3. 1.1- Project Goal To regulate the telecommunication services Protect the interests of consumers of the telecom sector Ensure technical compatibility and effective inter-connection between different service providers Lay-down the standards of quality of service to be provided by the service providers and ensure the quality of service and conduct the periodical survey of such service provided by the service providers so as to protect the interest of the consumers of telecommunications service
4. 1.2- Specification Mobile Number Portability (MNP) allows the subscribers to retain their existing mobile telephone number when they move from one Access Provider to another irrespective of the mobile technology or from one cellular mobile technology to another of the same Access Provider, in a licensed service area Every subscriber shall be eligible to make a request for porting his mobile number
5. 1.2- Specification MNP facility shall be available only within a given licensed service area. A subscriber holding a mobile number is eligible to make a porting request only after 90 days of the date of activation of his mobile connection. If a number is already ported once, the number can again be ported only after 90 days from the date of the previous porting The Subscriber who wishes to port his mobile number should approach the Recipient operator. The Subscriber may be required to pay porting charges, if any, to the Recipient Operator The subscriber making the porting request is required to have cleared all the bills issued prior to the date of porting request
6. 1.2- Specification A subscriber may withdraw his porting request within 24 hours of its submission to the Recipient Operator The regulation envisage a maximum time period of four days for the completion of porting process Access Providers are required to implement All Call Query method The Originating operator shall be responsible to route the call to correct terminating network. 8. 1.4- Responsibilities The Department of Telecom (DoT) allotted two zones so that all number porting requests don’t overload a single Mobile Clearing House Zone 1 is M/s. Syniverse Technologies (India) Private Limited. Zone 2 is M/s. MNP Interconnection Telecom Solutions India Pvt.Limited. Telecom Service provider (Recipient Operator & Donor Operator)
10. 2.1- Schedule 23rd September, 2009 laying down the basic business process framework for implementation of mobile number portability in the country 31st December, 2009 proposed date The Government has decided to extend the time for implementation of these regulations from 31st December, 2009 to 31st March, 2010, for all circles Government has announced that the MNP services would start in Haryana Licensed Service Area on 25th November 2010 20 Jan 2011. 20. 3.3- Quality “No Service Period” means the period of time between the disconnection of the mobile telephone service to the porting subscriber by the Donor Operator and the activation of mobile telephone service, on porting, by the Recipient Operator

24. 4.2- Transfer Documents "Number Portability Database” means the database maintained by each Mobile Number Portability Service provider in electronic form, holding the details of all ported mobile numbers in its zone, along with the complete history of all transactions relating to the porting of such numbers

27. 4.5- Lessons Learned Yet Time extended & cost is unspecified but “Mobile Number Portability successfully change Market Dynamics & ensure improved standards of service” so “performance of the project is admirable” which is the critical factor of the evaluation of this project. The project can be considered as a successful project

Effectiveness According to data from the telecommunications regulator, about 13 million subscribers changed their service providers until the end of June, when India had 851.7 million mobile-phone users.
