In your group, please name the organization’s top three- five donor prospects
(e.g. USG, DFID, national governments, EU, the Foundations, etc.);why target
these donors?
What are the primary hurdles you face in securing funding from these donors?
Who do you currently consider as part of your resource mobilization network?
(People in your organization, on your board, or within a network of relationships )
Who in your organization is currently responsible for resource mobilization and

the details of which are summarized as follows:
• 5-year RFA for $10 million (US)
• HIV prevention, care, treatment, and support services with a national focus
• Priority given to high HIV-prevalence regions in the country
• Target population includes: Out-of-school youth; orphans and vulnerable
children (OVC); and key populations
• Strong focus on family-based livelihoods interventions targeting HIV-
affected families and PMTCT
• Preference for innovative, evidence-based approaches with potential for
scale-up
• Preference for local organizations with strong community linkages

11. Prime, Sub and Grantee
1) Generally what are the roles and
responsibilities of a PRIME – vs. Sub –
Grantee?
2) In what roles does your organization have
the most? Why?
4/4/2013 www.jsi.com 11
12. Task 1 – In 3 Groups
1) Choose one member within your group and:
a) provide your group with a BRIEF overview of
your organization;
b) Using the matrix, how should the
organization respond to this RFA? (Prime,
sub, grantee)? Why?

13. Scenario: Presenting and Negotiating
Two participants will be members of the prime organization which would like to
consider ‘Organization Wonderful’ being a Sub on the project;
Three participants will be Organization Wonderful representatives who will meet with
the two representatives from The Prime.
You have 10 minutes to prepare your respective representatives:
PRIME – What questions do you want answered? What will be your negotiation
posture?
SUB – What do you want to make sure the Prime knows about you? What do you
want to know about them?
Observers: Think of 2-3 points of feedback you can provide the Volunteers.

14. Is this a realistic scenario?
What are the most important skills?
What do you have to know and be able to articulate to be
effective?
On a scale of 1-10 where would you place yourselves? Your
organization?
What will you do as a result of this exercise, if anything?
