PAARL geared-up for RDA:
conducted “trainer’s training”
In line with the association’s commitment to conti-
nuously support the professional growth of academic
librarians and other information professionals, the
Philippine Association of Academic/Research Librarians,
Inc. (PAARL), in cooperation with the National Commission
for Culture and the Arts (NCCA) – National Committee on
Library and Information Services (NCLIS), the National
Library of the Philippines, and the National Committee
on Resource Description and Access (NCRDA), con-
ducted a trainer’s training workshop with the theme
“Toward National Development Plan for Resource Des-
cription and Access (RDA) in the Philippines”. This was
held last April 3-5, 2013 at the Learning Commons, De
La Salle University, Taft Avenue, Manila.
A cataloging expert in the person of Dr. Barbara B. Tillett,
Chair of the Joint Steering Committee for Development
of RDA and consultant of the Development of the
Conceptual Model of IFLA’s Functional Requirements
for Bibliographic Records, was invited as the resource
speaker. She lectured and trained participants on the
following topics: overview of RDA, emphasizing the
core elements and other elements identified as core
for LC; changes from AACR2 to RDA including guide-
lines in recording attributes of FRBR entities and the
conceptual entity-relationship module FRBR and its
relationship to RDA; use of existing resources for RDA
cataloging in utilizing the RDA toolkit; and, new
cataloging standard RDA in practice to create
bibliographic records for monographs according to
RDA rules encoded in the MARC21 format.
In her lecture, Dr. Tillett put emphasis on RDA as a new
standard for resource description and access for digital
resources that are easy to apply and understand. She
mentioned that librarians should not be apprehensive
about the changes brought about by RDA because the
rules are similar to other established standards in
cataloging. She also discussed how RDA was intended
to better understand perplex cataloging practices for
the benefit of the librarians and users as well.
Throughout the course of the workshop, participants
learned how to use existing resources for RDA
cataloging by utilizing the RDA toolkit. Moreover, during
the group activity, participants employed the new
cataloging standard RDA in practice to create biblio-
graphic records for monographs according to RDA
rules encoded in the MARC21 format.
The President and Chancellor of DLSU, Br. Ricardo P.
Laguda, FSC, gave the welcome remarks. He recog-
nized the hard work and dedication of librarians in
ensuring the proper organization of library materials
for easy access and retrieval for the benefit of the
library users. He was optimistic that RDA implementa-
tion would result in beneficial changes to improve the
cataloguing system in Philippine libraries. This training-
workshop aimed to promulgate a National Development
Plan for RDA and a Proposed Cataloging Policy
Statement for Philippine Libraries. Likewise, attendees
who have completed the trainer’s training signed a
memorandum of understanding in which they agreed
to cascade RDA training in their respective institutions,
as well as become trainers for future RDA trainings.
A total of 60 librarians, catalogers, and teachers of
cataloging courses from 54 institutions participated in
the three-day training. A series of national trainings on
RDA are scheduled to happen this year in Davao City,
Cavite, and Cebu City in the months of April, May and
June respectively.

