1. Political decision needed on acceptability of non-CO2 metrics (for
ITMOs) – primary unit for NDCs representing a small percentage of
global emissions.
2. Technical issues will then follow, e.g. to what extent the tracking
progress and final NDC accounting processes are linked; also
accounting basis for corresponding adjustments (CA).
3. Timing of CA (e.g. application/transfer/recording/reporting) can impact
environmental integrity, representativeness of Parties’ accounted
emissions. Same for buyer and seller?
