It is possible to increase California’s water supply yield by integrating surface water and groundwater storage as a joint resource. Individually, surface water reservoirs capture water during climates that produce the most volume, such as wet winters. The water supplements dry up during spring and summer. Groundwater reservoirs are dedicated to long-term storage to be used when multi-year droughts occur.

Surface Water and Groundwater  Treating each resource separately limits streamflow, resulting in use of no more than 6 million acre-feet of additional surface and groundwater storage capacity. Initiatives that allow use of both can increase new storage capacities by up to 15 percent annually, with five percent expected at the lower end of the spectrum.
