Infrastructure Charging and External Costs of
Transport to be applied urgently!
DG MOVE report on how full internalisation of external costs for road and
rail could be achieved was originally due out by Oct 2012 but has been
delayed.
However, the accompanying report for DG MOVE ‘An inventory of
measures for internalising external costs in transport’ by a consortium
of consultants has now been published.
Key points:
Infrastructure charging in road transport is much less developed than
in the non-road modes.
An indicative estimate of the cost coverage of the infrastructure and
external costs of road transport in the EU is 38%.
In none of the Member States does road transport pays its full costs.
The cost coverage ratios are the highest in Denmark (87%) and lowest
in the Baltic states and Hungary (17% or less).
