6.  1996 – New legislations passed by the
Parliament to strengthen the Higher
Education Sector in view of challenging
global & regional development
Started with:
Educ. Act & University and Universities
Colleges Act(Ammendment)
Purpose:
-Enhance the development of private
Higher Education through establishment
of local private universities & colleges &
branches of foreign universities

7. *May 1997 – Nat. Accreditation Board
-to assure the quality of all programmes
& qualifications offered by private HEd.
-develops standards/criteria for the
conferment of awards & accredit
courses
*Dec 2005 – NAB and Quality Assurance
Division merged (approvd by the Gov.)
*Nov 1,2007 – Malaysian Qualification
Agency (MAQ)- the maturing of quality
assurance in M’sia HEd.

 Reform for the sake of reform would
not be bringing our standard of
education anywhere but be pretty on
paper
 New implementations will either make
no difference, help improve the
situation or make it worse
