APPLICATION OF THE PREGEC CHARTER
State of play of the implementation of the
recommendations of the 2nd evaluation
of the PREGEC Charter and next steps

Recommendation Implementation Status
R1 Distinguish between chronic
and cyclical food insecurity and
malnutrition; and develop
adequate responses
ToR already drafted for the development of a
regional guideline to prepare response plans;
Training planned for 2020 was postponed to 2021
due to covid-19;
R2 Improve targeting of NRPs and
develop better consensus
around the choice of response
instruments
Haven't started. CILSS is taking steps to draft a
ToR for the development of a consensus guide on
targeting. Focus will first be placed on countries
with the tradition of developing NRPs (Burkina
Faso, Chad, Mali, Niger and Senegal).
R3 Develop Social Protection
Programs to address chronic
vulnerability
Some stakeholders have already started
monitoring the consideration of FNS in the
National Social protection policies and programs,
which is a major first step to implementing this
recommendation.

R4 Connect emergency resources
with programs designed to
reinforce resilience
This recommendation and accompanying activities
will be implemented once the NRP formulation
guide is developed.
R5 Be proactive and anticipate
crisis to avoid what might be
irreversible consequences
Despite discussions on setting up predictable and
flexible funding mechanisms to implement
programs in structurally vulnerable areas, there is
no concrete information to report on the
implementation of this recommendation.
R6 Develop specific strategies and
innovative instruments
adapted to conflict zones
The set of instruments is being revised and
designed to better monitor food and nutrition
security in conflict zones.

R7 Strengthen the capacity of
States to lead the response
from planning to
implementation
A framework for the assessment of the leadership of
the states in FNS has been developed;
States will soon start their own self-assessment of
their leadership in FNS.
R8 Implement transparent
oversight mechanism of the
NRP reforms
NRP monitoring mechanism is being implemented
with CILSS following up on the process with the
countries;
Some countries have managed to set up their own
monitoring system.
R9 Intensify the appropriation of
the PREGEC Charter
ROPPA leads CSOs in setting up national citizen and
parliamentary watch committees;
Workshops were held in Burkina Faso and Mali and
the Monitoring Committees established under the
coordination of the CSO Commitment Framework. To
be rolled-out in other countries.

R10 Provide technical support to
States in order to reinforce the
effectiveness of the NRPs
Activities under this recommendation will be rolled
out as soon as the consensual and standardized
guide for the formulation of the NRPs is developed.
This has been delayed because of covid-19
R11 Update the instruments for the
management of food and
nutrition crisis and
disseminate and promote its
adoption
Activities for the implementation of this
recommendation are budgeted for in SWAC's
Program of Work 2021-22 and will be implemented
under the framework of the RPCA.
R12 Align and better co-ordinate
interventions and provide
country level support which
reinforces the states'
ownership and leadership
As a first step towards implementing this
recommendation, data base of interactive mapping
tool of FNS interventions developed with provision
for regular updates;
A TFP platform for dialogue on functional
coordination has also been established.

7. Moving forward
The 3rd External Evaluation;
Possible areas of focus:
 How effectively are social
protection programs addressing the
root causes of food and nutrition
insecurity in the Sahel and West
Africa;
 How effective are regional solidarity
mechanisms (RFSR and others) in
the prevention and management of
food and nutrition crisis;
 Other relevant topics…;
