4. PROGRESS IN THE ENVIRONMENTAL SECTOR
DESPITE THE WAR
PROGRESS IN THE ENVIRONMENTAL
POLICY DESPITE THE WAR
WASTE MANAGEMENT: the framework law was adopted, by-laws
are prepared to launch a full-fledged reform. A draft Law of
Ukraine "On Packaging and Packaging Waste" was developed,
which is undergoing the approval procedure with stakeholders
CLIMATE: Action plans for the implementation of NDC2, reducing methane
were finalized. Preparation for COP28 started. Institutional and expert
capacity in the formation of climate policy is strengthened through the
creation of the Climate Office. Gradual integration of climate policy into the
recovery of the most critical sectors of the economy: the Energy Strategy of
Ukraine, measures for the green restoration of the energy sector
ENVIRONMENTAL SAFETY: the Law "On ensuring chemical safety and
management of chemical products" was adopted
PROTECTION OF WATER RESOURCES: the Water Strategy of
Ukraine for the period until 2050 and 9 flood risk management plans
were approved
SUBSOIL USE REFORM: the Law of Ukraine “On improving the
sphere of subsoil use” was adopted
EFFECTIVE PUBLIC ADMINISTRATION: the Law “On the procedure for
carrying out a strategic environmental assessment@ and the
legislation on digitalization in the field of SEA were adopted
ENVIRONMENTAL MONITORING: the Law of Ukraine on
environmental monitoring adopted
HARMONIZATION OF THE LEGISLATION OF UKRAINE ON THE WAY
TO EU ACCESSION: self-screening of the implementation of EU acts
within Chapter 27 "Environment" was launched. The Ministry and
partners are working on 1,000 EU acts. The overall progress of the
Action Plan for the implementation of the AA according to the Pulse of
the Agreement is 77%
