involved in commercial sex registered. 80 children were prevented through education. 20 Children were mainstreamed into the formal schooling system. w w w w w w w w w w w w 200 Children were provided English language basic course. 100 Children participated in computer skill training sessions. 70 Children participated in Life Skill base education. 200 Children get benefited form Religious education. 14 Children were provided Recovery and rehablitiaon services. 18 Children were provided Medical treatment, further session on HIV,H&H was also provided. Total 220 Children were trained in different entrepreneurial/business skills where 80 children were trained in Tailoring, 80 in Mobile repairing and 66 in Fancy work. 10 Children got the job replacement and running their own micro business.

Shabir Mr.Shabir was in the age of 15 and falls in the category of juvenile when he committed crime (murder).Shabir was raised by his poor hardworking parents.When asked by his parents about Shabir's life they said that,“they have failed to protect their innocent child”.Further his child hood was being snatched by the ominous person the worst barber. Shabir's was a school going boy,a hard working dedicated child who was passionate to spent time in school and with school fellows.When asked about the incident,he was in a emotional trauma and stress,but with the passage of time by doing lots of efforts like psycho social counseling and developing trust and friendly environment he was ready to share whole heartedly about the incident.He said that“it is the worst time ever I am facing these days,and I am missing my family specially my mother.Moreover I cannot think what I have done,though I have committed crime.While describing his story tears were in his eyes and he was feeling pang of pain.He added that,it was a time when I and few friends of mine used to go and sit in the Barber shop,where we saw television and spent after schooling time.In the beginning it was normal,we went there and the barber used to provide us tea,and we used to sit late hours.One day I went to the barber shop to visit my friends.I found no one in the shop.I asked form the barber about my friends,he replied that they will come,just sit and relax.He asked me to bring something form the washroom.I went there and he came and sexually abused me.I wept and struggled a lot,but he didn't listen and forcibly abused me.I was feeling ashamed and the feeling of humiliation prevails in my mind.Moreover I was unable to think.I wasn't able to share this with anyone, even with my family and friends.One day my friends told me that the barber is asking about you every time we go there.He asked me to bring you to him,what is the matter.I was very shameful and didn't have the courage to face him.One day I went outside and found the Baber standing outside of his shop staring at me.He passed vulgar comments and asked me to come inside the shop.I was frightened and ignored him.This happened many times. One day he came to me and held my hand.Forcibly he asked me to come in his shop,and said if I didn't,he will let all the people know about the incident.I went home and wept a lot,sooner Lucifer controlled my mind and soul.I decided to take my revenge.I just wanted to get rid of him.I somehow got the pistol of my father and went to the Barber shop.I told him not to threaten me again;he smiled wickedly,and said I will not let you go.Then the darkness come in to my eyes I fired bullets and ran away,though I felt gratification that I have taken my revenge,but at the same time another fear appeared in my mind that police will arrest me.I ran to my home to escape but I was unaware that people followed me and I got arrested.Since then I am in jail,and it is the first time that I am feeling relax to share my story. Since then SEHER worked rigorously to brought out Shabir from Emotional trauma,anxiety,stress and to prove his innocence in the court,by doing lots of efforts Shabir was released and admitted in SEHER IMITZAJ's Child Protection centre, where children's with the special need are treated and provided social, psychological and economical support and rehabilitated services.Thereafter he is back to the normal life.Shabir's final words are that“I was what the people wanted me to become and I am what I wanted to become” a good boy will live with the aim to support others boys like me.

