1. Safeguards to be an integral part of the guidance and not an
afterthought -> rules, modalities and procedures to usefully inform
if/which safeguards are needed
2. Clarify role of Art6 ERT and alignment with Art13 review (timing and
sequencing, inconsistencies and consequences, desk review or in-
country review)
3. Different views on role of (quant/qual) limits (e.g. safeguard against
hot air vs preventing early action and broad participation)
