Safety Management System (SMS) Program Office (May 2010 to September 2013, March 2015 to present)
Duties with the SMS Program Office included developing National SMS policy guidance for industry and FAA inspectors,
integrating 14 CFR Part 5 requirements into the part 121 air carrier certification process, presenting SMS concepts to FAA
Certificate Management Teams and the U. S. aviation industry and assisting industry with implementing a safety management
system in their company.
I am working with AFS 900 Certification and Evaluation Program Office to insure that an applicant for an air carrier operating
certificate demonstrates their safety management system during the certification process. This process insures the applicants
understand the concepts of developing their systems utilizing safety risk management concepts.
A focused additional duty while working in the AFS 900 SMS Program office was to develop SMS policy for inspectors and
industry as a primary member of the SMS Policy and Doctrine Team. I assisted with revising AC 120-92A and developing an
all new AC 120-92B, which explains to industry the 14 CFT part 5 and the FAA’s criteria for implementing a safety
management system. Along with the Advisor Circular, I assisted with developing FAA Order 8900 guidance for Inspectors to
accept a certificate holder’s SMS and integrating the continuous SMS surveillance into the Airline Transport Oversight System
(ATOS). Additionally, I was the lead member that developed the FAA’s SMS Voluntary Program for those certificate holders
who are not required by 14 CFR part 5 to have a Safety Management System. The voluntary program is based on 14 CFR Part
5 and utilizes the same concepts for implementation.
In my capacity and an SMS Implementation Support Team Member, I make presentation on Safety Management Systems and
I evaluate FAR 121 Air Carrier Certification Plans and assist the Certificate Management Teams with evaluating their carrier’s
implementation plans. In addition I have conducted over 55 field presentations and workshops at air carrier corporate
offices/company headquarters and evaluated SMS implementation efforts at over [35] air carriers. SMS presentations included
audio and visual displays and hands-on demonstrations of SMS application to individual corporate structures. Evaluations
involved assessing corporate SMS integration with existing functional operations in accordance with international and FAA
guidelines. Target audiences ranged from approximately 3 to 4 upper and mid-level management personnel at smaller part 135
carriers to over 30 management personnel at part 121 carriers. In addition I have presented SMS concepts to FAA Field
Inspectors in South Florida. I have made about eight presentations to Industry groups including the South Florida’s annual FAR
121 Summit; the 2011 AQP Conference, the 2012 Regional Airlines Safety Council Meeting; in November 2010 to the Civil
Aviation Management Institute of China at Miami Dade College, and Miami Dade College classes.
During my tenure with the SMS Program Office, I received two performance awards for superior accomplishments.
Certification & Evaluation Program Office – (September 2013 to March 2015)
Duties with the Certification and Evaluation Program Office included providing Flight Standards field organizations with
expertise and expert technical guidance in the Airline Transportation Oversight System, ATOS to include certification, approval
of manuals, operations programs, training programs, and various other complex air carrier systems, conducting in-depth air
carrier evaluations, provide Certificate Holding District Offices with expertise when an air carrier has indicators of potential

safety risks and with expertise and expert guidance when mergers or major expansions of existing air carriers occur and I
conducted in-depth air carrier evaluations. In this capacity, I made presentations to the air carriers on the process; evaluate their
system design and system performance. With these activities I identify trends which adversely affected aviation safety and
develop a corrective course of action in conjunction with principal inspectors and disseminate methods, techniques, and
practices which enhance global aviation safety.
I gave expert technical support to national Flight Standards policy divisions in the development and modification of air carrier
inspector handbooks, make realistic assessments of the environment in which alternatives are considered, and I identified the
need for and recommend changes to national policies and procedures and develop new criteria for emerging technology for
application by Flight Standards field inspectors to ensure standardization of comprehensive surveillance management plans for
continued oversight of air carriers after certification.
FAA Safety Team Program Manager - Southern Region FAA Safety Team – (2008 – 2010)
As an FAA Safety Team Program Manager I organized and conducted Safety Seminars for General Aviation pilots and
mechanics. One such seminar was the water survival seminar conducted with the U.S. Coast Guard. I also managed and trained
volunteer FAA Safety Representatives to conduct safety seminars. The FAA Safety Team has the goal to present Certified
Flight Instructor workshops for the instructors’ recurrent training. I organized ongoing workshops in the South Florida District.