Working together, these local influencers build trust and understanding, develop skills, and deliver projects on urgent themes such us poverty, literacy, democracy and climate change, connecting local and international agendas through the program Social Action Projects SAPs: Participants work together in local community workshops to design action that enhances community life.Action should be principled- well planed and aware of local- global links, participants are often supported by partner organizations and /or mentors to deliver social action projects locally, projects which engage with issues such as access to political participation.The environment, climate change, community cohesion, providing basic need, livelihoods and encouraging literacy. Capacity Building: Young people learn a wide range of skills in leadership, communication, advocacy, citizenship, volunteering, social action project delivery, fund raising, entrepreneurship, partnership and network building skills.To develop leader ship and advocacy skills, and empower young people to play a pivotal role in bringing positive social change within their communities Build networks within their communities to make collaboration possible with the local government, community influences, policy makers, educational institutions, media and civil society organizations to actively engage with community based issues through social action projects. Policy Dialogue: Young people are encouraged to share their ideas and beliefs with Pakistani and British legislators and influencers giving voice with those who can direct youth policy and development.To provide Active Citizens on opportunity to interact with policy makers at all levels from the community up to provincial and National levels, the purpose of this interaction is to stimulate debate about active citizenship, youth issues and policies that affect young people. International Networking: This involves sharing ideas knowledge and experience in councils, forums and communities online. Through it young people develop new relationship and understand their roles as 'global' citizens on networks like face book, twitter and blogs.The program also organizes bilateral and multilateral visits with the UK and south Asia region. HRF HRF (Human Right Fund) The problems faced by the minorities is the major issue as they are the nationals of Islamic republic of Pakistan.The constitution consists of acts for the betterment of their living and giving full right of being Pakistani regarding educational, religious and living.The issues face by the people are, their cases are not submitted to the court, and the court don't take action upon the pre-defined constitutional acts, harassment, violation and injustice. Christian community has a right to study civics instead of islamiat same as Hindu's have right to study ethics instead of islamiat, the institutions and board of education should provide them the course of study which is mandatory in their religion.The cases were submitted in court have no expiry dates.They are running from year their cases were bound because of being from minorities, violation increased against them, rights were stolen. The project focused on the minority rights, protection and promotion of rights of expression, assembly, association and6 thoughts (REAT), which include religious freedom in Pakistan especially at the provincial level and targeted districts where rights are most at risk. REAT freedoms are enshrined in the international covenant on civil and political rights (ICCPR,Article 18-22) ratified by Pakistan on 23 June 2010.A project focused on giving vent to the rights of vulnerable segments of society, has been progressed to the third phase.The Human Rights Fund (HRF-III) of the Asia Foundation aims to promote freedom of thought and expression of the minorities.The project targeted the 10 most vulnerable districts of the country. “Project has garnered a good response in their earlier two stages, which is incentive to go on with the project,” just like the earlier two phases, the current one is designed to engage Pakistani civil society groups, the government and media agencies to improve protection and promotion of minority rights in the country. During the three-year phase, the foundation has set up early warning systems in the vulnerable districts, to prevent and respond Religious Minorities issues.The progress has been made by focusing the three main kind of actors: w Early warning system w Advocacy w Media advocacy

  • 69. CPCRG CPCRG (Child Protection & Child Right Governance Project Background:- Area-wise, Baluchistan is the biggest Province of the Pakistan and has lots of issues which need to be addressed. Child protection is one of main issue of the province which needs immediate attention. Child protection bill has been passed in other provinces and is also being implemented in some parts whereas in Baluchistan still no legislation has taken place; which makes children at more risk. Other civil society organizations and SEHER are working on this issue with other non-governmental organizations for legislation. JJSO is not implemented properly in Balochistan, there are no separate courts for Juvenile and no Borstal Institute for convicted Juvenile. Police, Judiciary, Reclamation and Prison departments need to be mobilized on Juvenile issues and need to be sensitized for betterment of children. In this regard SEHER has started The Project Child Protection and Child Right Governance (CPCRG) (July 2013 till 31 December 2015) with the support of SAVE THE CHILDREN Pakistan Program aim is to Support Provincial Government in the implementation of the Juvenile Justice System Ordinance (JJSO) 2000 to improve criminal justice system for the children in contact with law and support provincial Government to put in place a centralized integrated child protection system to protect children against abuse and violence. In this objective SEHER has started project with Save the Children pakistan Program with the objective of Support to Provincial Government in the implementation of the Juvenile Justice System Ordinance (JJSO) 2000 to improve criminal justice system for the children in contact with law and to put in place a centralized integrated child protection system to protect children against abuse and violence.

Parliamentarians promised for establishment of Borstal Institution at Balochistan for that, they would be following it with concern department. wOne activity Dialogues between MPA'S and Juvenile Parolees and Probationer on issues faced by them were conducted where 52 participant were facilitated. wSix Follow up meetings on implementation/ and way forward to Child Relevant Bills (Borstal Institution, CWB, Free and Compulsory, Ban on Corporal was held at Quetta. Concern Stakeholders from Parliamentarians, Judiciary, Police, Prison, Reclamation and Probation, Social Welfare Department and Home Department, showed great concern for solving the issues of Children and working for establishing well child protection system in Balochistan. w06 Master Trainers from Police Training Collage were given Stipends for delivering lectures on Child Protection issues and Juvenile Justices System Ordinance at Police Training College, Quetta. wTwo District level seminar on 25 years UNCRC in Balochistan were held in this year wOne Mega event was conducted with all stakeholders of Child protection. Minister S&GAD Nawab Muhammad Khan Shahwani was chief guest of Event along with other 6 Parliamentarians from PML-N, JUI-F, NP.

