1. System and Actions implemented
by
Phoenix Metal
on application of the
OECD Guidance

2. The general system
• From the gallery to the export point, 3T’s are under the control and
records of iTSCi for issuing statistics and report.
On be half of iTSCi, implementation is made by:
• GMD’s agents are full time on mine site for the implementation of the system.
• PACT is following potential incidents with GMD to close immediately all illegal activity.
• Channel Research is evaluating risks.
3. At the Mine site
Control on Sites conducted by 4 agents (including a
geologist),
•
•
•
•
Control of the OECD guide line implementation
Control of the iTSCi implementation
Control of the respect of the Rwandese law.

Implementation of the iTSCi system at Phoenix
Metal:
• Special room and safe box are dedicated to GMD
and iTSCi agents for keeping documents and Tags
• Each Phoenix Metal’s agent is trained and
informed about potential evolution of the iTSCi
system and procedure.
• 2 PM’s agents full time, cross check Log book and
PM records, meet iTSCi and GMD managers for
following up.

Every delivery is recoded in real time in 3 systems:
• The iTSCi system with Logbook
• The Phoenix Metal (PM) Database system
• The Phoenix Metal paper system (backup)
6. At the processing and export point
Ex : Phoenix Metal
Phoenix Metal’s private Database System:
• It is a private system not competing with the iTSCi
system but working in parallel.
• All tags are automatically recorded with Barcode
scanners.
• All actions on minerals (Delivering, Processing,
Blending, Exporting,…) is recorded automatically.
• All tags going into a containers for export is scanned
again.
7. At the processing and export point
Ex : Phoenix Metal
Control at the delivery area:
• No delivery can be recorded if the supplier is not
previously known in our system and this can only be
done by the team in charge of the mine Visit (due
diligence).
• Every bag is checked and compared with records in the
Mine Log Book.
• 1 Tag cannot be recorded twice.
• Mines and/or suppliers and/or tags are rejected
automatically by the system if iTSCi/GMD/PM agents
send a warning.
8. At the processing and export point

Regular controls:
• Consideration of the iTSCi report and all warning.
• Statistics of delivery per mine are compared with
estimation of production.
• Quality per mine can be check
Actions:
• If any doubt on a mine, the due diligent team check on
the ground.
• Phoenix Metal stop accepting a source if any suspicious
activity is discovered.
• Incident Report is send to GMD and iTSCi.

Our expectations for the future:
• To export the 3T’s from Rwanda at a normal market price.
• ICGLR certificate to become the only evidence for exporting
Minerals.
• To restart our Tin Smelter.