Leading the way to RDA: PAARL Trainings
in Luzon, Visayas and Mindanao

Librarians and other information professionals in the
country are preparing to implement the Resource Des-
cription and Access (RDA) in their respective institutions.
They want the familiarity of these new cataloging standards
and guidelines, thus learning the basic knowledge and
skills of this new standard for resource description and
access is vital. As a commitment to its members nation-
wide, especially those outside the metropolis, PAARL
took the challenge in bringing the training workshops
to provinces in Luzon, Visayas and Mindanao.
The Philippine Association of Academic/Research Librarians,
Inc. (PAARL) in collaboration with the National Commission
for Culture and the Arts (NCCA) – National Committee on
Library and Information Services (NCLIS), the National
Library of the Philippines, and National Committee on
Resource Description and Access (NCRDA) spear-
headed the RDA training workshop in the countryside.
This was the initial effort to cascade the RDA training
in other parts of the country. A pool of librarians, cata-
logers, and teachers of cataloging courses who were
part of the training under the mentorship of Dr. Barbara B.
Tillet served as resource speakers.
The theme of the training workshop was "Resource
Description and Access (RDA) Essentials: Preparing
Librarians for New Cataloging Standards and Guide-
lines". Specifically, the objectives were the following:
! To give an overview of RDA, emphasizing the core
elements in RDA and other elements identified as
core for LC;
! To recognize the changes from AACR2 to RDA;
! To learn the guidelines in recording attributes of
FRBR entities;
! To understand the conceptual entity-relationship
module FRBR and its relationship to RDA;
! To learn how to use existing resources for RDA
cataloging in utilizing the RDA Toolkit; and,
! To apply the new cataloging standard RDA in
practice to create bibliographic records for mono-
graphs according to RDA rules encoded in the
MARC21 Format
RDA in Mindanao
Mindanao was the first destination of the RDA work-
shop training a couple of weeks after the “trainer’s
training” in Manila. It was held in Davao City at Gran
Men Seng Hotel last April 22-24, 2013. PAARL’s
traditional summer conference was made part of the
series of RDA trainings to reach out to a larger number
of members from the southern part of the country.
The conference was successfully received by our colleagues
in Mindanao as it was attended by librarians, cata-
logers, library administrators, and faculty of Library
and Information Science. Top-level professionals and
experts with a deep knowledge and experience in
Cataloging were also present.
RDA in Luzon
The RDA conference in Luzon was held in Lyceum of
the Philippines University, Cavite on 15-17 May 2013.
This was the second of a three-part series of RDA
training organized by PAARL. It aimed to disseminate
information on RDA to all librarians in the Luzon region.
This conference was strategically held in Cavite to
cover a greater number of librarians who reside in the
areas of Regions I, II, III, IV, and Metro Manila. An
educational tour in selected significant and famous
places concluded the activity.
RDA in Visayas
Completing the series of training on RDA, the last and final
leg was in Cebu. The conference was held in Montebello
Villa Hotel in Cebu City on June 26-28, 2013.

This concluding training was held in Cebu to accommo-
date the librarians, catalogers, library administrators,
and faculty of Library and Information Science in the
Visayas region. Once more, it was cascaded by the
same set of experts from the RDA pool of trainers.
The RDA pool of trainers who are all committed to this
endeavor shared their knowledge and expertise for the
last time to our colleagues in the final stretch of the
training. It was significant to mention that part of the
RDA training was the educational tour in libraries,
museum and historic and famous places around the
city of destination. In this view, participants were
fortunate enough to gain knowledge and at the same
time enjoy the visit to the places.
Conclusively, academic librarians and other information
professionals who attended the training can basically
considered technically equipped for the challenges in
the implementation of the Resource Description and
Access (RDA) in their respective institutions. Indeed, it
was a challenging but nevertheless very successful
endeavor of the organization.
PAARL Forum on Article Treating Print in a
Hybrid Library Environment at the ABAP 2013

The 17th
Philippine Academic Book Fair organized by
the Academic Booksellers Association of the Philippines
(ABAP) was held last July 8-12, 2013 at the Megatrade
Hall, SM Megamall in Mandaluyong City. This event
featured the latest academic books, journals, refe-
rences and other materials for educational institutions.
The trade fair also highlighted the various seminars
and fora where the Philippine Association of Academic/
Research Librarians (PAARL) participated. A forum on
“Treating Print in a Hybrid Library Environment: Issues,
Dilemmas and Directions” was conducted by the
association in the afternoon of July 9, 2013. The guest
speaker was Ms. Elvira Lapuz of the University of the
Philippines in Quezon City.
The forum aimed to provide participants with a better
understanding of the current trends in collection
development and management of print resources;
become aware of the key issues, problems and
challenges in acquiring and managing print resources;
and recognize the strategies of developing hybrid
library collections.
As presented by Ms. Lapuz, the library is no longer just
a repository for print collections and a quiet place to
study, but a center for learning communication and
interaction. Library users desire a hybrid information
environment in which online information does not
necessarily replace or make obsolete information in
print, but adds new access opportunities. Print and
digital media both have their unique advantages and
limitations. Each plays a different role and serves the
needs of users in different ways. The increase of elec-
tronic resources in libraries has created a significant
impact on the use of traditional and print resources.
The presentation of Ms. Lapuz was followed by an open
forum to further entertain questions, concerns and
other pertinent issues related to the topic. The forum
was well-received by all the participants from different
academic, public and private institutions.
PAARL@40: Anniversary Celebration
The academic and research librarians were gathered to
celebrate the 40th
founding anniversary of the Philippine
Association of Academic/Research Librarians, Inc.
(PAARL) with the theme “Libraries: Changes and
Challenges”. It was held on September 27, 2013 at the
historic Manila Grand Opera Hotel in Manila.
The young and distinguished Director of the Ateneo
Rizal Library in the person of Dr. Vernon R. Totanes was
invited as the keynote speaker. In his speech, he