Curriculum of PoliceTraining College,Juvenile Justices system Ordinance,CRC and Child Relevant laws Incorporated, objective of incorporating the Curriculum of Police Training College Quetta with this objective that after going through these courses newly hired Police officials will able to implement child relevant laws in their respective Police stations. Keeping in view this aspect, SEHER has started project with the support of Save the Children Pakistan Program from1ST July 2013 in order to start advocacy campaigns through out Balochistan for strengthening the child Protection system in Balochistan. MOU signed with Police training college Quetta for strengthening the center Providing Master Trainers developing Designing and disseminating the Training manual in which child relevant laws incorporated and the child protection ensuring lectures would be conducted on regular basis. Police Training College Quetta never had detailed Training manual for their Trainees.They had just on Guide line for just touching the basic points, no details were present in centre, after meetings with Commandant he suggested for developing one Manual for centre and incorporating the Child relevant laws,Financial and technical support from Save the Children and SEHER Has made this manual possible. SaveThe Children Pakistan Program and his Child ProtectionTeam has fully cooperated with SEHER team for givingTechnical support for finalizing theTraining Manual for Police training college,which resulted now PoliceTraining College Quetta has their Manual for utilizing it for their courses Now Police training College Quetta is practicing this manual in their daily sessions which was compiled,published and handed to center. Lessons learned. Officials of Police training college Quetta used to deliver their lectures without any material some time they used to take notes on not books of white pages,which always misplace the material,after developing of this manual now they are able to take lectures and utilize the Manual without any fear and lost.

To achieve the desired objective of having safe, sustainable and protective place for children in contact with law in Balochistan, SEHER believes that it could be only possible if Government of Balochistan would Promulgate “Borstal Institution Bill”. Keeping in view this aspect,SEHER has started project with the support of Save the Children Pakistan Program from 1ST July 2013 in order to start advocacy campaigns throughout Balochistan for Promulgation of“Borstal Institution Bill”.In last lots of advocacy activities were carried out in which Balochistan Assembly promulgated the Balochistan InstitutionAct In Balochistan since 2002 after adapting the Juvenile Justice System Ordinance, Balochistan Assembly could don't promulgated any law with this regard, which resulted no Institution for 12 Years. But in 2014 SEHER and Save the Children Pakistan has worked hard and made Balochistan Assembly mobilized for this act. Save The Children Pakistan Program and his Child Protection Team has fully cooperated with SEHER team for carrying the advocacy activities in Balochistan regarding Promulgation of Borstal institution act.Which will result 1st institution will be established for juvenile offenders. Financial and technical support from Save the Children and SEHER has conducted many activities,its MV's are with SEHER, which clearly show the great efforts of SCI and SEHER.

