Objective of suggested OECD work 2023-2024: Support countries’ future drought resilience through:
Stock-take exercise
Establish state of play of drought risk under changing climatic conditions
Overview of expected environmental, social and economic consequences of different types of
droughts
Review existing policy responses
Desk-based review and country-focused case studies
Review drought risk awareness and capacities
Evaluate whether existing policy responses are fit for future expected drought risks
Develop practical policy guidelines and a policy toolkit for countries to strengthen future drought
resilience
Work builds on existing work on water scarcity, NbS, agricultural resilience
OECD will work closely with UNCCD

Ongoing OECD work on multi-level governance:
A Territorial Approach to Climate Action and Resilience (TACAR):
Support cities, regions and countries in their efforts to drive the zero-carbon transition and build systemic
resilience across levels of governments;
“Adaptation Dialogue”: How can the national adaptation planning process serve to align strategic priorities across
levels of government and sectors?
Objective of suggested OECD work 2023-2024: Multi-level governance for adaptation:
Strengthening existing multi-level governance arrangements
Review countries’ enabling environments for effective local adaptation (including adaptation funding
arrangements)
Conduct country-focused case studies/dialogues (e.g. Japan)
Organise peer learning events

Policy Dialogues Hungary (2021-22) and Italy (2022-23)
Mainstreaming Climate Resilient Infrastructure as part of the Sustainable Infrastructure Programme (2021-2025)
(Philippines, Indonesia, Mongolia)
Further work in 2023-2024 subject to additional funding (and hence country interest):
• Understand effectiveness of different types of infrastructure resilience measures, including NbS
• Address the gap in promoting and mainstreaming resilience measures across different (sectoral) stakeholder groups
• Enhance understanding of progress and outcomes
