Low Carbon Fuels Certification Perspective: Lessons learned from 20-years of electricity tracking: Jared Braslawsky, IREC Standard

  7. 7. 3-2-2023 7 Tracking Scheme versus Certification Scheme For any discussion of hydrogen, we first need to differentiate: Tracking certificate scheme Certification Scheme Often just a statement of fact: technology agnostic, non-preferential, fact-based, removes opinions (eg: mass-balance tracking) Defines criteria to meet such as technology, location, use of water, CO2 content, communities, etc. Reflect stackable information on the product and ownership during the complete supply chain (eg: book and claim in electricity) Often site-specific certifications that require individual assessments for consideration and adherence Can be used easily to meet obligation quotas (eg: RPS). Can be used easily to determine adherence to legislative requirements The core element used to transfer ownership. Only one can exist per unit of energy Compliance with one (or more) certification can be placed on the tracking certificate as a label to prove adherence

  9. 9. 3-2-2023 9 A tracking certificate also needs to integrate other facts like carbon removals Interaction between tracking certificates and carbon removals is critical! Tracking schemes can provide the clear ownership of a removal that was allocated to a unit of hydrogen (eg: book and claim). 10. 10. 3-2-2023 10 Electricity is core element of hydrogen, as such tracking it is an initial criteria Green hydrogen requires 24/7 electricity. Fundamentally 24/7 green data is no different than 24/7 green hydrogen In February 2021, Emirates Global Aluminium (EGA) announced the sale of 40,000 tonnes of their CelestiAL – aluminium produced with renewable solar power – to BMW Group. It is also the same principle behind green aluminium or steel.
  11. 11. 3-2-2023 11 What about cross border trade? YES! Saudi Arabia will develop a GO system. BUT, will that system will be 'supervised' by the European Union? PROBABLY NOT… expected role for independent verifiers Report from June 2022
  12. 12. 3-2-2023 12 EACs already included in tenders for import of H2 and derivatives

  14. 14. 3-2-2023 14 Measuring with multiple sticks! Not just hydrogen, also electricity now under CBAM and REDII/REDIII! Think about the UK!