The touchstone of the morality of a nation or a society is the way it treats its women.Women are a vital section of any society.Without their unrestricted participation in all spheres of national life, no nation can march towards its cherished goals of economic, political and moral progress or aspire to earn a respectable place in the comity of nations.That perhaps is the yardstick by which the difference between the developed and the developing nations is assessed. Women Empowerment is defined as “Women's ability to make strategic life choices where the ability had been previously denied to them”.As we articulate it empowerment is midway in the change processes that benefit women as individual, household, community and broader level.At the most basic level Economic Empowerment can benefit women simply by improving the quality of life, their well-being in terms of income, health and their social status within their families and life. The project focused on the skill and livelihood enhancement of the targeted group of women from two distinct urban settlements of Quetta city, Hazara Town and Nawan Killi. Nearly 1800 women were benefited from the project as per the targeted plan. Intensive skill trainings were imparted to those women resulting enhance in their earning capacity. Many of the women who were benefited from ESWB project are now able to earn for themselves and the families. However there is a dire need to plan the sustainability of women empowerment activities in both the communities as when SEHER/JACCT funding will end the women of the community should be empowered enough to uphold the development work for community women. Women Empowerment is the single most important factor contributing to the state of equality between men and women, a specific focus on women is necessary given the reality that women comprise majority of disadvantaged group and for this reason it has been a major focus of Society for Empowering Human Resource to increase the support of women empowerment. SEHER had been ensuring women empowerment through different projects implementation; based on the discussion we are going to follow these activities to empower women The quality of life for women and girls in Pakistan has improved in recent decades. Centre enrolments have raised across all income categories. In Baluchistan situation is worse, the tribal society is essentially patriarchal, with strictly defined gender roles. Within these, men traditionally occupy the public sphere, while women's mobility is restricted the unequal; power relations result in relegating women to a subordinate of subservient position, thereby excluding them from serious decision-making at several levels. In the ultimate analysis, all these factors impact women's own perceptions, as well as their knowledge base confidence in the area of public affairs.   • 76. IMNCH Among women aged 15 to 49, complications arising out of pregnancy and childbirth are the leading cause of death, accounting for 20 per cent of all deaths for women of childbearing age2. Balochistan province has particularly poor maternal and infant health outcomes.Women living in Balochistan rural areas are at double the risk of dying of maternal causes than women living in urban areas a maternal mortality rate of 319 and 175 deaths per 100,000 live births respectively.3 The maternal mortality rate in the province of Balochistan is 785 deaths per 100,000 live births.Evidence also suggests that while the Infant Mortality Rate (IMR) has declined steadily over the last two decades, there has been no parallel decline in neonatal mortality rate (NMR). IMNCH (Integrated Maternal Newborn Child Health) The lack of provision of adequate basic health services, trained staff, adequate medical supplies and equipment are direct causes of maternal mortality.The health system in Pakistan particularly in Baluchistan province suffers from a lack of investment by the national government.According to WHO statistics, Pakistan's investment in the social sector is amongst the lowest in the world, with less than 2% of total government expenditure going to health.5 this is a result of both limited government revenue, and a lack of political will. The MNH system is also weak, suffering from poor governance in terms of inadequate information and accountability systems, weak linkages and integration between institutions, poor management capacity within decentralized institutions and poor human resource management. However, the underlying causes of maternal and newborn mortality are socio-cultural structures, which discriminate against women and girls particularly those who belong to poor and marginalized groups. In Baluchistan, access to MNH differs greatly between different socio-economic groups. Poverty, ethnic, cultural and religious factors can all have an impact on women's status and their ability to access health care. In fact, a significant barrier to reducing maternal and newborn health mortality rates in Pakistan is the lack of attention paid to the broader social, cultural and political factors at work in particular Key Highlights Ÿ122 villages were identified.   • 78. VOP (Voice of Prisoners) VOP A corrupt and dysfunctional prison system has contributed to and is a manifestation of the breakdown of the rule of law in Pakistan. Heavily overpopulated, understaffed and poorly managed, the prisons have become a fertile breeding ground for criminality and militancy, with prisoners more likely to return to crime than to abandon it. Project Background:- The system must be examined in the context of a deteriorating criminal justice sector that fails to prevent or prosecute crime, and protects the powerful while victimizing the underprivileged. Pakistan lacks a systematic program for the capacity building of prison staff, while existing regulations on postings, transfers and promotions are frequently breached because of nepotism and political interference. Given weak accountability mechanisms for warders and prison superintendents, torture and other brutal treatment are rampant and rarely checked. As a result, prisons remain massively overcrowded, with nearly 33,000 more prisoners than the authorized capacity. Under Trial Prisoners (UTP) has been neglected in the jails countrywide in Pakistan. Under Trail Prisoners (UTP) are compelled to live in jail in difficult circumstances and deprived from their basic rights. The probability of the Under Trial Prisoners to involve in Sex, drugs, crimes and extremism is very high or in other words they are at high risk. Support will be provided to the concern government departments and MOUs will be signed with the Prisons Department Balochistan, so the ownership of the process could be shifted to the Government for longer run. SEHER has worked with under Trailoffenders in 5 jails of Balochistan (Quetta, Mach, D.M. Jamali, Khuzdar and Gaddani).With the objectives of strengthening the capacity of jail staff and other related officials to ensure that under Trail offender sare treated with improved care and respect for their legal rights; they are protected from sexual abuse and violence during their detention. SEHER also developed linkages with parliamentarians, senior judges, home secretary, Inspector General Police (for Balochistan), and other key players forimprovement of under Trailoffenders situation inside the Prison. In this regard SEHER's advocacy strategies made possible for the better situation of under Trailoffenders in 5 Jails of Balochistan.