challenged each and every librarian to broaden their
horizon and pursue the path of serious research
through grants and scholarships. He also emphasized
the need to respond to the changing landscape of
academic librarianship.
Another important part of the occasion was the
awarding of special honor to selected individuals
namely, Ms. Fe Angela M. Verzosa, Hon. Corazon M.
Nera, Ms. Annabelle P. Acedera, Ms. Marilou P. Tadlip,
PhD and Erlinda F. Flores (Posthumous). They were
given a plaque of appreciation for their sustained
commitment and significant contribution to the
association through the years. Hon. Corazon M. Nera
delivered the response on behalf of all the awardees.
On the lighter note, lucky members won prizes in the
simple raffle draw and attendees were given a wrist
watch as souvenir. The celebration was prepared and
spearheaded by Ms. Salvacion M. Arlante. It was indeed
a huge success and everyone went home in high

Series on “Things You Ought To Know: IFLA Key Issues
in Electronic Resources Collection Development and
CMO Proposed Guidelines for Academic Libraries”
during the 2013 34th
Manila International Book Fair
held on Sept. 11, 2013 at the SMX Convention Center,
Pasay City.
The invited guest speaker was Ms. Xenia Balgos
Romero, Librarian from the Commission on Higher
Education. In her lecture, she mentioned that the

during the drafting of its Medium Term Programme
1998-2001 put a special emphasis on the electronic
environment and that IFLA’s strategic direction will
focus on the electronic environment as it affects IFLA’s
objective to promote librarianship globally, particularly
through the provision of equal access to information
literacy programmes, and preservation of the world’s
documentary heritage.
She also discussed the Commission on Higher
Education’s (CHED) Proposed Requirements for
Philippine Academic Libraries to All Programs in
relation to e-resources in the areas of collection
development and management, services and
utilization, physical facilities, information technology
resources and services and linkages and networking.
It was a forum well-attended by librarians, library
administrators, I.T. staff and other personnel working
in academic libraries all over the Philippines.

