Terms of Reference
• To support WHO by generating evidence and defining frameworks of practice for nurses and midwives
which prevent avoidable illness, protect health and promote wellbeing and resilience.
• To support WHO by providing information about the nurses’ (including health visitors) and midwives’ role
and impact on maternal and child health.
• On request of WHO provide policy advice and technical assistance about public health nursing and
midwifery to the Regional Office and Member States.

• Developing systems to support the provision of technical advice
• Strengthen Technical Advisor network through development days and
second round Recruit Young People TAs to support programme ToR 2
• Build on models currently being developed (including LCAV, AOH and
Best Start) with focus on nursing and midwifery interventions;
strengthening the approach and improving accessibility
• Build collaboration with other WHO centres for nursing and midwifery
within PHE, within UK (Glasgow Caledonian University, Cardiff
University) and with Europe and internationally
• Collecting and reviewing case studies

• Support PHE global programmes for health improvement
• Supporting
- both in England and contributing to Global Campaign including work
with WHO and ICN
• Use strategic partners network (including other ALBs and devolved
administrations to progress work via shared goals and programmes;
• Provide technical advice (ongoing)
• Chief Nurse European Region advisor to WHO HRH planning for
major global nursing conference just prior to WHA and steering group
for WHO E regional programme