Front Line Manager – (2008)
I managed two Certificate Management teams, totaling Ten Inspectors. During this period the surveillance transitioned from
the National Work Program (NPG) to the Airline Transportation Oversight System (ATOS). I was responsible for managing
a budget to insure the inspections were completed. I reviewed and approved investigations and the preparation of the final
reports with recommendations on disposition.
Remotely Sited ATOS Inspector Memphis FSDO – Team Leader – (2004 – 2007)
Surveillance - My duties insured certificate holder’s compliance with the Federal Aviation Regulations. To accomplish these
duties I used the Air Transportation Oversight System (ATOS) to identify inspection priorities through the Comprehensive
Surveillance Plan (CSP). The CSP is a systematic approach to identify where certificate holders have significant risk. From
the CSP, I executed the plan to monitor the risk through surveillance and system reviews.
AFS 900 National Field Office - Certification Standardization & Evaluation Team (1999 – 2004)
Starting in January 2000, I was part of the team that instructed FAA inspector on the Surveillance Evaluation Program (SEP)
processes. This program was designed to introduce FAA inspectors to System Safety and Risk Management techniques to
their surveillance. This program eventually transitioned the certificate management to the Air Transport Oversight System
(ATOS). As a member of a work group, I helped developed the Air Carrier Evaluation Program. I also helped to develop a
number of the ATOS 1x data collection tools that insured the certificate holders designs met regulatory requirements and also
had system safety attributes designed into the system. I received three performance awards for implementing SEP in 2000 and
for my work with the AFS 900 work groups. In 2004, I received a national award for my work with rewriting the ATOS Data
Collection Tools.

Principal Operations Inspector- South Florida Certificate Management Office (1993 – 1999 & 2007) & Asst
Principal Operations Inspector Miami FSDO - (1990 – 1993)
Certificate Management – My duties were to be the primary operations interface with certificated operators. I managed
certificates under FAR Part 121, 125 and 125 deviation holders. I planned the surveillance using the ATOS Comprehensive
Surveillance Plan. I insured that the certificate holder’s operations met the Federal Aviation Regulations requirements. I
reviewed the operators systems for compliance and I reviewed new operations by both established carriers and new carriers to
insure their request complied with the FAR’s and safe operations. I four performance awards from my work as a principal
inspector.
Geographic Inspector - Detroit FSDO – (1988 – 1990)
Surveillance - My duties insured certificate holder’s compliance with the Federal Aviation Regulations. To accomplish these
duties I used National Work Program guidelines to identify inspection priorities. I insured though assigned inspections were
complete and performed accident, enforcement and incident investigations as assigned.
Airline Employment 1985 to 1988
I was employed as a flight crew member with three FAR 121 airlines and one FAR 135 airline. My Duties were to prepare the
aircraft for flight, coordinating with maintenance personnel for proper servicing of the airplane. I monitored airplane systems
in-flight to insure proper configuration, coordinated check list with other crew members and coordinated ground handling
requirements. I analyzed system problems and determined proper action to be taken. During this period, I also worked for a
temporary employment agency entering data for a computer program and I installed an accounting software system for an
engineering firm.
United States Air Force 01/73 to 09/85
B- 52 Aircraft Commander and Co-Pilot - I planned B-52 flights and operations that included weight and balance, flight
clearance, coordinating with ground agencies, managing aircraft systems in-flight in both domestic and international operations.
As an aircraft commander supervised a crew of six to maintain combat readiness, monitoring the training of each crew member,
supervised all phases of flight planning, assigned duties to other crew members as appropriate. As an Assistant Flight
Commander - assisted the Flight Commander with the supervision of five crews and performed flight commander duties in his
absence.
Intelligence Officer – I Conducted current intelligence briefings for combat crews and the senior wing staff on a weekly basis,
taught crew courses in Escape and Evasion techniques, developed a course for naval ship recognition; developed the reporting
procedures for this mission, and coordinated with other agencies during naval reconnaissance missions and I developed a class
for crews entering the Air Force Red Flag exercise.
Data Systems Manager - My duties at Headquarters Strategic Air Command were to monitor access to the Strategic War
Planning computer systems, coordinate between the programmer analyst and the user group for work accomplishments,
managed a project management system that tracked the work of over 175 programmer/analyst and over 50 major data systems
and developed new procedures to stream line the procedures for approving and monitoring the data automation request.