PAARL geared-up for RDA: conducted “trainer’s training” In line with the association’s commitment to conti- nuously support the professional growth of academic librarians and other information professionals, the Philippine Association of Academic/Research Librarians, Inc. (PAARL), in cooperation with the National Commission for Culture and the Arts (NCCA) – National Committee on Library and Information Services (NCLIS), the National Library of the Philippines, and the National Committee on Resource Description and Access (NCRDA), con- ducted a trainer’s training workshop with the theme “Toward National Development Plan for Resource Des- cription and Access (RDA) in the Philippines”. This was held last April 3-5, 2013 at the Learning Commons, De La Salle University, Taft Avenue, Manila. A cataloging expert in the person of Dr. Barbara B. Tillett, Chair of the Joint Steering Committee for Development of RDA and consultant of the Development of the Conceptual Model of IFLA’s Functional Requirements for Bibliographic Records, was invited as the resource speaker. She lectured and trained participants on the following topics: overview of RDA, emphasizing the core elements and other elements identified as core for LC; changes from AACR2 to RDA including guide- lines in recording attributes of FRBR entities and the conceptual entity-relationship module FRBR and its relationship to RDA; use of existing resources for RDA cataloging in utilizing the RDA toolkit; and, new cataloging standard RDA in practice to create bibliographic records for monographs according to RDA rules encoded in the MARC21 format. In her lecture, Dr. Tillett put emphasis on RDA as a new standard for resource description and access for digital resources that are easy to apply and understand. She mentioned that librarians should not be apprehensive about the changes brought about by RDA because the rules are similar to other established standards in cataloging. She also discussed how RDA was intended to better understand perplex cataloging practices for the benefit of the librarians and users as well. Throughout the course of the workshop, participants learned how to use existing resources for RDA cataloging by utilizing the RDA toolkit. Moreover, during the group activity, participants employed the new cataloging standard RDA in practice to create biblio- graphic records for monographs according to RDA rules encoded in the MARC21 format. The President and Chancellor of DLSU, Br. Ricardo P. Laguda, FSC, gave the welcome remarks. He recog- nized the hard work and dedication of librarians in ensuring the proper organization of library materials for easy access and retrieval for the benefit of the library users. He was optimistic that RDA implementa- tion would result in beneficial changes to improve the cataloguing system in Philippine libraries. This training- workshop aimed to promulgate a National Development Plan for RDA and a Proposed Cataloging Policy Statement for Philippine Libraries. Likewise, attendees who have completed the trainer’s training signed a memorandum of understanding in which they agreed to cascade RDA training in their respective institutions, as well as become trainers for future RDA trainings. A total of 60 librarians, catalogers, and teachers of cataloging courses from 54 institutions participated in the three-day training. A series of national trainings on RDA are scheduled to happen this year in Davao City, Cavite, and Cebu City in the months of April, May and June respectively. PHILIPPINE!ASSOCIATION!OF!ACADEMIC!AND!RESEARCH!LIBRARIANS! ! 3! Leading the way to RDA: PAARL Trainings in Luzon, Visayas and Mindanao Ma. Theresa B. Villanueva Librarians and other information professionals in the country are preparing to implement the Resource Des- cription and Access (RDA) in their respective institutions. They want the familiarity of these new cataloging standards and guidelines, thus learning the basic knowledge and skills of this new standard for resource description and access is vital. As a commitment to its members nation- wide, especially those outside the metropolis, PAARL took the challenge in bringing the training workshops to provinces in Luzon, Visayas and Mindanao. The Philippine Association of Academic/Research Librarians, Inc. (PAARL) in collaboration with the National Commission for Culture and the Arts (NCCA) – National Committee on Library and Information Services (NCLIS), the National Library of the Philippines, and National Committee on Resource Description and Access (NCRDA) spear- headed the RDA training workshop in the countryside. This was the initial effort to cascade the RDA training in other parts of the country. A pool of librarians, cata- logers, and teachers of cataloging courses who were part of the training under the mentorship of Dr. Barbara B. Tillet served as resource speakers. The theme of the training workshop was "Resource Description and Access (RDA) Essentials: Preparing Librarians for New Cataloging Standards and Guide- lines". Specifically, the objectives were the following: ! To give an overview of RDA, emphasizing the core elements in RDA and other elements identified as core for LC; ! To recognize the changes from AACR2 to RDA; ! To learn the guidelines in recording attributes of FRBR entities; ! To understand the conceptual entity-relationship module FRBR and its relationship to RDA; ! To learn how to use existing resources for RDA cataloging in utilizing the RDA Toolkit; and, ! To apply the new cataloging standard RDA in practice to create bibliographic records for mono- graphs according to RDA rules encoded in the MARC21 Format RDA in Mindanao Mindanao was the first destination of the RDA work- shop training a couple of weeks after the “trainer’s training” in Manila. It was held in Davao City at Gran Men Seng Hotel last April 22-24, 2013. PAARL’s traditional summer conference was made part of the series of RDA trainings to reach out to a larger number of members from the southern part of the country. The conference was successfully received by our colleagues in Mindanao as it was attended by librarians, cata- logers, library administrators, and faculty of Library and Information Science. Top-level professionals and experts with a deep knowledge and experience in Cataloging were also present. RDA in Luzon The RDA conference in Luzon was held in Lyceum of the Philippines University, Cavite on 15-17 May 2013. This was the second of a three-part series of RDA training organized by PAARL. It aimed to disseminate information on RDA to all librarians in the Luzon region. This conference was strategically held in Cavite to cover a greater number of librarians who reside in the areas of Regions I, II, III, IV, and Metro Manila. An educational tour in selected significant and famous places concluded the activity. RDA in Visayas Completing the series of training on RDA, the last and final leg was in Cebu. The conference was held in Montebello Villa Hotel in Cebu City on June 26-28, 2013.

