• Use of digital technology & information and communication technologies
(ICT) will aid in providing better quality and performance for citizens
• This governments can engage more effectively and actively with its citizen
How will the citizens be benefitted
• Citizens are able to benefit from a huge range of applications and services that can assist them in many ways, from planning
travel routes to wellness and healthcare monitoring.
• City administrators can harness insights from data across a wide range of public services to help improve their effectiveness.
• City governments will be able to raise funds to be put towards other projects by charging small subscription fees to those
who would like to access high-end datasets.
• Pressure is relieved on the city’s infrastructure as applications and data analysis enables citizens to make smarter decisions
on travel, while governments have more detailed insight upon which to base future investment decisions.

Client Credentials
Situation
Our client is one of the biggest German regional infrastructure
service provider. It delivers energy (electricity, gas, heat, etc.)
and drinking water to private households, industry, trade and
commerce. The operating model is based on cooperating with
other companies in the region. The company holds a secure
market position and is closely associated with people,
institutions and enterprises in the region. The EU launched a
“Smart City Initiative”, established in the SET-Plan
Client : German Regional Utility
Project : Smart City Project Development
Accenture’s Approach
• We supported our client, one of the largest regional German
utilities and the belonging city by applying for one FP7-funding
from the European Commission under the EU „Smart City
Initiative“. This support was split in two projects:
 Build a European cities consortium in order to apply for
FP7 funds
 Define a high value FP7-call application within the
consortium
• Define outcomes in terms of economic performance, sustainability,
and stakeholder success.
• Deliver rapid change to achieve value in the short and long term.
Results
 Identifying the right EU-call to apply for a city perspective;
supporting the city and our client in establishing a winning
consortium.
 Supporting the city and our client in developing and describing
their local EU-fundable demonstration project; Supporting the
consortium as such to submit a winning proposal.
