8. Climate Change Impacts
- loss of biodiversity. Numerous species will
simply disappear from the earth. One must
remember that extinction of species is forever and
cannot be reversed.
9. - Depletion of potable water
resources could become a
security threat and humanitarian
crisis.
- associated disturbances ( E.G. flooding, drought, wildfire, and
ocean acidification) and other global change drivers (e.g. land
use change, pollution, fragmentation of natural systems, over
exploitation of resources).
10. - Major service area loss, Coastal erosion, Serious
depletion of water supplies, rise in infectious disease, the
numerous low lying islands states will generate environmental
refugees from different nationalities.
11. - recovery efforts for
natural disasters may cost
billions of money.
- increases in malnutrition; increased deaths,
diseases and injury due to extreme weather event
14. DRRM and CCA in the Philippines
ADAPTATION,
to engage in action to address, respond or
adjust to climate change impacts that global
warming is already generating.
15. “DRR-CCA is an additional strategy for reducing the
vulnerability of communities (to disasters and climate change
impacts) in order to achieve the outcome of poverty reduction.
Both are responsive to impacts on natural and human
ecosystems”
DRRM and CCA in the Philippines
16. CCA and DRR conform to the following principles:
• Gender equality and the empowerment of women and men
• Multi-sectoral participation
• Multi-disciplinary and cross-sectoral perspectives are taken
into account
• Respect for and consideration of both indigenous and
scientific knowledge and practices
• Transparent and accountable governance and financial
mechanisms

17. LEGAL MANDATE
• Climate Change Act (Republic Act 9729) - National
Framework Strategy on Climate was signed by the
on 28 April 2010.
• Philippine Disaster Risk Reduction and Management Act of
2010 (Republic Act 10121) - The Philippine DRRM Law was
signed on May 27, 2010

18. National Climate Change Action Plan (NCCAP) outlines the
country’s agenda for adaptation and mitigation for 2011 to 2028
identified seven strategic priorities to address the impacts of global warming, to wit:
(1) Food Security
(2) Water Sufficiency
(3) Environmental and Ecological Stability
(4) Human Security
(5) Sustainable Energy
(6) Climate-Smart Industries and Services
(7) Knowledge and Capacity Development
DRRM and CCA in the Philippines
20. Food Security
• short and long term studies on climate-
smart crop, livestock and aquaculture
• climate information system and database
for agriculture and fisheries
Enhance site-specific knowledge on
the vulnerability of agriculture and
fisheries
Establish gender-responsive, climate- smart
policies, plans and budgets
• policy for the reversion of abandoned fishponds to mangroves
• regulate commodity shifting and agricultural land conversion
• national land use law
21. Build adaptive capacity of farming and fishing communities taking
into account the differentiated impacts of climate change on
women and men
• expand the agriculture and fisheries extension
• field schools to demonstrate best adaptation practices
Build the resilience of men and women in agriculture
and fishing communities, study, and design and
develop appropriate climate risk transfer and social
protection mechanisms.
22. Water Sufficiency
• restructuring water governance to be better responsive
to climate change
• gendered knowledge products and materials, and their
dissemination using media, outreach and other means
• review of the Water Code and other water resources
laws and regulations
• vulnerability and risk assessment of water resources,
infrastructures and communities
• roadmap for climate-proofing critical water infrastructure
• rehabilitation of water distribution infrastructures to
avoid leakages and contamination
23. Environmental & Ecological
Stability
• CC mitigation and adaptation strategies for key
ecosystems developed and implemented
• management and conservation of protected
areas and key biodiversity areas improved
• environmental laws strictly implemented
• natural resource accounting institutionalized
• capacity for integrated ecosystem-based management
approach in protected areas and key biodiversity areas
enhanced
24. Human Security
• climate change adaptation and disaster risk reduction
practiced by communities and sectors at all local levels
• health and social protection delivery systems are
responsive to climate change risks
• provincial level gendered vulnerability and risk
assessments
• CC-adaptive human settlements and services are
developed, promoted and adopted
• national and local networks of CC practitioners and
resources that can provide assistance to LGUs and
communities
• training health professionals and community
workers on climate change adaptation and disaster
risk reduction management
25. Sustainable Energy
• policies that encourage investments and
shifts to energy efficiency and
conservation measures
• promote demand-side energy
management
• partnerships with private sector and civil
society organizations to promote
sustainable energy, including energy
efficiency and conservation
26. Climate-Smart Industries
• policies and stable policy environment
• eco-efficient production
• capacity building programs
• productive employment and livelihoods from climate-
smart industries
• Climate-proofing of infrastructures
• CC-adaptive housing and land use
• Full implementation of ecological waste
management
• gendered vulnerability and risk assessments of vital
local infrastructures
• public-private and civil society organization
partnerships
27. Knowledge and Capacity
Development
• gender impact analyses to identify gender-specific
needs and protection measures related to floods,
droughts and other climate change-related disasters
• gendered vulnerability and adaptation assessments
• Enhancing Women’s Participation in Climate Change
Adaptation
• Planning and Policy Making: Gender
mainstreaming at all levels of planning and
programming for climate change adaptation and
mitigation, disaster risk reduction management,
and financial instruments and mechanisms
28. • planned activities on capacity and
knowledge development must enhance
the roles and status of women as
participants and agents of change
30. Department of