This concluding training was held in Cebu to accommo- date the librarians, catalogers, library administrators, and faculty of Library and Information Science in the Visayas region. Once more, it was cascaded by the same set of experts from the RDA pool of trainers. The RDA pool of trainers who are all committed to this endeavor shared their knowledge and expertise for the last time to our colleagues in the final stretch of the training. It was significant to mention that part of the RDA training was the educational tour in libraries, museum and historic and famous places around the city of destination. In this view, participants were fortunate enough to gain knowledge and at the same time enjoy the visit to the places. Conclusively, academic librarians and other information professionals who attended the training can basically considered technically equipped for the challenges in the implementation of the Resource Description and Access (RDA) in their respective institutions. Indeed, it was a challenging but nevertheless very successful endeavor of the organization. PAARL Forum on Article Treating Print in a Hybrid Library Environment at the ABAP 2013 Carolyn R. De Jesus The 17th Philippine Academic Book Fair organized by the Academic Booksellers Association of the Philippines (ABAP) was held last July 8-12, 2013 at the Megatrade Hall, SM Megamall in Mandaluyong City. This event featured the latest academic books, journals, refe- rences and other materials for educational institutions. The trade fair also highlighted the various seminars and fora where the Philippine Association of Academic/ Research Librarians (PAARL) participated. A forum on “Treating Print in a Hybrid Library Environment: Issues, Dilemmas and Directions” was conducted by the association in the afternoon of July 9, 2013. The guest speaker was Ms. Elvira Lapuz of the University of the Philippines in Quezon City. The forum aimed to provide participants with a better understanding of the current trends in collection development and management of print resources; become aware of the key issues, problems and challenges in acquiring and managing print resources; and recognize the strategies of developing hybrid library collections. As presented by Ms. Lapuz, the library is no longer just a repository for print collections and a quiet place to study, but a center for learning communication and interaction. Library users desire a hybrid information environment in which online information does not necessarily replace or make obsolete information in print, but adds new access opportunities. Print and digital media both have their unique advantages and limitations. Each plays a different role and serves the needs of users in different ways. The increase of elec- tronic resources in libraries has created a significant impact on the use of traditional and print resources. The presentation of Ms. Lapuz was followed by an open forum to further entertain questions, concerns and other pertinent issues related to the topic. The forum was well-received by all the participants from different academic, public and private institutions. PAARL@40: Anniversary Celebration The academic and research librarians were gathered to celebrate the 40th founding anniversary of the Philippine Association of Academic/Research Librarians, Inc. (PAARL) with the theme “Libraries: Changes and Challenges”. It was held on September 27, 2013 at the historic Manila Grand Opera Hotel in Manila. The young and distinguished Director of the Ateneo Rizal Library in the person of Dr. Vernon R. Totanes was invited as the keynote speaker. In his speech, he PHILIPPINE!ASSOCIATION!OF!ACADEMIC!AND!RESEARCH!LIBRARIANS! ! 5! challenged each and every librarian to broaden their horizon and pursue the path of serious research through grants and scholarships. He also emphasized the need to respond to the changing landscape of academic librarianship. Another important part of the occasion was the awarding of special honor to selected individuals namely, Ms. Fe Angela M. Verzosa, Hon. Corazon M. Nera, Ms. Annabelle P. Acedera, Ms. Marilou P. Tadlip, PhD and Erlinda F. Flores (Posthumous). They were given a plaque of appreciation for their sustained commitment and significant contribution to the association through the years. Hon. Corazon M. Nera delivered the response on behalf of all the awardees. On the lighter note, lucky members won prizes in the simple raffle draw and attendees were given a wrist watch as souvenir. (PAARL) organized the 4th Marina G. Dayrit Lecture Series on “Things You Ought To Know: IFLA Key Issues in Electronic Resources Collection Development and CMO Proposed Guidelines for Academic Libraries” during the 2013 34th Manila International Book Fair held on Sept. 11, 2013 at the SMX Convention Center, Pasay City. The invited guest speaker was Ms. Xenia Balgos Romero, Librarian from the Commission on Higher Education.
